Treaty Of The Fourth Coalition

Preamble: The peoples of the Fourth Coalition, henceforth known as the 4th Coalition, do ordain this Treaty for the purposes of Trade, Security, Mutual Defense, and shared Prosperity. We stand united in purpose, united in spirit, united in victory!

Article I: No Region (Member-Region) or Nation (Member-State) within the 4th Coalition shall impose tariffs or other such trade barriers such as embargoes without the explicit permission of the Supreme Council, henceforth known as the SC

Article II: In the case of an attack on a Member-Region or Member-State all other Member-Regions shall be obligated to provide troops for the defense of said Member-Region or Member-State, all Member-Regions shall also be required to send troops in the case the War Council or the President find it necessary to declare war on a foreign entity

Article III: Each Member-Region shall elect a representative to the Supreme Council (SC) called a Lord High Representative, or LHR for short, once every six months. Said LHR shall have the power to vote on SC proposals, propose new legislation to the SC, propose that an already established article of legislation be repealed, propose an amendment to the Treaty, and make certain decisions in their particular field. Each LHR shall be assigned a duty i.e. Defense, Trade, Intelligence, etc. The LHR may make certain minor decisions but must bring up any major decisions before the SC

Article IV: The SC is to consist of two houses, the General Council and the War Council. The War Council is to consist of the President and three LHRs of his choice, along with the Vice-President and the War Minister. The General Council is to consist of everyone else, LHRs who have a seat on the War Council will also have a seat on the General Council. The General Council is responsible for all legislative matters and the War Council is responsible for declaring war, managing military affairs, and enforcing punishments mandated by the SC. A Proposal may be suggested by any member of the SC, and are to be voted upon by the members of the General Council. In order for a Proposal to be considered for vote, it must be presented in a written form and must be at least a paragraph long. In order for a Proposal to become law, at least 51% of the General Council must vote in favor of it. If a Proposal or Law is found to be in violation of this treaty, it may be repealed by the General Council, President, or Vice President. Additionally, the President holds the power to veto any Proposal. Meetings of the General Council are to be presided over by the Speaker of the General Council, who is to be elected by members of the General Council from a selection of candidates chosen by the President. The Speaker shall hold the power of a regular Council member, but, in the case of a tie, shall have the ability to cast a tie breaker vote.
*Amendment I: The General Council of the SC is henceforth enabled by the President to, for the funding of the Fourth Coalition, levy taxes against the various Member-Regions of the Fourth Coalition. The Fourth Coalition will have the power to enforce these taxes through the Fourth Coalition State Bureau of Finances (FCSBF). The President is to appoint a Director of the FCSBF. Each Nation within a Member-Region is required to pay a portion of this tax based on its population. Enforcement of the payment of taxes within a Region is the responsibility of that Region. Should a proportion of Nations within a Region greater than 50% fail to pay taxes, then the FCSBF will be entitled to temporarily seize control of that Regions tax enforcement agency until the tax has been paid. For the collection of the Regional taxes, the Director of the FCSBF is to appoint a Lord Tax Collector for every Region.

Article V: Should an LHR violate any of the Treaty's rules or any legislation passed by the SC they shall be punished according to a three-strikes your out policy which shall operate as follows:
1st offence- Warning and trade embargo
2nd offence- Temporary revocation of LHRs powers, the length of which shall be determined by the SC and shall be no longer than ten days nor shall it be shorter than 24 hours
3rd offence- Member-Regions permanent expulsion from GAIP
Note: Major offenses shall result in immediate expulsion from the 4th Coalition.

Article VI: Sovietzkia shall serve as the President of the 4th Coalition. He shall have the authority to veto SC proposals, declare war, kick Member-Regions out of the 4th Coalition, impose punishments upon those who commit minor breaches of the laws of the 4th Coalition, and, in times of great turmoil, temporarily dissolve the legislature and impose martial law.

Article VII: Should the SC find there to be a need to amend the Treaty each Member-Region shall hold a poll, the results of which will decide whether or not the Treaty is amended.

Article VIII: Each region is to alter its flag by adding the 4th Coalition flag to the upper left corner.

Article IX: An organization known as the Fourth Coalition Strategic Missile Command (FCSMC) is to be created for the defense of the Coalition in the case of a Nuclear exchange.

Article X: Military forces shall fall under the command of the Oberkommando in the case of war. The Oberkommando is to consist of two Generals and one Admiral, each representing one branch of Service. These Officers are to be appointed at the discretion of the President. The President and Vice President will also be members of the Oberkommando, with the President presiding over meetings and casting tie breaker vote in the case of a tie.

Article XI: The President is to be aided in making military decisions by the Chief of Staff, who is to be appointed at the President's discretion.

Article XII: Should the President become unable to perform his duties, the Vice-President will take over his responsibilities. Should the Vice President become unable to perform his duties, then the Speaker of the General Council will take over. Should the Speaker become unable to perform the duties of President, the War Minister shall take over. Should he fail to perform his duties, then the Chief of Staff will take over. Should the Chief of Staff fail to perform his duties, one of the remaining Ministers shall take over. If one takes on the role and duties of President, then they shall be able to appoint persons to fill any positions left vacant by their ascension to power.

Article XIII: Should an LHR violate the rules, they shall be tried by a court composed of one Grand Magistrate and two Adjutant Magistrates. A court ruling may be overturned by the President, should he find sufficient reason to do so. Ministers and high military officials may request a jury trial. This request may be either excepted or denied by the President.

Article XIV: The Fourth Coalition State Bureau for Intelligence and Internal Affairs (FCSBIIA) is to be established to procure information on enemies of the Fourth Coalition, and maintain internal stability. It is to be responsible for both espionage and counter-espionage. FCSBIIA operations are to be directed by the Director of the FCSBIIA. The position of Field Operator is to be relegated to an agent of the FCSBIIA who is to be responsible for managing FCSBIIA operations in the field. Should the Director become incapable of performing his duties, the Vice-Director of the FCSBIIA will take over, at least temporarily.

Article XV: The Fourth Coalition State Bureau of Aeronautics and Interstellar Travel and Research (FCSBAITR) is to be established to manage all matters related to travel and research related to our solar system and those outside of it. A Director is to be appointed by the President. The Director shall appoint a head for the Department of Science, and this Head of the Department of Science of the FCSBAITR is to also function as the assistant to the Director of the FCSBAITR.

Article XVI: Should it be found that there is an area that is not covered in an Article of this document that ought to be covered, the President and/or the General Council of the SC shall be entitled to amend that Article as they see fight.
