FORCE - Prime Minister Questions, or PMQs, were introduced on May 4th, 2020 by then-Deputy Speaker of the House [FUP] Sir Lashnakia through House Bill 40, the LinkPrime Minister's Questions Act with the written purpose as "To assist with cabinet transparency and getting information to the citizens" through the Prime Minister being asked questions gathered by the House of Representatives. Former Prime Minister [FP] Sir Salibaic partook in a few sessions of PMQs, and only recently has the present Prime Minister, [FUP] Caduceo, participate in his first session, held by Deputy Speaker and High Commisionner Sir Salibaic in Speaker [FP] Suter's sudden leave. It happened publicly at the House Chambers on the 24th of July from 4:00 pm GMT to around 5:30 pm GMT but in case you missed it, here is the full PMQs Transcript:

    Prime Minister Caduceo: Greetings, Mr. Deputy Speaker

Deputy Speaker Salibaic: Thank you Mr Prime Minister. I will allow for 5 mins to allow other reps to turn up otherwise I will ask you just mine and Suter's questions.

[5 Minutes Later] Now we may begin, Mr. Prime Minister. What is your plan to tackle Capital population?

    Currently, we're handling that through my Manual Recruitment and IA being commissioned to improve the current Newcomer's Manual

Thank you, How is your government planning to carry out its world assembly program?

    Currently we're a bit falling behind on that but we'll most likely start off with naming it as most other WA Programs and creating informative dispatches to encourage raising the WA Population.

But what specifically will this program do?

    It will prioritize mostly on endorsing each other, especially New Legland, and staying inside the Union and the WA for now, since we're a relatively medium-sized region and don't need to majorly participate in the WA.

How are you going to deal with the lack of civil servants?

    That's a good question, I've recently asked Cabinet if they wanted to reorganize their Civil Servant positions so that we can create an on-site campaign to increase awareness on Civil Service, hopefully attracting attention towards it. I'll also be tightening the reins a slight bit on Cabinet.

How do you plan to use forums?

    What do you mean specifically?

What will your administration do to encourage forum usage, and will you be publishing governmental documents to it?

    Ah I see, thank you for the clarification.

    Currently, the most major uses for the Forums are for Law, the Court, and different Application processes. While there's nothing wrong with that, formatting on the forums is a slight bit restrictive compared to Dispatches and are not the most accessible to NS, since a few Citizens in the past don't prefer using the Forums.

    So we might organize stuff on the Forums to redirect to more important things, Government Documents are still being constantly published on the Forums; It's made less for communication between Citizens as it is for organization of the Government

Thank you, I have been informed that there is slight inactivity inside cabinet, do you feel that any of your ministers are inactive and if so who?

    I will admit that while the Cabinet channel and a few Ministries are quite quiet, I wouldn't call any of my Ministers inactive yet, most of them are simply busy.

Do you feel any specific ministry is falling behind the rest?

    I wouldn't be too inclined on pointing any fingers to cause discouragement. No Ministry's "falling behind", there's simply more room for improvement.

Do you agree with weekly update reports for ministers as described in [the Freedom of Information Act]?

    I mean past administrations already publicly released Update Reports from their Cabinet, and while a weekly update is a slight restrictive, I see why it's needed.

What do you think of the current House?

    It's doing its job quite well considering a good chunk of it was only elected this month.

Are you keeping up with the pressure that this role is giving you?

    What do you mean specifically by "keeping up"?

To continue doing something in the same manner or to the same level of proficiency.

    So just to clarify, are you asking me if I'm living up to the successes of past holders of this position?

I assume so

    Ah well if that's the question, I think it's too early to tell. I can certainly understand the difficulties of this position but I think it's too early to tell if I'm "keeping up"

The House seems to be currently more active than the Cabinet, do you have any plans to change that?

    Ah well that's quite a claim but if that's the case, I mentioned before that I'll be a bit tighter in Cabinet and make sure they get their things done properly and timely without giving them too much weight to bear.

