Moscow — The Soviet Ministry of Foreign Affairs sent an official request to the Government of Romanovskaya with the goal of setting up a bilateral meeting. Such meeting should have the goal is normalizing relations and reducing tensions between both countries. The Soviet Government has acknowledged the Romanov Government's efforts in normalizing relations in the past, calling them "important steps towards a peaceful coexistence with our neighbors." Let me express my pleasure in receiving your letter. Indeed as you say, our nations have had a "difficult" and sometimes "hostile" past. It is my belief that the majority of Romanovans are tired of these hostilities, certainly the Government of Romanovskaya echoes that sentiment. One-hundred years ago Mother Russia was split by ideology, tearing not just an empire apart, but communities and even families. To this day many Romanovans have not been able to contact relatives who found themselves on the opposite side, and as I am aware that is the case for many Soviet people wishing to contact relatives in Romanovskaya.

On that note, with the consent of the Government of Romanovskaya, we accept the invitation to a Soviet-Romanovan Summit. I personally shall represent the Romanovan State along with some colleagues from the Ministry of Foreign Affairs. May I suggest that this summit take place in the border town of Roshchino. I believe this is the ideal venue to hold a summit without the need to involve a third-party. Please inform me as to whether this proposal satisfies you.

The Governments of the Union of Soviet Socialist Republics (Novaya Rossiyskaya Imperiya) and the Socialist Republic of Furstia have concluded a commercial agreement which establishes a daily provision of 2,000,000 barrels of Furstian crude to the Soviet Union for a period of one year (52 days), with a clause to possibly rearrange and renew it at end of the period.

In exchange, the Soviet Union will be shipping various types of portable defense systems which will be incorporated into use by the Furstian People's Armed Forces. The acquisitions will be the following:

- 9K333 Verba, MANPADS
- RPG-28 Klyukva, Anti-tank rocket launchers
- MRO-A, Rocket-propelled grenade launchers

The Socialist Republic of Furstia greatly appreciates the renewed, but valuable, gesture of Soviet cooperation and friendship.

Fears of a military draft being put into effect put to rest!

With the recent announcement that Eulumia has announced a new draft law many questions were asked of the DOD with rumours circulating that Vicintia would enact a similar law in a domino effect. However at a press conference a government spokesperson announced that Vicintia would not be enacting a draft anytime soon and that the Vicintian armed forces would remain a volunteer force.

Title: Police Training Reforms

Moscow — The Ministry of the Interior has announced that the National Police force will reform its training programs in order to increase the effectiveness of law enforcement officers across the country. The institution will increase basic recruitment training from 4 weeks to 6 weeks. Thereafter, police academy preparation shall increase from 6 months to one year. Moreover, the institution will increase anti-terrorist training from 4 weeks to 8 weeks for officers joining the Anti-Terrorist brigade. Most importantly, new police officers will be required to have completed a 2-year degree on criminal justice or legal studies at any higher education institution within the Soviet Union before entering basic training. A new database will be created and managed by the Soviet Interior Ministry compiling all complaints and suspensions of police officers due to any abuse of power or misconduct. This database will help the Ministry weed out the "bad apples" from the system and track the regions where these complaints constantly occur in order to investigate if there's a larger structural issue there.

The main goal of this reform is to improve the quality of policing across the country and actively reduce the instances of abuse of power and/or brutality. Now, more than 3 years are needed for any individual to join the ranks of the police force in the Soviet Union. Although the effects of such reforms won't be felt right away, over time it is expected that communities across the country notice important, positive changes to their local police force.

Such reforms shall enter into effect a 6 months from today (24 RL days) in order to give training facilities and police academies across the country the opportunity to prepare for the new changes. Any recruits and officers joining said programs between now and the day before the new regime shall still follow the current system.

- Restaurants, Fast-food restaurants and others will now be required to only hand out plastic straws if a customer asks for one
- Retail stores, grocery stores and similar stores will be required to use paper & reusable bags and only use a plastic bag if a customer asks for one
- The number of public-use trash cans will be cut by 15%
- The fine for littering shall be increased to $100
- A new national campaign on the use of reusable bags, less dependence upon trash cans in the general public, other specific environmental topics & general sustainability for the nation will be promoted via tv, internet, radio & in schools

Despite recent bannings of glitter by a handful of nations, officials have said that a ban on the aforementioned object doesn't seem likely. While they understand the ecological consequences of the use of glitter, it is minuscule compared to other things such as the burning of fossil fuels. If evidence arises that glitter is a bigger threat to the environment, then the case will be reviewed.

