I'm confused. Why would the second case be an issue, if that hypothetical someone cannot possibly create the exact same species that Xeosia would be able to confidently claim to have been annihilated? And, doesn't this prevent people from doing what they want within their own territories?

This guide will give you easy ways to help you start RPing in IoC, along with some helpful tips and tricks to make your RP game better!
Before you can join RP in our region, you have to have land on one of our maps. In order to get this land, you should contact the current cartographer through telegrams or through the RMB. You can find the maps here: page=dispatch/id=1557811
Note: You must follow map rules. This is mainly for the Moon, Venus, and Mars maps.
You will have to give them your claim, which should be of an appropriate size, i.e not a massive landmass, to the cartographer. If it is approved, you have land!
For RP, there are a few factbooks you may want to make to have information or other things for your nation in our RP for player reference.

Generally speaking, it's good to include a few stats and a picture with your characters. Things like age, health, gender, relationships, and other things can be used as stats for reference.

It was originally "Sentiara", a variation of the Italian-Greek word "Sentirai", "you will hear". Then it adapted to "Cerata".

So basically, they were just nameless territories that Xeosia owned? If it's so vague, why would that be unfair to other players?
I mean, we did establish a precedent that nations cannot monopolize cultures simply on the basis of ownership. There was this controversy in the past involving MU, who back then tried to monopolize German culture due to having owned Germany by that time, though those attempts were voided.
Going by that precedent, mass genocide shouldn't prevent newcomers from RPing the cultures that were supposedly genocided. If Xeosia kills off all elves, that doesn't prevent newcomers from RPing new elves. However, what Xeosia should be able to do is to prevent newcomers from RPing his version of elves.
