The Central Government of the United Republic (Alses Government) is the national government of the United Republic of Alsesia, a unitary, transcontinental nation located in North America and Eastern Europe that is composed of 16 Provinces, 11 Organized Island Territories, and several unorganized island possessions. The government is composed of multiple distinct branches including the royal, legislative, executive, and judicial offices, whose powers are vested by the Constitution in the Royal Authority, the Sobrut, the Presidential Office, and the National Courts, respectively. The powers and duties of these branches are further defined by acts of the Sobrut, including the creation of executive departments and courts inferior to the two Supreme Courts.

Naming

The nation, which was renamed from Nogodrick to Alsesia with the Fourth Constitution, is officially referred to as the United Republic of Alsesia. The full, official name of the country, which is extremely rarely used, is The Northern Balthorist Realms of the United Republic of Alsesia, Home of the North Volaryns. The full name appears only in the Constitution, and "The United Republic of Alsesia" is the name that appears on currency, treaties, and in legal cases to which it is a party. The terms "Central Government of Alsesia" or "Alses Government" are often used in official documents to represent the central government as distinct from the provincial and territorial governments. In casual conversation or writing, the term "Central Government" is often used alongside the colloquial "CentGov". The terms "National", and more uncommonly, "Central" in government agency or program names generally indicate affiliation with the central government (e.g the National Agency of Intelligence, National Space and Aeronautics Administration, and the Central Bank of Alsesia). Because the seat of government is in Anhel City, while the Royal Authority resides in Frosgard, "Anhel" is commonly used as a metonym for the legislature and executive, while "Frosgard" serves the same purpose for the monarchy.

History

The Alses Government is granted legitimacy through the Fourth Constitution, which is largely based on the principles of the Alses Spring, a mass political movement that began after President Warren Parnell announced in 1980 that he would not seek a ninth term in office. As a result of this announcement, the ruling National Party undertook drastic measures to find a suitable successor for the 1982 elections. However, the speech, coupled with the resurgence of republican ideals in the country, led to widespread protests against the dominant-party system. Over the course of approximately two years, groups across the political spectrum banded together to form a conclusive constitution they felt would ensure a more democratic and free government.

In December of 1981, the incumbent government agreed to form a transitional authority, and President Parnell took a leading role in implementing most of the demands issued by the protestors. Prior to the elections in January, the Supreme Administrative Court rescinded the ban on several political parties, while National Party peacefully separated into several large factions. Against the protests of some, the monarchy was retained, albeit with significantly less power than before. The process of electing the office of the Director, which was renamed from President, was moved to a direct popular vote, with the stipulation that they must win a majority of votes in at least 14 of the 27 organized regions of the country. The legislature was reformed to become bicameral, with an upper house called the Denbrut and a lower house called the Okebrut working as lawmaking bodies alongside holding unique responsibilities. In the Okebrut, the long-standing, country-wide first-past-the-post system was reformed into a single-transferable vote.

The first trial of the new Central Government came with the 1st Sobrut (See Here for an informal explanation of what went wrong), where an excessive number of seats and represented parties made forming a government impossible. Fortunately, after a referendum and a significant altering of the number of seats, the issue was resolved prior to the election and inauguration of the 2nd Sobrut.

Composition

The Royal Authority

The constitutional monarchy, composed of the long-ruling Balthor Dynasty, exercises its powers through a branch called the Royal Authority. The Royal Authority is composed of the Czar, Danil IX, who is responsible or ordering actions to be undertaken in accordance with his duties, and his Royal Advisors, who are unable to vote or pass judgement, but instead advise the Czar in their relevant fields of expertise. Since the passing of the Enabling Act of 2018, Dauf Markus has begun to take over several responsibilities to assist their aging grandfather. For example, the Dauf Markus attended the 2020 Football World Cup in addition to replacing the Czar during the annual State of the Nation Address.

