In knowledge of the lack of clarity on political parties, hereby resolves the issue:
    1). A political party must include:
      a. Two (2) or more regional members as defined in Government Bill #035
      b. A clearly defined leadership/power distribution
      c. An open policy guide (e.g. a manifesto or political platform)
      d. An available member list
      e. An appropriate party logo

    2). Political parties must adhere to the following regulations:

      a. They must obey all relevant legislation
      b. They must support the continuation of our democratic system
      c. They must accept the result of any democratic elections

Hereby passes The Formation of Political Parties Act 09/10/2020

Understanding of Party Position Act, or, Formation of Political Parties Act II
In light of proposed legislation #036, further clarifies positions of parties within The Slide Countries:
    (1)
      a. The party in power is to be referred to as the "Legislative Party"
      b. The party that performed the next best in the most recent election is to be referred to as the "Opposition Party"
      c. All other parties that stood in the most recent election are to be referred to as "Anticipatory Parties"
        i. All anticipatory parties are to be referred to numerically by electoral position (e.g. Primary Anticipatory, Secondary Anticipatory)

    (2) Pre-existing parties do not need to meet foundational regulations proposed in #036, but must accept all other provisions outlined in #036
    (3) Any parties that are formed under #036 need only meet the necessary requirements for formation, not continuation
    (4) A party is only to be decommissioned when

      a. All party members have
        i. Ceased to exist
        ii. Left the region

      AND

      b. The party has received 0% vote share in two consecutive elections
      AND

      c. The Assembly votes in favour of the party's decommission

    (5) Decommissioned parties are not required to re-meet any regulations defined in #036 to reform their party
