1. I literally said: "There are no NPC's on the map." on the first sentence of the second paragraph, come on buddy, work with me here.
2. It actually does matter, you can stage a coup/independence war if you'd like, but the guidelines still apply to all regardless how you come into existence. You still have to be internationally recognized to come onto the map.

I did, just I’ve RPed in a lot of different regions and I’ve never seen it where it’s fine for players to never actually RP to retain a spot on the map.
Normally active people who don’t RP just don’t take up room on a map that they won’t ever use the land of

IC: Keskash Alis'aliba 'Ali sits with his inner circle, meditating in the long silence, until the spiritual leader opens his eyes as an unknown agent approaches him. The male agent kneels, then whispers a brief message to his holiness. The eyes of Keskash open, revealing his bright green eyes. Everyone in his presence shudders, get up, and leave.
"Thank you, Malaka." Keskash says to the young agent, who then also leaves the room as swiftly as the others.
Keskash leans over to his personal table nearby, presses a button, activating a holographic screen. A voice conference was accepted, initiating a secured video conferenced with a line of faded figures.
"Yes, we've collected all the information, but will you confirm?" a single voice emerges out of the shadows, distorted by a vocal digitizer.
"Of course...The Hyperboreans of Vostag, like the Devil they are, tried to tempt me with land and empty promises, but I rejected them. They only saw us as a buffer, and a landing front for their invasion on Camvli. They would have used us as a false flag operation, just to instigate a war...a meaningless war. Our war, is a holy war."
"For the Holy War." the shrouded voices collectively chanted in unison, echoing in the dark chamber.

The political boundaries that will be labeled as a DMZ will be what is internationally recognized, or on the official regional map. Territorial disputes or claims will not be accounted for.

IC: "The Aswardi Crisis"
On his way to Kuanta, President Bungo Caca's private jet was struck down by an anti-aircraft, ground-to-air missile. Vice President Juni Poo Poo was quickly sworn in as President, as many in the Presidential Cabinet feared that Mr. Caca may have not survived the strike. Upon gathering intelligence from the I.C.U.P. it was confirmed that the ground-to-air missile was launched from somewhere in eastern Kiago, territory controlled by the Ongi militias. While the country and her people are in mourning after the loss of the nation's most popular President, the Aswardi Defense Forces and Counter Terrorist Wing have come together to conduct a military operation to retaliate against the Ongi militias. Within an hour, Aswardi fighter jets entered eastern Kiago air space and began conducting air strikes on suspected Ongi Militia forward operating bases, and Ongi settlements. Within three hours a total of five thousand (5,000) personnel of the Ongi Militias have been confirmed killed. There is no report on any collateral damage. Relations between Aswardo and Kiago has worsened, and the Aswardi government directly blames Kiago for arming and sheltering the Ongi, and doing absolutely nothing to prevent this travesty. All envoys and diplomatic ties have been removed from Kiago. As of this hour, the Aswardi Federal Court has issued an arrest warrant for King Leopold III. of Kiago, for criminal negligence, sponsoring/harboring terrorists, and for being an accessory to murder of a government official.
The people outside the residence of the newly sworn-in President, Juni Poo Poo, protest their anger by chanting, "Agi Aae Gae!"
IC: King Leopold the III orders the Royal Army to strategic defense positions across Eastern Kiago, and repel any troops. They are however ordered to use specifically designed bullets known as Strategic Incapacitation Bullets or S.I.B's, to not actually kill the Aswardi troops. They are however ordered to kill any Ongi troops using regular bullets. They have ordered to search for any evidence pinpointing President Bungo Caca's survival.
Meanwhile in the capital city of Kuanta, he addresses the people directly about the incident, referring to it as The Aswardi Bedlam. King Leopold the III steps onto the podium dressed with a Iris Poppy flower. "We are very much sorry to hear of President Bungo Caca's crash. King Leopold the III has stated there is newfound evidence of his survival, and has ordered a search parameter, to locate President Bungo Caca, and bring him to safety. King Leopold also calls for all hostilities to stop, saying there is no need for bloodshed to be spilled upon Kiago and Aswardo. But suggest they work together to find and stop the Ongi tribes once and for all.
King Leopold has also announced he has captured Government officials responsible for the supplement of supplies, weapons, and other dangerous equipment to the Ongi's. These officials have been captured and are currently rotting in the Francine Supermax Prison for now. King Leopold after his speech. Writes a letter, containing a deal which will benefit everyone.
IC: Taking advantage of the situation, and perfect timing; Lageosian cartels use the distraction in the east, as cover to smuggle more people, and drugs, across the northern Lageos-Kiago border, and gain more control over the main route to Moxembe. From there, the drugs will be exported to customers in Aoeria and Lemuria. The increase in trafficking has introduced more Lageosian low-level gangs deeper into Kiago territory. It has come to the point that these gangs have captured several villages, and enslave the youth to either join their ranks, or become victims of the ever expanding human trafficking ring in Zothique.