Centuries ago, Northern Bank of the Ohio River

"Spear and shields! Spears and shields!" Captain Boltun shouted, facing down the incoming charge from the south. Warriors of the Confederation of Cathenna crossed the river with bronze weapons. The captain, armed with a warhammer, did not hesitate to kill when as need for survival arose. One warrior rose from the water, screaming as they thrust with a masterfully forged bronze dagger. Boltun, stepping back to avoid the blow, lunged forward and struck with his hammer, crushing his foe's chest inwards. As he and countless other troops formed a wall to slow the tide, Boltun found himself staring down a man wielding a mace. The wall flowed like water as Alsesian soldiers moved forward to push and withdrew to avoid. The captain, who had trained most of the men, was as nimble as he was strong. The mace-wielding warrior swung down at his legs, but the captain leapt over the metal head and stomped down on the swingers hand with a sickening crunch. The warhammer's strike ended the duel, and the tide of the battle was turning. With one arm, Boltun grabbed a diminutive, nearby warrior who could not have been older than twelve and threw them into the next few Cathennans, knocking them back into the water. As the defenders caught their breath, the second wave arrived.

Once again, Boltun faced a swordsman who threw a powerful blow towards his stomach, and once again, he sidestepped it before bringing down his hammer on the sword's hilt. It was for the simple reason that his enemy's sword had broken that the captain was surprised to see his hammer knocked out of his hand. There were now two men he had to deal with: one armed with a flail, the other with a broken sword. He lunged for the first man, throwing a mailed fist for his head. The impact from the punch sent the man staggering as his fellow swung his flail. Alas, the flailman was clumsy, and the chain wrapped itself around the man's arm, buying the captain a precious few seconds. He kicked the staggering swordsman in the groin before drawing a knife from his belt, stabbing the raider through the eye before yanking out the blade and throwing it at the still struggling flailman. The knife barely struck through the bronze armor, but the captain followed through with a kick, sweeping the flail man's legs from under him, and with a stomp that caved their head in. As he turned back to see the progression of the battle, he saw victory was at hand. The warriors had fallen, and Alsesia's territory north of the Ohio River was safe.

Kolor Major Zara Kuwat marched through the centre of the military base flanked by her entourage of intelligence officers and administrators. Ever since the bombings in Mathorn, she had doubled her workload and halved her rest time. Originally from the 727th Reconnaissance and Intelligence Army (RAIA), her specialisation on international guerrilla warfare had proven her to be one of the best candidates to begin leading the special forces side of Operation: Cool Winds. It was a huge task; she had vetted, examined, observed and tested over 2,000 soldiers by now, from all the nations involved in the operation. Finally, it had been narrowed down to 100 soldiers to choose.

KMaj Kuwat: Right, Klaus, how many teams did the General say we were going to fund?

Guardsman 1st Class Klaus Kimrak looked down at this notes on the matter. The sheets he had on hand were filled with information appropriate to the current campaign; mission information, statistics on recent combat and much more.

Guardsman Kimrak: Four, Major.

KMaj Kuwat: Alright... we need to start planning on what priority of missions we want to hand out. Also take notes on the remaining candidates, especially those showing firm leadership qualities.

The group of eight walked into a large warehouse type building, climbing a set of stairs near the entrance. Upon arriving at the top of the stairs, they were welcomed with an observation post over watching 100 men training in hand to hand combat. As Kuwat walked up to the window, she admired the speed and strength that was on show from the many men and women in the room. All of them were armed with rubber knives, rapidly attacking and defending against each other in what looked like an intricate dance of death. In groups of ten, each group had three instructors watching over them and commenting on actions, thoroughly analysing their every move. The men on show here would be cut down to four teams of ten, making up the new International Terrorism Combatant teams, or ITC teams.

KMaj Kuwat: Room, to attention!

The room suddenly froze in place, turning towards the officer and standing to attention. She glanced over every face in the room, watching their sharp eyes dart towards her, awaiting her next words. She could hear their heavy breathing as they attempted to control themselves after an intense work out.

