Elections for president happen on the last Saturday in August. Agausia's electoral law provides for a two-round electoral system to elect the president; a candidate must win an absolute majority of all votes cast. If no candidate obtains an absolute majority in the first round of voting then the two highest polling candidates contest a run-off second ballot.

The second round of voting happens on the last Saturday in September.

According to the Constitution, to be elected president a candidate must be a Agausian citizen who has attained the age of 35, has the right to vote, and has resided in the country for the past 10 years and has full command of the Agausian state language.

The first round of elections were held on 27 August 2022. The runoff took place on 24 September 2022.

The president of Agausia (Agausian: Agūzės Ṕrezident́i) is the Agausian head of state. The president represents the nation in international relations, administers the foreign political activity of the state, conducts negotiations and concludes international treaties. The president is directly elected by the citizens of Agausia for a five-year term of office (whether the presidential election is early or scheduled), limited to two terms consecutively. As of 2017 no president has served two consecutive terms in office.

Since the office's establishment on 5 December 1991, there have been seven presidents of Agausia. Boris Kundakchi (independent) was the inaugural president, serving 1992 - 1997.

The current office holder is Simon Ayovikara (Simon Aioviḱara) who took office in 2017. He won reelection in 2022 and will be term limited in 2027. Ayovikara is a member of the Social Democratic Party; the current Linkruling party of Agausia.

According to the Constitution, to be elected president a candidate must be a Agausian citizen who has attained the age of 35, has the right to vote, and has resided in the country for the past 10 years and has full command of the Agausian state language.

Fifteen candidates ultimately declared that they would run for president. Of the fifteen nine were able to gather enough signatures and qualify for candidacy.

2021 Social Democratic Primary

In April 2021 the Social Democratic party had their primary.

Andresii Shemkemneli (Andresė Šemḱemneli), a fromer member of parliament and former mayor of the capital Tamara, challenged incumbent Simon Ayovikara in the 2021 primary.

Ayovikara won the vote narrowly with 51% of the votes.


National Congress(2021)

In early June the National Coalition (Erovné Ḱoalitsėā) held their congress to select a candidate for the 2022 presidential election. Among those invited were the 56 MPs of the various parties within the opposition coalition, which represents 38,6% of the make-up of parliament.

Nikolia Kasriani was nominated as the presidential candidate.

Far-left delegation

In an attempt to reconcile old wounds the New Socialists and the Communist Party of the Republic of Agausia agreed to meet in Tamara in order to present a united Linkfar-left front. On 1 May 2021 at 15:00 the two parties came together. On 1 May 2021 at 17:18, just 2 hours later, the two parties called off the primary after a brawl between several politicians was reported.

Maikl Tavariani (Maiḱl Tavarāni) was nominated by the Communists and Varduhi Kovalchuk (Varduhi Ḱovalčuḱi) for the Socialists.

The first round of the 2022 Presidential election took place on Saturday 27 August 2022. No candidate was able to receive 50% of the vote, and now the top two candidates, Aioviḱara and Kasrāni will advance to a September run off. Voter turn-out was reported at 67%. Down from 83% in the first round of the 2017 presidential election.

The second round of the 2022 Presidential election took place on Saturday 24 September 2022. Incumbent president Simon Ayovikara was successful in his reelection campaign. Making him the only president in modern Agausian history to have won a second term. Voter turn-out was reported at 72%. Down from 83% in the first round of the 2017 presidential election. No second was required in 2017, Ayovikara won the first round with 52% of the vote. Defeating than incumbent Agausian Liberal Eduard Avagyan

When the results were clear that Ayovikara would win his reelection campaign Nikolia Kasriani sent a private letter to Ayovikara conceding the race.

Ayovikara s reelection was praised international. Agausia's neighbors were the first to congratulate the incumbent.

Georgian President Salome Zourabichvili was the first world leader to congratulate Ayovikara on his win. Ukranian President Volodymyr Zelenskyy, Turkish President Recep Tayyip Erdoğan, Moldovan President Maia Sandu, Romanian President Klaus Iohannis and Bulgarian President Rumen Radev also had warm wishes for the Agausian president.

Russian President Vladimir Putin sent a telegram congratulating Ayovikara and stated that his nation was looking forward to "constructive development of relations".

Leaders from Hungary, Germany, France, the UK, Greece, the United States, North Macedonia and most post-Soviet States also sent praise to President Ayovikara.

Prime Minister before election


Prime Minister after election

Elections in Agausia were held on 26 November 2022. All 145 members of parliament were up for election. On election day exit polls seemed to indicate that the Social Democratic party would emerge as the largest party in parliament. However, no party was able to receive the 73 seats needed for a majority in parliament.

Parties will have until January to form a government and to form coalitions. If no government can be formed in time than the parliament will be dissolved by the President of Agausia and new elections will ensue.