IC: Under King Leopold the III's orders, The Army withdraws and chooses to focus on the Lageosian cartels.
IC: "Operation Tomato"
Under the cover of the new moon, fifteen (15) divisions of the R.A. Task Force, a coalition of different collaborating branches of the Aswardi Defense Force, initiate a covert operation to deter a fourth terrorist attack from coming underway. In a swift, quick assault, the R.A. Task Force successfully infiltrate multiple Ongi encampments, and engage directly. While their man battle groups are being ambushed in the midst of their slumber, Special Ops have besieged their settlements, slaughtering all who they saw was Ongi. In this bloody, horrible night, the Ron would crucify and hang the women, and capture any children they could find...In opposition towards Kiago's involvement situation, thirteen (13) regiments of the Aswardi Paratrooper Division has deterred Kiago's ability to send in their own troops, by blocking major roadways, and taking control of the interior waterways. The entire eastern part of Kiago has been virtually on lockdown from Aswardo. This complex operation was directly commanded by President Juni Poo Poo, a fierce monger for revenge.
"...I will make them all pay, just as them, and their ancestors have done in 1994. We must end this terror, by ending them!"
IC: The Princess Returns
On a secluded island, the sound of waves caressed the shore of an exclusive resort. Tyrana, once the Princess Imperial of Hedra, sat beneath the shade of a wide parasol, sipping a cocktail with a relaxed elegance that belied her commanding presence. Her black hair shimmered in the warm sunlight, and the years she had spent in tropical luxury had tanned her skin, far removed from the palace politics that once consumed her.
A servant approached, bowing as he handed her the day’s newspaper, the latest from Hedra. With a perfectly raised eyebrow, Tyrana unfolded the paper, her sharp eyes scanning the front page. The headline brought a smirk to her lips.
News of her half-sister Felipa’s descendants filled the pages—Empress Elvira’s decision to send the Princes Erik and Vasco to Sovern, seeking brides for them, and the ongoing dynastic struggles. Tyrana couldn’t help but laugh quietly to herself, swirling her drink as memories of her father, Tybolt, and the empire he ruled flooded her mind.
“Still playing their games,” she muttered. "And they thought they could do better."
She thought of her grand-niece Elvira, now being the Empress, and her son Erik, who is line to become the Kaiser of Sovern. To Tyrana, neither was worthy of the power they held. Elvira? A fourth daughter, an afterthought on the imperial stage. Erik, rigid and dutiful, knew little of the subtle art of wielding true power. Vasco, flamboyant and entertaining, barely seemed a serious contender.
Tybolt had tried to prepare her to inherit the empire once—before Francisco Medero had been chosen, before everything had crumbled. But when the crown passed her by, she had left it all behind—the palace, the court, the weight of her father’s empire. She had chosen a life of freedom, far from the suffocating chains of bloodlines and duty.
But now, reading of her family’s entanglements, a flicker of something long buried stirred in Tyrana’s chest. Perhaps the empire still mattered to her, in some small way. A smirk deepened on her lips. She had no desire to reenter the game, but it didn’t mean she couldn’t enjoy watching from afar.
“Your cocktail, ma’am,” the servant said softly, refilling her glass.
Tyrana took another sip, her eyes narrowing as her thoughts lingered on Hedra. “Still fighting over scraps,” she murmured, before setting the paper aside. For now, she could remain the ghost of a forgotten heir. Yet deep inside, she knew—Hedra might have moved on without her, but the empire Tybolt built still ran through her veins.
She rose from her chair, grasping her ornate cane with a golden handle, which glistened under the sunlight. As she passed the glass doors of the resort’s lobby, her reflection caught her eye. Her black hair was arranged meticulously, her skin tight from years of surgeries to preserve her beauty, though time had left its mark. Her figure, though still statuesque, was a testament to her vanity and her defiance of age.
With a flourish, she adjusted her sarong and made her way inside, the cane tapping softly against the marble floors. Guests turned to watch her, recognizing her regal air, though she paid them no mind. She had more important matters on her mind.
In the resort’s elegant dining room, her daughters, Shaena and Tya, sat by a window, both effortlessly commanding attention from those around them. Shaena, the eldest, was the perfect mix of Tyrana and her late husband, Don Carlos, poised and sharp. Tya, though younger, had inherited her mother’s magnetic charm and fierce independence.
Tyrana approached the table, her movements deliberate. As she sat between them, her daughters exchanged knowing glances, sensing something in the air.
“Girls,” Tyrana began, her voice a low but commanding hum. “We’re going back to Hedra.”
Shaena raised an eyebrow, her curiosity piqued. “What’s brought this on?”
Tyrana’s smile was sharp, almost conspiratorial. She leaned back, folding her arms as she spoke. “Because it’s time they remembered who we are. Hedra has forgotten me—forgotten us—and I will not allow them to erase our legacy. Not while I still have breath.”
Tya smirked, her eyes gleaming with mischief. “Sounds like trouble. I’m in.”