KMaj Kuwat: After today, some of you will become history. After tomorrow, some of you will become legends. After next week, some of you may become martyr's to the cause. All that matters, is that as of now, all of you a fighting for a spot to be on the right side of history. As you may well have heard, we are almost ready to take on our new ITC teams, of which many have tried to become a part of. For those that don't make the cut, it wont mean that your role in the fight is over. It simply means that your role is going to change. As for now, keep up the work. Instructors, continue.

As she stepped backwards, she heard the shouts of, "yes, Kolor Major!" Followed by the many instructors shouting at their trainees to continue their training. She started to feel it now, deep in her chest. The teams were about to be made.

"How did dozens of our best warriors fail to defeat them like the dogs they are? The river is our mother, she would defend her sons without a moment's hesitation!" Lord Kem fumed, utterly infuriated by the reports of Cathenna's defeat at the Ohio River.

"My Lord, they call themselves the people of the North River. It appears they have the blessings of the water, and must not be fought under such circumstances."

"A load of horsesht, that's all it is!" Kem yelled. "What mighty blades did they wield that our bronze could not stand up to them? What fcking demon did they summon from the forbidden woods to aid them in battle? The river is our mother, it does not bow like a wench before men clad in furs and dull armor!"

"It is said," a messenger interrupted, "that they possess weapons of steel."

"Do not ever speak such filth in my home, courier," Kem said, bringing his fist down on the table. "No nation can forge steel in such quantities."

"I swear to you my lord, we are waging war against an enemy that cannot be defeated brute force."

"Then strike them from within. Let us spend whatever time it takes to burn them to cinders from the inside!"

"It will be done, my lord."

1682, Northern Bank of the Ohio River

On a wooded hilltop on the northern bank, a raiding party that had been harassing Alsesian farmers for weeks finally met its end. “Damn those Cathennan bastards, don’t they ever think about just giving up?” Private Krestok shouted, firing his musket and drawing his sword to cut down the last raider. The Cathennan, wounded, found himself unable to parry Krestok’s savage blows, and soon enough, he lay dead alongside seven of his fellow warriors while the Alses troops looked over their bodies with pity.

“I pray that one day there will be peace between our nations. There’s no point to this bloodshed when we live apart in fertile lands and follow no barbaric traditions,” the company captain sighed, motioning to the chaplain to administer the last rites for the Cathennans. The chaplain, a descendant of natives who had assimilated into the Alsesian territories, was a soft-spoken man whose quiet prayers were almost drowned out by the roaring of the river.

“And unto a rest among the stars, go their mighty souls,” they finished, closing a book of prayers.

“How many of these f*ckers are we going to deal with, sir?” a sergeant asked, exasperated at the amount of times the local guards had been dispatched. “At this point, why don’t we build a damned wall on the riverbank? If it cuts down the manpower needs and buys us time so they don’t cross over and slaughter a dozen farmers before we’re armed, isn’t it worth the cost?”

“It’s not my decision, it’s the provincial government’s,” the captain replied. “And from the looks of it, they have no plans of doing so.”

“Well f*ck those pompous bastards, I say. If they want to tell us what we should do with our land, they can settle here and live on the banks to see how we have it. Raiders every other week, cross-river cannon exchanges, cattle dragged out of barns on a rope and yanked across the river, what could those clerks and bankers possibly have worse than us?”

“You’d be surprised at the nasties you find up north.”

“What? Imported liquor? Cigars from Kuba Island?”

“Worse, far worse. Trust me when I say you’re lucky you’re down by the river.”

As they company bantered musket fire erupted from the trees, cutting down two men where they stood. Though it was never revealed, the eight warriors were merely a diversion, keeping the Alsesian troops complacent about their capabilities and disguising the true determination of Cathenna’s forces. Over a hundred men who had disguised themselves in the woods the previous night shot their guns for their fallen brothers and the pride of their people.

