Since the restoration of constitutional and civilian rule (3rd stage of Sun Yat-sen's Nation-Building Theory) in the 105th Year of the Republic, the Kuomintang Party has relinquished its single-party monopoly on the State apparatus, where the Five Power Constitution has succeeded in its place. The Nationalist Government's new designation as the Central Government reflects this transition.
However, through the democratic process, the civilian body has consistently chosen the Kuomintang to retain power and serve as a guiding force for the Republic. Still the constitution has succeeded the Party as the supreme law of the land, and all branches of the Armed Forces as well as the 5 branches of government and its sub-branches, are now officially under civilian control and opposition parties have been legalized.
The Five Power Constitution provides the framework for the Chinese Republic's governmental organization, which contrasts to the previous structure under the first two stages of national development.
Democratic elections, due process of law, as well as separation of powers serve as the basis of the new Central Government.
The seat of the new Central Government continues from its preceding Nationalist Government's capital of Nanking.

During the first two stages of nation-building, the Nationalist Government adopted a highly centralized governmental system where the Party (Kuomintang) and State were highly intertwined. Additionally, all governmental organizations and the armed forces (National Revolutionary Army) reported directly to the Nationalist Government under the direction of the Party.