With global temperatures slowly rising, Empress Akiiyo has decided to sign a bill into effect that will combat this rise. The bill mainly calls for a move to a civilian vehicle market that completely electric in twenty years. Until then, however, public transportation will be taken over by the government. This move will lower the cost of riding public transportation tremendously and will make sure said public transportation will be routinely maintained. They will also oversee the move to biofuel buses in the next decade.

Old cells of rebellion on the island of Kyushu had reappeared yesterday, but due to the quick action by Empress Akiiyo of sending the Japanese Imperial Army to deal with the group, any and all rebellious cells were eliminated. A majority of the cells were arrested and are awaiting trial, three individuals whose names are classified were killed. No deaths were reported on the side of the Japanese Imperial Army, but two injuries were sustained. Both are non-life-threatening and both soldiers are currently recovering.

In a move to distance the nation from Da Qing Empire, Empress Akiiyo had backed out of the fishing agreement that was previously put into place under the reign of Emperor Shimamoto. "The agreement was benefitting North China more than it was benefitting Japan if you look it at closely. Before it could get any worse, the decision was made." stated an official. While the move is believed to benefit Japan, officials are uncertain about how North China will respond.

Income Protection and Equality Act passed by Central Congress

The Income Protection and Equality Act, has passed in both the upper house, Central Senate and lower house, Province Representatives with a total vote of 277-50 for the Bill.
The act aims to protect labour uninons, officialy outlaw child labor. For which the enforcement of this law, child employment under the age twelve will now be defined as unlawful and could lead to buisness crippling fines, and imprisonment. A clause states that in cases, such as family employment (child is legally under the gaurdianship, at least fifty six hours a week) and is found to attend educatuion above a reputable number of hours each working week. The Act also covers innequality in workplaces, where gender based income disparities is no longer allowed, for the law to be inforced new income record guidelines will also be enforced.

“IN ORDER, to maintain buerocratic, democratic proscess, a committee and jury shall be established, under the high courts, it will look into individual cases. The committee which will go by the title, ‘Comité de Protección Infantile (Child Protection Committee) will also seek to support, as such children and their families through such cases, additional funding will be supplied to non-federal youth organisations when suitable. Other workplace clauses state as follows, “No exeptions will be given on the basis of ethnic, cultural, sexual or conditional discrimination, that demand descrepancies of the living wage, furthermore, on the basis that employment roles are the same. If such does arise, consequences by the court and law shall occur in due course.”

DANUBIAN NATIONAL LANGUAGE REFERENDUM

Following a recent postwar census completed by the socialist unity party following the Danubian Civil War, it has come to the attention of many analysts that the Hungarian Language has now surpassed the current lingua franca, Austro-Bavarian German, as the most spoken language across the confederation with Hungarian Speakers (both native and secondary) now outnumbering those who speak German (both native and secondary). Following this revelation, a coalition consisting of delegates from Hungary, Banat and Croatia proposed a motion that would replace German with Hungarian as the acting lingua franca

In response, both the Austrian and Bohemian delegates protested this action as these nations maintain a high number of native German speakers. Meanwhile, President Emilie Stauffer and the Dalmatian delegate proposed a compromise in which the confederation would scrap the idea of a national lingua franca altogether and instead all delegates would be free to speak in their own language or any of their choosing, with the government employing translators to help interpret what is being said in such debates in real time, citing that modern technology is more than capable of handling such a task.

On the fourth day of debate, President Stauffer alongside the delegates involved in this conference signed their approval of a proposal which hold a nationwide referendum that would bring the issue to the people, allowing the population to decide which action the central committee should take.

Mass Mobilization Signed into Law

The Imperial Cabinet has signed a Levée en masse law into effect, in a bid to advance the Qing's militarization policy; previously, the Qing had started to introduce nationalistic elements into youth education to better prepare the nation for a People's War, and to inspire "national confidence and patriotism". The term levée en masse denotes a short-term requisition of all able-bodied adults to defend the nation in a time of war. This also comes as the nation's economy starts to pick up following the recent rebellion to the south - with millions suffering from unemployment, the creation of such a law would be able to guarantee employment security for millions of potential soldiers in the event of a national catastrophe.