“F*ck! Form ranks! Form ranks!” The captain yelled before he was shot twice in the chest. Over the course of seven minutes, the company’s junior and non-commissioned officers frantically tried to keep order as militiamen were cut down by the half-dozen. By the end of the fighting, the entire company of eighty two had fallen. In the annals of history, the Massacre at Fovi’s Wood would go down as the most one-sided defeat ever suffered by Alsesian troops prior to the First Nogod Civil War.

“Ten for one losses! We’ve given the dogs a well earned bloody nose.” a Council Elder laughed. “All we needed was to distract them for the better part of half an hour! If I had a say, which I do, I’d tell our men to start using this tactic more often. Ten to f*cking one!”

“We have already sent raiding parties further east, and as we speak, there are over a thousand men hidden in the woods north of the river. We can provide a crushing victory and gain a footland on the riverbank, sir. All we need is the approval of the Council,” an officer said, bowing.

“Do it,” the Elders replied. “Send the dogs scampering up to Obergard.”

With the approval of the Elders, Cathennan troops received word to attack. All across the north of the river, troops charged through farms, slaughtering families and engaging in horrendous, carnage-bringing melees when organized militias and regulars arrived. Towns were burned down, fields were salted, and crops were dragged back in sacks the size of horses. The ensuing conflict, now referred to as the War of 1682, ended with a status quo ante bellum.

Losses in lives were heavier for Cathenna in the end, but reprisal operations were turned back through fanatical defense of Cathennan territory. For so much lost, so little was gained. In fact, nothing was. Cathannen village or Alsesian town, ruins were ruins. Cathennan woods or Alses farmland, barren, scorched wastes did not discriminate by who owned it. Still, this was not the end...

1776, Southern Bank of the Ohio River

The forest burned, not just from the oiled torches of Alsesian shock troops, but also from hatred. For the first time in many years, the Alsesians had come south, and this time, they had no plans of peace. The Silver Forest, as Cathennans called it, housed many villages and provided for the few tribes that had refused to settle into farming. Their centuries-old goal of holding out and keeping to their way of life burned down alongside the only lands they had ever travelled.

It had been centuries of brutal skirmishes and proxy wars that had led to this fateful day. The Legion, sent straight down from Obergard, showed no hesitation, no mercy, and especially no care as they destroyed the work of hundreds of generations. Cathenna’s fine bronze statues melted as they were pulled down and burned into unrecognizable molten goop.

Perhaps there had once been a time when Alsesians and Cathennans could have stood side by side on the banks of the river and lived with harmony and cooperation. That time ended at the first battle, and its moribund carcass had been dragged around for centuries by diplomats either sociopathic or stupefying naive, promising peace one minute and sending warriors from the shadows gunning down the party the next. One day, there would be peace upon the river, but that day was not today.

From the cities, Cathennans shouted curses as their homes burned down. What defense could be mustered was blasted into gore by artillery fire. The lessons of the Nogod Civil War were fresh in the minds of troops, and their tactics were soundly developed. As they approached the square of Cathenna’s third largest city, the Cathennan Army, arriving with full strength, rolled over the hills. It was now a true battle among equals.

“Make ready, present arms,” officers from both sides shouted. Cathennan troops were equipped with European bought rifles and locally produced variants. In some ways, they were superior to their Alsesian counterparts, but what the northern soldiers had was experience. Years of warfare had taught lessons to the country, and with these equalizers, the two polarities of north and south, foreign and native, apathetic and fanatical, exchanged volleys and locked swords.

In that square, loosing round after round at Alsesian troops, was a man named Henry. He hated the Alsesians, and had every reason to. He hated every stupid stone monstrosity they laid over ground that should have been pastures for Cathennans, hated how they stole every piece of land, thing, and even idea that was better than the ones they had, and most importantly, hated that they wouldn’t do the right thing and bow down instead of forcing Cathenna to spend the lives of her sons to contain them. Who each Alsesian was was nothing more than an afterthought. Here were the men who burned down towns, slaughtering their people and turning forests he had lived his entire life in into cinders.

