The military is structured to allow any member to participate or decline in any operation as their conscience dictates. If an invitation to participate is declined, all members are required to maintain confidentiality and not discuss the campaign with others until it is concluded
An environment should be developed that will allow all members the opportunity to learn all of the necessary skills techniques and tactics to deploy in this area, to allow them to plan and execute their own missions. Rank will only be used for organizational purposes, not as a command structure
Regardless of honorific, the person leading the action will command the campaign.
Anyone agreeing to participate will take their instructions from this commander for the duration of the operation