Under this law,

  • In the event of war, until the enemies have been driven from the territory of the republic, the Qing people are in permanent requisition for army service. Adults from age 24 to 40 shall be turned over for military service. People from age 15 to 17, or age 41 to 60, shall be turned over for public service.

  • National buildings shall be converted into barracks; public places into armament workshops.

  • In the event of mass mobilization, all citizens shall have the responsibility to house the armed.

  • In the event of mass mobilization, the Board of War shall requisition all firearms and body armour currently unused and available for the mobilized troops.

  • The Board of War shall resume serial production of the Type 56 assault rifle, with any produced rifles to be placed in storage until mass mobilization is called for. Annual production shall be limited to 500,000 rifles, to prevent an excessive toll on the treasury - for that amount, a sum of $200 million QSP shall be set aside.

  • Government-owned automobiles/fleet vehicles or other forms of transport shall be employed to transport soldiers and provisions on an ad hoc basis.

  • The Board of War is charged for taking all measures necessary for establishing the manufacture of arms of all kinds, in harmony with the Qing people. Accordingly, it is authorized to constitute all establishments, manufactories, workshops, and factories deemed necessary for the execution of such works, as well as the requisition for such purpose, throughout the entire extent of the Empire, skilled labourers who may contribute to their success. For such purpose, a reserve fund of $20 billion QSP shall be placed at the disposal of the Board of War.

  • No one may obtain a substitute for service to which s/he is summoned; if mass mobilization is called for, all public functionaries shall remain at their posts until relieved.

  • The mobilization shall be general. All citizens, from the age of 24 to 40 shall be drafted first; they shall meet, without delay, at the designated point of mobilization, where they shall practice manual exercise daily, while awaiting the hour of departure.

  • In the event of mass mobilization, all citizens, from the age of 18 to 23, shall report to their nearest military garrison for induction and basic training.

  • The points of mobilization shall be determined by circumstances, and designated by the military.

  • Organized battalions shall be united under a banner bearing the inscription: Dare To Die.

  • Organized battalions shall be organized in groups of 800, and their pay shall be the same as that of Militia formations.

  • In times of mass mobilization, the citizenry shall deposit unneeded materials such as unused clothes, books, electronics, or food, to nearby governmental offices of their respective districts.

For $7 billion, SpaceX has agreed to providing engineering details and the sharing of technology. This deal has been reached to make reaching space not only more affordable, but more accessible.

Imperial Decree Proclaiming the Implementation of the Qing Blocking Statute

    The Emperor, who governs with the Mandate of Heaven, declares that the Qing Blocking Statute shall be implemented and enforced throughout the Great Celestial Empire.

    The Qing Blocking Statute is an important achievement of imperial action to protect Qing operators, whether individuals or companies, from the extra-territorial application of third country laws. Its purpose is to protect domestic operators from the extra-territorial application of laws, sanctions, or actions of a third party.

    As of the present, the Qing Dynasty does not, and will not, recognise any extraterritorial application of laws adopted by countries, and considers such effects to be contrary to customary international law.

    This statute shall protect Qing operators, regardless of their size and field of activity, by nullifying the effect of any foreign court ruling based on the foreign laws, allowing Qing operators to recover in court any damages caused by the extraterritorial application of the specified foreign laws, and by prohibiting compliance by Qing operators with any requirement or prohibition based on the specified foreign laws.

    Domestic bodies whose economic and financial interests are affected by the extraterritorial application of those laws are obligated to inform the Board of Revenues.

    If Qing subjects consider that non-compliance with a requirement or prohibition based on the specified foreign laws would seriously damage their interests or the interests of the Empire, they can apply to the Board of Revenues for authorisation to comply with those laws. The Board of Revenues may grant such authorisations in specific circumstances. In addition, ruling governments for the Qing various Special Economic Zones, including Tianjin, Weihaiwei, Dalian, Shencheng (Shanghai), Hanyang (Seoul), and Pingyang, are authorized to apply the Blocking Statute however they see fit.

Tremor in Camaroé Region

A mild earthquake, with a measured intensity of 5.1 in the Richter scale of magnitude occurred today in the Camaroé Region. The seismic event had its epicenter at approximately 2 kilometers northwest of the city of Kumba, near the Barombi Mbo Lake, with a duration of nearly 45 seconds.

