Indeed, there may be circumstances which mean any of the above office holders must leave the region in order to represent the Union of Allied States at a summit, a conference or a treaty signing etc.

These cirscumstances wouldn’t be considered unconstitutional, let alone an accidental move which was corrected within seconds.
