The Treaty of Barcelona
The Treaty of BarcelonaProposed by Samwych, on behalf of the United Global Alliance (UGA).
Noting that a Samwych -led UGA investigation has uncovered undeniable evidence showing that the government of Estewald funded a terrorist organisation in Usteia to carry out attacks on the Usteian monarchy, in hopes of influencing the upcoming election in Usteia in favour of abolishing the monarchy.
This then led to the invasion of Usteia by Estewald and Nogodia, along with 
Mathorn and 
God Tere Norld supporting Usteia.
Hereby proposing: The Treaty of Barcelona to bring peace and stability to the region of North America.
Usteia will be immediately recognised as an independent and sovereign state by the UGA and all its members.
Any foreign nation that has military forces in Usteia or Estewald must withdraw them immediately, with exception to the UGA in Estewald.
Usteia will hold a fair election that allows the people to decide the future of the country, with no foreign interference.
The UGA will have no control over the Government of Usteia, not will it interfere with Usteia's foreign relations.
If Usteia requests it, the UGA may help set up a basic government and help install basic facilities within Usteia.
The UGA will station 'peacekeepers' along the Estewald - Usteia border on a temorary basis. These peacekeepers will be recalled gradually if relations in North America are seen to have improved.
The UGA maintians ultimate control of Estewald until the country is stable and its society has recovered.
Estewald is banned from forming a military more extensive than basic national defence. This ban may be repealed by the UGA at a later date if sufficient progress is deemed to have been made.
The UGA will compensate Estewald for any military expenses associated with invading Usteia and give 8% of its annual budget to the Estewaldian Government for the next 5 years.
The UGA will also compensate Nogodia for any military expenses associated with invading Usteia and remove any economic sanctions issued previously by the UGA or its members, on the conditions that Nogodia halts military production other than routine replacements and repairs for the next 2 years, stops producing or replacing WMDs, including nuclear and chemical weapons, for the next 4 years and does not threaten or engage any other nation with war for the next 4 years.
The UGA will also compensate Usteia for any military expenses associated with defending itself and any expenses associated with running an election.
The UGA will compensate any other nation that is involved in the invasion Usteia for any military expenses associated with the aforementioned invasion.
Should Estewald, Usteia or Nogodia threaten or attack any other nation during the next 4 years, any positive attributes included in this treaty for the offending nation(s) will be nullified immediately.
This treaty will come into effect immediately once all the necessary nations and organisations have signed it.
