IDU Regional Charter

ARTICLE I.

All matters of regional governance shall be referred to a regional legislature, called the IDU States Assembly (IDUSA).

All IDU states (excluding puppet states) are entitled to one vote on all matters before IDUSA, including the election of the Speaker and the Regional Delegate. At the Delegate's discretion, Executive Sessions of IDUSA, consisting of all WA members within IDU and the Delegate as chair, may represent IDUSA as a whole on votes pertaining to WA issues and sensitive matters relating to regional security.

The Regional Delegate shall be elected at least once a year by a majority vote of IDUSA. The Delegate shall be considered the head of state of the region, and control the region's delegate votes in the WA. IDUSA may hold a vote to instruct the Delegate on how to cast said votes on specific WA proposals and resolutions, but this is not mandatory. The Delegate shall appoint other regional officers, but a majority vote of IDUSA may veto any of the Delegate's appointments. The Delegate shall serve with the confidence of IDUSA, who at any time may by a majority declare no confidence in the Delegate and call new elections. IDUSA shall also call new elections if a Delegate resigns or becomes inactive.

The Speaker shall be elected by a majority vote of IDUSA, to preside over all sessions of that body, and serve for as long as that body allows. IDUSA may elect a new Speaker at any time.

Bylaws for the region shall be adopted by a majority vote of IDUSA. At least five states must vote for any act to be official (though acts may be honored unofficially if a quorum of five votes cannot be met). Such acts may include how frequent elections for Delegate must occur (if more than once a year), which officer positions the Delegate must fill by appointment, the membership requirements for a nation to be considered a voting IDU state, the composition of the regional flag and other emblems or symbols, and rules on such matters as establishing embassies or appointing ambassadors.

Amendments to the IDU Charter shall be adopted by a two-thirds majority vote of IDUSA. At least eight states must vote for any amendment to be considered valid.

ARTICLE II.

All matters pertaining to relationships or interactions between IDU states may be referred to the International Affairs Committee (IAC). Such matters may include regionwide treaties, regional responses to international incidents and crises, approving peacekeeping missions or elections inspectors at the invitation of individual states, brokering truces and ceasefires between assenting belligerent nations, and adjudicating disputes between nations.

The IAC shall determine its own membership, requirements of membership, officers, terms of office, and procedural rules.

Any IDU state may apply for membership in the IAC; applications shall be reviewed and approved under rules set by existing IAC members. Additionally the IAC may vote to suspend or expel any member after they are admitted.

ARTICLE III.

All disputes pertaining to the wording, interpretation, meaning or intent of the IDU Charter shall be referred to the IDU Judiciary Committee.

Members of the committee shall be appointed by the Delegate, but IDUSA may by a majority veto any appointments. The committee's composition and terms of office shall be dictated by IDU bylaws, as approved by IDUSA.

IDUSA may vote to accuse any state of violating the IDU Charter or IDU bylaws; such accusations shall be heard by the Judiciary Committee, which shall then vote to convict or acquit based on verifiable submitted evidence. The Speaker (or a proxy chosen by IDUSA if the Speaker has a conflict) shall represent IDUSA in arguing cases against accused parties before the committee. All accused parties shall have the right to review all evidence against them, and plead their own case. Penalties for violating the IDU Charter or IDU bylaws shall be dictated by IDU bylaws, as approved by IDUSA.

The Delegate may commute penalties issued to convicted parties, or pardon any convicted party at his or her own discretion.