The elections occurred during a time of national and international dismay. Furthermore, a controversial 2019 electoral reform law was deemed constitutional by the Constitutional Court. The law will increase the electoral threshold of parliament from 1% for individuals and 5.5% for electoral alliances, to a 3% Linkelectoral threshold that will be applied across the board.

Election integrity in Agausia is overseen congruently by the Ministry of Internal Affairs, Regional Development, Tourism and Local Economies together with the Constitutional Court.

In the previous election the Social Democrats were able to hold on to their Linkminority government with help from the Farmer's and Green's Union (PMK) and the New Socialists (AS).

Both parties agreed to support the government in Linkmotions of confidence and and Linkappropriation or budget (supply) votes, by either voting in favor or abstaining.

The parliament reelected Apolona Nebiskopa (SD) as Prime Minister. Nebiskopa was appointed as PM by former opposition president Eduard Avagyan (AL) in 2015. She has served as Prime Minister since 2015.


Electoral system [back to contents]


The Parliament of Agausia is elected on the basis of universal, free, equal and direct suffrage, by secret ballot. Scheduled parliamentary elections are held on the last Saturday of November of the calendar year in which the term of Parliament expires. In case of the dissolution of the Parliament, elections are called no earlier than the 45th day and no later than the 60th day after the legislature is dissolved.

The Constitution of Agausia mandates that the Parliament consists of no less than 145 members. MPs are elected by secret ballot for four-year terms. The electoral system is proportional parallel voting with a 3% electoral threshold.

There a total of 18 political parties active within Agausia, of which 15 are running for seats in parliament. Ten parties are already represented in parliament with 4 vying for seats.

On 8 November 2022, eighteen days before election day, Irine Anidazhe announced that is she won her election for a seat in parliament that she would be joining a new party that she had created. Anidazhe and three candidates for parliament, all former members of the United Alliance, vowed to join the Democratic League of Agausia (ADL) if they won their elections in November.


2019 electoral reform controversy [back to contents]


In early 2019 several Social Democratic MPs began a draft on a constitutional amendment that would increase the electoral threshold of parliament from 1% for individuals and 5.5% for electoral alliances, to a 3% Linkelectoral threshold that will be applied across the board.

Before being brought to the floor for debate the bill spent a few months in various parliamentary committees. In committee some of the strongest opposition came from within the Social Democrat's New Green-Left Alliance (AM-MA). Mishko Ermolai, the alliance's chair, led the internal decent for the policy. His main worry was the new threshold would bar smaller parties entering the national legislature. Ermolai went on record to say that "supporters of minor parties are effectively being disenfranchised and denied their right of representation by someone of their choosing."

In a rebuttal supporters of the amendment said that simply having a few seats in a legislature can significantly boost the profile of a fringe party, and that providing representation and possibly veto power for a party that receives only 1% of the vote not be appropriate. The Prime Minister, who supported the amendment herself, pointed to the fact that the LinkParliamentary Assembly of the Council of Europe recommends for parliamentary elections a threshold not higher than 3%.

The bill spent nearly 3 months in contentious debate before being called to an official vote. A vote on constitutional reforms requires a full session of parliament with all members. An absolute majority (at least 74) votes are required to pass an amendment or make changes to the constitution. MPs are required to cast a vote, meaning that no abstentions are allowed. When the MPs finally voted on the bill, in 2020, the final vote was called 76 for the Yeas and 69 for the Nays. A constitutional referendum confirmed the win.

The entire opposition stood together to vote against the measure. But for the Social Democrats six voted against their party. There was also some opposition from the parties that support the government. One member of the PMK and both New Socialists voted against the amendment.

In a final effort by the opposition, just hours after the amendment was passed, the constitutional court was asked to review the constitutionality of the new electoral threshold. In late 2021 the Constitutional Court deemed the amendment constitutional, and furthermore Chief Justice Tarik Nikolaev stated that the court will allow the amendment to go into effect as immediately as the next national elections.

To put it into perspective, if this amendment had been applied to the previous national election only half of the ten parties would have made it past the threshold. This would leave the Social Democrats, The Agausian Liberal Party, The United Alliance, The Farmers and Green Union, and the Progressive Democrats.

Critics accused the government of trying to cement power and quell opposition. However, the amendment seems to have embolden some smaller parties the New Socialist and the Conservative Party of Agausia grew their parliamentary representation.

Elections for all 20 Regional Governors, 51 city Mayors and 397 Regional Councilors was held on 27 August 2022. Both positions serve a two year term, with no direct term limits, and both offices are elected via a Linkfirst-past-the-post voting system. The Capital City of Tamara, by declaration of the constitution, has no governor. Instead, the capital's government structure is split between the national parliament and the mayor's office.