Shaena nodded thoughtfully, her sharp mind already calculating. “Mother, if we do this, we’ll need to be prepared.”
Tyrana’s eyes twinkled with renewed ambition. “We will be. We leave tomorrow. Let them play their games for now, but they’ll soon remember—the blood of Tybolt runs through my veins. It’s time to remind them.”
Her daughters exchanged another glance, both smiling. They knew what this meant. Tyrana, their mother, was preparing to return to the imperial stage—ready to stir the waters of court once more.
Hedra, for all its pomp and ceremony, had not seen the last of its true heir.
Operation: Enduring Woods.
12:15 AM, somewhere in Southeast Kiago. Team Vormente Delta 3 is in sight of a rebel military compound. Known by the locals as "Man's Worst Nightmare". In there, lies the supposed leader of the Ongi tribe, the brutal leader known as General Red. And in the compund, thanks to new evidence, believed to be President of Aswardo, President Caca is alive.
Team Vormente Delta 3 sends out two elite scouts. They infiltrate the camp with ease, and take out a few guards for a disguise. Soon they reach a room within the base, where their fears are confirmed, President Caca is alive, but taken Hostage by the Ongi. They confirm to the rest of Team Vormente Delta 3 that President Caca is alive and well.
Operation: Enduring Woods is a go.
In a flash, the two elite scouts manage to take down the guards, but the Red General manages to escape via air. "We have him secured, repeat, secured." The elite scouts say. "We are close, keep secure." The temporary Leader of Team Vormente Delta 3 says. Soon, they take the base, and secure President Caca, and take him to a hospital nearby, where he is recovering very well.
...in the base, the temporary team leader takes off his helmet. It is none other than King Leopold the III himself, wearing a Vormente Delta team military outfit. He speaks into a camera.
"Red General, or whoever your real name is, You are nothing but a maniac. Attacking innocent Kiago citizens and innocent Ron people. And now, by attacking the president of Aswardo himself, you have made an enemy of not only of Aswardo, but of the entire country of Kiago. THIS WILL NOT STAND! WE HAVE HAD ENOUGH! FOR ALL THE PEOPLE OF KIAGO AND ASWARDO, WE WILL NOT STAND BY AND LET OUR PEOPLE DIE BECAUSE YOU! WHENEVER YOU KILL MORE AND MORE SOLDIERS AND CIVILIANS OF OUR NATIONS, YOU ARE ADDING FUEL TO OUR FIRE OF HATE, AND WHEN WE DESTROY A SOLDIER OF YOURS, WHEN WE TAKE A BASE OF YOURS, WE ADD WATER TO THE OCEAN OF HOPE! AND WHEN WE CAPTURE YOU, THAT DAY WILL MARK AND END OF A TYRANT! ON BEHALF OF ALL OF KIAGO AND ASWARDO, I WILL NOT STOP UNTIL YOU ARE CAPTURED! VIVA LA KIAGO!!!
IC:
Just as President Caca made it to the nearest medical center for his treatments, it was revealed by doctors that he was barely holding onto his life due to how tortured he was, and his life-threatening injuries when his private jet was shot down. As he is finally taken in, registered, and prepared for emergency surgery, the hospital where he's located was besieged by an Ongi militia. The entire medical center was raided from all sides, doctors and nurses were shot, and the entire building was put under lockdown until the Ongi militia could find President Caca.
As the sounds of gunshots and screaming continue in the bloody halls of the hospital, President Caca can be seen baring it all - counts the last minutes he has left in this world.
His door opens, and out steps General Red. The tall, muscular man casually enters the room, flinging around his signature hunters knife around.
"Mr. Caca!" General Red yells, acting as if he found his long lost friend,
"I missed you so much, my friend, did you miss me?" he sits by his side, laying a 9mm pistol on the bed, by his side.
"Oh...You don't look so good Mr. Caca. Please, let me take you out of this misery, you'll barely make it anyways..."
General Red gets up, grabs his gun, puts the barrel up to Mr. Caca's head - then fires a shot through his forehead, leaving the room covered in blood and brains.
The hospital is shortly burned down, along with the surrounding infrastructure. After this night, several attacks on major Kiago cities were carried out as a result of Kiago's interference in the ongoing conflict. General Red once again slips into the shadows, possibly returning to the battlefront against the Aswardi R.A. Task Force.
Meanwhile the R.A. Task Force is stuck on the offensive, while the Ongi use trenches and other tactical defensive structures to secure their lines. The settlements were under siege, but progress into their destruction was beginning to dwindle when it was confirmed that President Caca was assassinated at the hospital he was taken to, leaving the main objective of the R.A. Task Force a failure. President Juni Poo Poo uses all the political weight he could muster to get more support for the operation, but the Aswardi Congress is still debating if an actual war declaration is even necessary at this point. The Ongi had all this time to understand their new surroundings, adjust to their new way of life, and build up their defenses for such an operation. Relations have only worsened between Aswardo and Kiago...
