As far as a region being featured twice in 2 weeks, I wish the mods would stop spinning the wheel and feature only regions that matter. I think a prerequisite for being featured is that the region should have a living founder and should not be occupied by invaders. But I'm just PO'd that we've been here for several years and we've been bypassed! What the Heck?!?
Your second prerequisite about raiders cannot be a game mechanic, as there is no formal definition of what encompasses a raided region.
Invaders announce their presence. It would be necessary to screen the intended featured region.

Weird political thing: I recently changed the themes on my two puppets here (The Polar Nation and Punching Bag Nation) to Liberal and Conservative based on what looks better with their flags. The themes are kind of outdated and feel Bushite, but what they classify nations as is still pretty funny. According to the liberals, I am "Brave Progressives", but according to the conservatives, I am "Nation-Hating Hippies." I kind of want an update because the liberals call a Corporate Police State "Halliburton" and I didn't know what that was.
The computer doesn't know that though.
