Delegate chooses ministers. We elect the Delegate, as per the Windrose Act. This is only until we get enough people to form a proper democratic Government.

As per now, everyone may as well consider themselves IN the government. Because unless some people show up real quick, and are charismatic enough to impress whomever is elected Delegate into giving them a position, yer all the Government, hehe.
