Constitutional Amendments

List of Amendments added to the Aeian Constitution:

Amendment I
The members of the Aeian region shall be protected under the rights enumerated within the regional constitution. All members shall be granted full rights to freedom of speech, expression, assembly and action, provided such action does not violate the nationstates terms of service. All members of the region shall be entitled to a right of appeal against any forced removal from the region or RP. The Appeal shall be overseen by the head administrators (Founder, WA Delegate, Vice-Delegate), with the support of two of three administrators for a successful appeal.


Amendment II
For the purposes of in-region communication and reference:
Player is herein defined as any nation resident in the region regardless of sovereign status;
Primary is herein defined as a player's main nation, not typically a puppet, with which the majority of interactions are held;
Multi is herein defined as any nation which a player controls other than their primary;
Puppet is herein defined as a nation, controlled by any player as either a primary or a multi, whose internal policy, while nominally independent, is mostly or wholly controlled or subservient to another nation, controlled by any player;
Multiing is herein defined as the use of multis.
Formal interactions, including but not limited to OOC diplomacy, regional elections and polls, may only be performed by a player's primary;
The references to 'puppets' in Article II § I are replaced with 'multis' while the reference to 'puppeting' in Article II § III is replaced with 'multiing';
The number of nations any player is permitted to control is limited to a maximum of one (1) primary and two (2) multis;
In line with Article II § III, breaking this rule may be considered rogue action and the perpetrator may be subject to expulsion from the region;
Any nation which attempts to use multis to influence the outcome of regional polls may also be subject to expulsion;
Multis may be granted regional sovereignty as usual provided that said multi does not carry power or influence which is beyond what may expected of a non-primary nation (decided by the Founder, Delegate or Vice-Delegate on a discretionary basis);
The creation of puppets and the recognition of puppets is subject to agreement between the player controlling the puppet OOC (referred to as controller) and the player whose nation controls the puppet IC (referred to as puppeteer);
A puppet must be subservient to a primary (that is, not a multi).


Amendment III
Primary is retroactively redefined as a player's main nation, not typically a puppet, with which the majority of interactions are held, and whose population may exceed five hundred million (500,000,000) only with the justifiable consent of at least one member of the regional administration, and may exceed one billion (1,000,000,000) only with the consent of at least two members of the regional administration;
Multi is likewise redefined as either a major multi or a minor multi;
Major multi is defined as any nation which a player controls other than their primary, whose population may exceed one hundred million (100,000,000) only with the justifiable consent of at least one member of the regional administration, and then may not exceed five hundred million (500,000,000);
Minor multi is defined as any nation which a player controls other than their primary, whose population may not exceed fifty million (50,000,000), with an adjustment made for GDP-PPP per capita (henceforth simply GDP/c);

The economic adjustments for minor multis is as follows:

A GDP/c of under 1,000 does not affect population
A GDP/c of 1,000-4,999 reduces the limit by ten million, to forty million (40,000,000)
A GDP/c of 5,000-9,999 reduces the limit by twenty million, to thirty million (30,000,000)
A GDP/c of 10,000-19,999 reduces the limit by thirty million, to twenty million (20,000,000)
A GDP/c of 20,000-29,999 reduces the limit by thirty five million, to fifteen million (15,000,000)
A GDP/c of 30,000+ reduces the limit by forty million, to ten million (10,000,000)

Players may only control a maximum of one primary, one major multi and one minor multi;
A nation's active military manpower shall exceed 1% of the nation's population only with the justifiable consent of at least one member of the regional administration, and then may not exceed 5% of the population;
No upper limit is imposed on the size of a nation's military reserves, but it must receive the consent of at least one regional administrator;
The founder may freely choose to require map claims to be reduced in size before being accepted, so long as a reason is provided, and likewise may retroactively alter a nation's territorial extent so long as the player in question is consulted;
The regional application, in order to prevent the proliferation of 'utopian' nations, is to require players to list ways in which their nation is weakened or flawed, with the exact phrasing to be determined by the Founder within one week of the passing of this amendment.



Amendment IV
Regarding pre-existing canon nations on the map:
Members of the regional administration are empowered to remove and retcon any nation provided said nation has been rendered 'inactive'.
'Inactive' is hereby defined as any nation without a sufficient iiwiki page, activity on the discord, RMB or regional rp and news.
No nation may set up a multi without first establishing a sufficient iiwiki page for their existing nation(s), as judged by the regional administration.
