*The North Baban government presents the standard overseas installation agreement of the NBPAF. The agreement, previously used by North Baba when establishing Camp Duspan, Camp Mendoza and PAFB Accantolago, previews the leasing of land from the Orogonian government for use as a military installation. North Baba would occupy, use, and modify all agreed properties to fit the needs of a military base hosting the NBFV. Orogonia would retain ultimate sovereignty, but during the occupation, North Baba would exercise sole jurisdiction over all leased lands. Therefore, it is to be understood that the North Baban government will have the right to acquire, by purchase or eminent domain, any land included therein not already within the possession of the Orogonian Armed Forces. All advance acquisition payments, along with continued lease payments, should help an Orogonian government which has been forced to sell properties and cut from its budget. It is also estimated that the planned installation would employ at least 5,000 locals*