Do you support the creation of an Activity Commission?

    And what would that imply?

The reinstatement of GARC

    Ah I'm sorry but do you mind reminding me what GARC stands for

    Ah thank you very much, as for the question - I'm not quite sure yet

Do you agree we should have Ministerial Questions?

    I think it would be a tad bit excessive especially since the [Freedom of Information Act] will already require weekly updates and people can already easily converse with their local Ministers

Do you think the House should be elected with Proportional Representation?

    I'm not quite sure, especially since we have relatively small parties in place

Do you think the House should be elected with Mixed Member Proportional Representation?

    Once again, parties are relatively small

There has been much speculation that the primary reason you won the last election was due to your use of telegrams. Do you think it is fair that people who can afford stamps are able to win easier, if not how should we fix this?

    I didn't realize there was "much speculation" around that part but I'm clarifying that I did not use Stamps for those telegrams. I sent a smaller batch manually beforehand but as for the region-wide telegram, I was allowed to send one out by Renegalle.

    Also, if the reason that I won the election was because of telegrams, then my opponent would've had a massive advantage over me as he used stamps for the Capital's region-wide telegram

Do you agree territorial oversight should stay with the Founder and the High Commission?

    I don't see why not, the Founder already had the oversight before and as far as I'm aware the High Commission is doing their job.

How do you plan to increase governmental participation? As well as voter participation?

    Awareness and outreach as I'd campaigned for before the Elections. Simply getting the word out more efficiently onsite and making it easier for everyone should hopefully increase both.

But isn't there a situation were people don't even know how to vote? And that doesn't address governmental participation

    Which is why we've planned to improve the Newcomer's Manual and help release more guides for things such as joining the Discord, knowing your way around the forums, and such as that where we'll have a guide for the newly implemented voting system in place and as far as I'm aware [The Minister of Internal Affairs United Nations of Colombia] is already writing those.

    And for the Governmental Participation specifically, being more vocal with the Governorship Program and utilizing the Academia de Nocturna for guides to elections and positions and such should help.

Isn't governorship under the rule of the Founder alone?

    Yes but if people are interested in joining, the Founder can help them get started. We've had something similar happen a week or so ago when someone wanted to become a Governor and Renegalle was helping them out but unfortunately I believe they've gone inactive before they started.

Shouldn't that be purely run by the founder though rather than your government?

Renegalle: no, they actually came back a week ago lol.

    Ah that's good to hear [Renegalle], thank you for letting me know

Renegalle: I already let you know a week ago but sure

    There weren't any further updates so I thought they disappeared
    [Sir Salibaic] yes, but we're raising awareness on the matter in order to help out the Union in a whole. I don't see the problem if it's a win-win

If it was awarenes spreading, it should be done by the high commission or founder?

    I don't quite see the problem you're putting up. I was welcoming them into Force and they seemed interested in Governorship, so I told them how it worked and when they were interested I let Renegalle know; And that was before I was PM; I think

Wouldn't this be cabinet [encroachment] into an area of government it has no control over?

    Mr. Deputy, the matter started on July 7th and the main purpose wasn't to recruit them into Governorship, they simply read the Newcomers Manual and found interest in Governorship. The Territorial Revision Amendment passed days earlier but it started coming into effect after the 7th

We are talking about a [Governorship] program which you still propose. And the [Territorial Revision Amendment] passed before that

    But you started as High Commission on the 11th

    And I will reiterate the main purpose wasn't to get them into Governorship, it was to welcome them into the region and the opportunities available for them

But shouldn't advertising be done by the authorities that control it

    I was still MoIA on the 7th and it was my job to welcome them. And I didn't advertise it, it was on the Newcomer's Manual and they read it which they found interesting

And we aren't talking about that one event. We are talking about the actual program, Mr Prime Minister

    I'm loosely talking about it, since there is no actual "Program" in place. Now may I remind you that this is PMQs and we should move back to the planned questions sent in my you and your colleagues.