As post war recovery efforts continue life has now started to return to normal in Danubia, allowing our network to provide an accurate exit poll for this poll. First, we shall give a brief rundown and reminder of how this referendum will operate.

This is but the first stage of the two part referendum put forward by the Central Committee. This poll provides the public with a choice between two options, those being whether our nation should continue to use a national language in government affairs or if we should abolish the use of a national language in government affairs. If the public were to vote to abolish the national language, the second and final stage of the referendum would be cancelled and the nation would remove the use of a national language in the newly established Volkskammer, the successor body to the old Bundesrat. This would instead allow each delegate to speak in any language of their choice, whether it be their own or a more commonly understood language. The government would hire translators and use cutting edge technology to listen to and translate the debate in real time so that all delegates could understand without enforcing one language.

However, if the public were to vote to continue the use of a national language. the second stage of the referendum would follow. This would instead pose a question as to which national language the nation would adopt; this being whether we should continue to use the former Austro-Bavarian German as our lingua franca or if we should replace it with the increasingly popular Hungarian language, which is more common in the areas surrounding the new center of government in Budapest and by some accounts now surpasses German as the most commonly spoken language in the confederation. The central committee would then observe the result of this referendum and adopt the national language which the referendum has decided.

However, a large point of contention in regards to this referendum is the order of these ballots. With the nature of this referendum, many argue that the result may be biased given the order the ballots have been placed in. Those who propose the current system argue that if the second choice was placed first and for example, hungarian were to be chosen as a national language to go up against the compromise position, those who chose german over bavarian may be forced to vote against their interests. they argue that even though this hypothetical German voter believed that there should be a national language, they were forced to vote against a national language because the national language that was chosen does not fit their interests as well. However, critics of this current order argue the opposite, they argue that the current system creates the above fair system by ensuring that those who would prefer a national language in the first poll may be forced to give up their national language if the second referendum votes in favour of the other language and they are not given a chance to use the compromise position instead.

All parties involved have decided on the current order however, believing that it would be the system that provides the most fair result for all involved. And now, with the basics out of the way, we can finally move onto the results as the final statistics from outside the polling stations reach us.

Our exit poll reports that the Danubian public has voted to abolish the national language. I repeat, the Danubian public has voted IN FAVOUR of the central committees compromise position by a margin of 16 points, with a total vote share of 58 percent out of a 72 percent turnout across the federation. Most votes for the continuation of a national language understandably came from hungary and austria however the combined votes of the other side from the smaller surrounding regions decided the result. Tremor in Camaroé Region

A mild earthquake, with a measured intensity of 5.1 in the Richter scale of magnitude occurred today in the Camaroé Region. The seismic event had its epicenter at approximately 2 kilometers northwest of the city of Kumba, near the Barombi Mbo Lake, with a duration of nearly 45 seconds.

Infrastructure damage in the city was marginal and services like gas, water and electricity were only momentarily interrupted as a precautionary measure, as personnel from the People's Police and Civil Defense surveyed the Kumba Department. Unfortunately, 7 casualties had to lamented as an old house was torn down, killing its 5 occupants, while 2 passerbys died as a tragic consequence of an unintended traffic accident.

Sanders Construction to help finish and restore Sázava Monastery

Robert Sanders, CEO of Sanders Construction Inc. has announced that the firm will help in the full restoration of Sázava Monastery in Donau-Bundesreich and also finish the three level nave that has sat incomplete since the Middle Ages. Sanders, who has a love of gothic architecture and has managed to obtain old drawings of the building and hopes to finish the nave in a timely fashion while remaining true to the designs according to the old blueprint. Also announced would be a full scale rebuild and restoration of Pirkstein Castle in Rataje nad Sázavou and he hopes this allow the castle to be sued as a museum once more. he has offered his service to the Danubian Government to help rebuild and restore buildings of historical significance and is more than happy to use his own funds to buy what is needed.

Tumolia Times Report : Tumolians ready for upcoming elections

After the historic Estate-Counsel desicion that changed the entire electoral map the country is preparing it self for new elections.
Polls in the new districts show a tie between the TPF and Labour so it is unclear if labour will be able to maintain their majority in the two chambers.
