Today, King Charles I unsuspended the 'Ghost Parliament' - A Parliament that has sat in the House of Commons of Mithlin for a grand total of 10 days. However, the king has commanded Parliament to pass a motion dissolving the Commons tomorrow, which is likely to pass through, as many opposition MP's are away on holiday, or other business ventures, and the governing Catholic Center Party MP's have all been pre-warned about this course of action.

The House of Commons, completing the 28th Parliament of Mathorn, under the authority of this government, elected by the people of The United Provinces of Mathorn, will begin sitting tomorrow at 9am, where the House of Commons will hold a vote, as is tradition, on whether or not it has the confidence in the newly formed government, headed by Prime Minister, Noah Rackham.

Aktan Orozaliev - Liberal party - 32% of votes - winner

Temirlan Zhunusov - Liberal party - 12% of votes - winner

Djoomart Gasanov - Republican party - 9% of votes

Osmon Umarov - Progressive party - 3% of votes

Bolot Orozbaev - National party - less than 1% of votes

The winners will be reinstated on November first. Elections in other place will follow shortly.

The new Prime Minister, Noah Rackham, and his Conservative Government, narrowly won the motion of no confidence, that is traditionally tabled at the formation of any new government, by 329 - 318 Votes this morning. Only three MP's were unable to vote due to personal reasons.

Thereafter, the Chancellor of the Exchequer, Carl Snow, outlined the governments budgetary plans for the coming year. He began by explaining the mess that the new government found itself in;

"Mr. Speaker, upon entry to the Treasury Department yesterday, I was presented with a simple spreadsheet. It contained only three numbers, the Government's Revenue, the Government's Expenditure, and the Government's deficit for the past year. Total Government Revenue was as followed; M£655 Billion. The Government's total Expenditure was M£842 Billion, and our budget deficit was M£187 billion, or 10% of Our Gross Domestic Product.

This government now proposes the following budget for the year of 1900, the turn of the century. We believe this century can be a fresh start for Mathorn. We therefore, pledge today, that by the next election in 1905, that we will be running a budgetary surplus. To do this, hard cuts will have to be made. Although government revenue for next year will be M£700 billion - an increase of £45 Billion over last year, we will be slashing government expenditure by 10% across the board, exempting the military and police forces. This leads to a real term reduction in government expenditure by £70 Billion to £M772 Billion, leading to a budget deficit of M£72 Billion, or just over a third of what it was last year.

Mr. Speaker, these radical actions will not only transform our economy into a high wage, low tax economy, but will also lead to economic growth of 1% Next year, but more importantly will stimulate confidence for businesses, so the year after the economy is projected to grow by 3.8% and then 4.4% the year after."

The New budget was lamented by opposition MP's, calling the government heartless and creating poverty, however the Budget was passed by 326 votes to 317 votes.

During the two votes today, there were no rebels from the government's benches.

Herby, this Parliament, the 27th of Mithlin, assembled on behalf of his excellency, King Charles I, lord of Marock and high king of the land of Mithlin, has voted by 288 votes - 76 votes to dissolve itself and hand all power to his excellence, the King Charles I, including the power of taxation. Thereafter, it is the king's prerogative when to re-assemble another parliament.

- - - Government to table a bill which would legislate for a referendum on the World Assembly - - -

The Conservative Majority government continues the quick progress of introducing legislation, and fulfilling manifesto promises, by tabling a bill that would legislate for a nationwide referendum on Mathorn's World Assembly. On Monday, MP's will have the chance to debate and vote on this bill.

In addition, on Tuesday, MPs will debate and vote on a constitutional amendment, that would introduce a democratically elected second chamber to Parliament - A Senate. These constitutional proposals has, as yet, not been released by the government, but it is understood from sources, that to come into law, 2/3rds of MP's (433 MP's) would have to vote for the proposals. The policy to introduce a democratically elected second chamber has been a long standing policy of the Liberal Party, and was in their manifesto, so it is likely that they will vote for the constitutional change.

- - - Conservatives Divided on WA Referendum bill - - -

Lewis Adams, the Mathornian Ambassador to the World Assembly, has just stated that he will lead up to a dozen Conservative rebels, who support the World Assembly, in voting against the WA referendum bill - possibly leading to a first commons defeat for Rackham and the new government. Despite such a promise being in their manifesto, they state that the World Assembly is a crucial institution and Mathorn's membership of it must never be in doubt.
