I was just pointing out that there was some discrepancy with the explanation given to another embassy region and the fact there were embassies in construction that contradicted it. So it's not an idea it's a fact.

To All Ambassadors or Residents of our former embassy regions, we'd like to offer our explanation for closing. As per our new policy, all embassy regions with under 10 nations will be closed, as well as puppet storages. Many of our embassies were created by a disgruntled former member, and we are simply organizing our selves so that we can have embassies with sizeable and active regions.
