As far as I'm aware that is correct.

Correct, issues are weighted to effect your nations attributes more so than WA compliance.

Look at me. My nation's going to be through the loop and back, but I really want these banners. They're pretty. Some choices are only made to get one of these, but I have a reason why it's a Parent Knows Best state and it's really just the wording. Here's a link I've found:

There is currently a total of 3729 banners available to players which are 'awarded' resulting mainly from how nations answer the 1500+ daily issues that are offered.
This banner, which is not in this category, is my favourite because I am a keen bird watcher!

This dispatch lists these banners in alphabetical order. Population represents how long you've been in the site, nothing else. It grows at a steady rate.

I have noticed that the bigger you get, there is an increase of population rate so for an example: 5 mill pop=1 mil pop growth per day. 500 mill pop=10 mill pop growth per day.

IIRC Pop growth will cap out at about 6-4 mil a day. Works out to ~2.2B per year.