Since the battle nearly a century ago, Alsesia had learned how to truly fight in the woods. Now, when they were few in number, they fought like a hunter stalking deer. They would hide, prepare themselves, be patient, and kill their prey. This, at the very core of his being, was unforgiveable to him. His brother, a gentle giant whose mere presence made lesser men bow in shame at their inadequacy, turned into prey for an army that he could not even tell was human. His sister, a girl whose eyes sparkled like the stars, turned into prey for an army he could not even tell was able to appreciate beauty when they saw it.

The exchange was simple: Two shots fired, two lives taken, living proof of the saying that every time a trigger is pulled, someone who was loved was lost forever. His brother had been a lighthouse in the cold winter, carrying firewood and fresh game home. His sister had been laughter, the little joy that sparked hope in the darkest times. Now they were buried in shallow graves, and only he was left to know their names.

Killing an Alsesian soldier was the objective, the ultimate, silent way to yell to the stars that his family was not cattle. There would be no speech, no final word to spit at a dying man to send him to the grave in shock, nor even a cry of anguish mixed with visceral satisfaction. There would be a crack of the musket, and an Alsesian soldier would fall dead. Henry did not get that chance, because a musket ball struck him just above the right eyebrow.

The universe mocked the Cathennan soldier. Henry was not the first or only soldier at the battle who had a score to settle. Every soldier that did died when the second legion of Alsesian regulars arrived from the rear. With a brutal campaign over, and with Cathenna summoning her whole strength, the Alsesians left while the going was good. Business was unfinished.

The two farmers sat on opposite sides of a fence, dividing the properties. Their Fathers, and their fathers before them had lived there, watching as the countless battles that changed nothing had been waged.

“Eh, I’ll say next spring, as soon as the snow melts. The cats will try another river crossing.”

“I’m glad lovely Figueria is at peace.”

“I’ll drink to that.”

Figueria would start it’s imperial policies in the year 1873, starting with the colonizing of Iran.

After much deliberation during the summit in Zlomsgard about the Treaty proposed by the Norwegian Ministry of Foreign Affairs, the states involved have finally reached consensus on the terms and conditions thereto. This is why we are proud to announce that the Treaty of Zlomsgard has been signed by all plenipotentiaries that attended the summit and is now subject to ratification on a national level in the individual member states.

While we are currently unaware of any other member state having ratified the Treaty, we can announce that the Treaty was ratified by the Norwegian government today. In the national parliament, 159 of the 175 elected Nordting representatives (>90%) voted for the ratification of the Treaty of Zlomsgard. After it was submitted to the Supreme Court of Justice for the Supreme Court judges to review said Treaty, the judges and Bjarne Falkanger, the President of the Supreme Court, have approved of the Treaty.

We are now awaiting the other signatories' notifications about the status of the ratification within their respective states.

After much deliberation during the summit in Zlomsgard about the Treaty proposed by the Norwegian Ministry of Foreign Affairs, the states involved have finally reached consensus on the terms and conditions thereto. This is why we are proud to announce that the Treaty of Zlomsgard has been signed by all plenipotentiaries that attended the summit and is now subject to ratification on a national level in the individual member states.

While we are currently unaware of any other member state having ratified the Treaty, we can announce that the Treaty was ratified by the Norwegian government today. In the national parliament, 159 of the 175 elected Nordting representatives (>90%) voted for the ratification of the Treaty of Zlomsgard. After it was submitted to the Supreme Court of Justice for the Supreme Court judges to review said Treaty, the judges and Bjarne Falkanger, the President of the Supreme Court, have approved of the Treaty.

We are now awaiting the other signatories' notifications about the status of the ratification within their respective states.
