it just means they can kill large swathes of the population and force the other loyal districts to keep up the pace. They might not nuke you like 13 but they will make sure that this will be the last rebellion that happens.
If we train an army, I could honestly not see them being able to overtake us. Even with the peacekeepers they get from two there is no way they can ever even get close to the population numbers of the districts!

have you not spent your time reading what little history the capital offers. if you read the books of the past you will see numbers don't matter.
