A vote AGAINST is recommended, as a loophole has been left allowing for parents or guardians to sterilize children with no oversight, an egregious oversight.

Leonism wrote:Imperial Ambassy in Altenburg, Loftegen 2

"Please read me the letter one more time, Jani". Untergeneral Johann Jaspers, Ambassador to Loftegen 2, looked at his secretary, a local woman actually named "Janina", but shortened to "Jani" in line with the Loftegen preference for four letter names. Jani was the daughter of a woman who had emigrated from the Imperium when Jani was just a toddler, and remarried a man from Altenburg. Since Johann had hired her three months ago, she had proved more valuable in getting accustomed with the locals than any adviser or other staff he had been sent from faraway Leestcheck.

He also liked her workmanlike behaviour, she was down to earth and got things done quickly, without making any fuss. In that she reminded him of the woman Johann was writing to. Jani read aloud:

To: Mary Rose, Undersecretary of Lazarene Affairs
From: Untergeneral Johann Jaspers, Ambassador of the Imperium of Leonism

Dear Mary,
I am pleased to inform you that our pilots have taken a great liking to your Air Forces' Viper BT.3 fighter bombers. They have convinced our General Staff to inquire with your government about the purchase of 4 BT.3 and 12 B.7 aircraft, to replace our aging B18 medium bombers.
If the aircraft prove satisfactory upon further evaluation by the Luftwaffe, a larger order of up to 300 B.7s and BT.3s may follow. The Imperium would probably buy an initial batch outright and then build the remaining aircraft under license, if permitted to do so.

This letter constitutes a letter of intent to initiate the purchasing process, please forward it to those responsible for making such decisions about major Arms exports in Loftegen. I will be the main point of contact for all responses and can answer on behalf of the Imperial government in Leestcheck.

Best regards,
Johann

Jani's German was excellent, with only a hint of an Altenburg accent that actually made her speech more interesting. Johann was satisfied. "It's fine. You can send it as it is."

"Jawohl, Herr Untergeneral" she said. Johann hated it when she addressed him this way. But she was obviously trying to maintain a professional relationship. It had already been difficult to convince her that he was not messing with her when he had explained to her during Jani's first few days on the job that people did not usually wear any kind of business attire at work, with few exceptions. Jani had dressed in a very formal style when she began working at the embassy. Only once she saw high ranking Imperials, including Johann himself, appear at the embassy in shorts and sandals during the hot summer days did she finally yield and dress casually herself.

What she had yet to get used to was wearing a rank badge on her clothing, like all of the Imperials did. Johann had said she'd otherwise not look like belonging to the staff. He had given her a Tribun badge, in line with the pay she received, which was somewhere between decent and generous.

Usually she removed the badge first thing after getting off work in the afternoon, but her friends had already made fun of her on two occasions where she had forgotten about it when she met them. They had called her with made-up Imperial ranks such as Ober-General-Präfekt, which had the effect of her growing more protective of the Imperium.

She had already gotten into heated discussions about her allegiance with her mother, who had called the Imperium an oppressive regime. Her mother was not convinced when Jani explained that her mother's experiences were made at a time long before Imperator Konsul Leo I. had greatly liberalized and democratised Leonism. They tried to avoid the topic ever since, which was difficult, given Jani's job.

Luckily, her friends where less critical about it and by and large supported her, despite the occasional jokes.

To: Untergeneral Johann Jaspers, Ambassador of the Imperium of Leonism

From: Mary Rose, Undersecretary for Lazarene Affairs

My Dear Johann:

I have forewarded your request up the chain of command. The Foreign Minister approves, the Defense Minister is on board, the Prime Minister agrees, and the manufacturer is ecstatic. I am, of course, no expert on such matters, but from what I've been told (and overheard), if your government decides to purchase a large number of Vipers, a licence will be granted, as the Thunderchild Aircraft Company is essentially maxed out as far as production capacity goes. Otherwise, the initial batch of aircraft can be made available immediately.

On a more more personal note, please advise Jani that DCI (Directorate of Central Intelligence) agents will be practicing their information gathering skills on her. Anyone she doesn't know (and even one person she does know) could be a DCI agent. I know from experience how hard it is for most people to keep secrets, so please remind her to keep confidential information confidential.

And that she should be more respectful of her mother. ;)

Mary Rose

The union jack is solely a combination of England's red cross on white background and Scotland's white saltire on blue background to represent the personal union of the two kingdoms. Ireland and Wales are not actually intended to be represented on it.

I see. I know (from playing Empire: Total War actually) that an earlier version of the flag did not have red stripes inside in the diagonal white stripes taken from the Scottish flag, so I always assumed that those particular red stripes somehow represented Wales and/or Ireland...

This is the beginning of my modern-day LazMAP nation. It's not actually the very beginning. I need to write that.

Sirakles Tylosis and his wife Yvonia Tylosis stood by the large window that overlooked the Telumasian Gardens. It had been a beautiful day in Mzeusia, and Sirakles was glad that he had got to enjoy some of it with his family in the gardens. His young daughter was already asleep a few rooms away and he looked at his wife as the sun drew ever nearer to the horizon.

Yvonia turned to him. "Is everything okay?"

"Yes." he replied. "I just thinking back on the day. It was nice to go out there with the two of you."

Yvonia smiled and drew away from the glass. "You should sleep. I'm sure you have lots to do tomorrow."

Tylosis sighed, a few troubling thoughts coming to mind. "I probably should. Let me just check up on Lysina."

"Just don't wake her up okay." Yvonia said as he stepped away from the window.

Sirakles nodded, opened the door to the room, stepped out into the carpeted hallway, and made his way into his daughter's room.

She was sleeping in her cot, and was turned away from the door. The Mzeusian Telumas stood in the doorway for a moment, just watching the rise and fall of Lysina's chest. The toys she had been playing with were still out. A group of dolls sat around a campfire clasping mugs. One of them had pitched forward into the toy fire, and another was standing in front of a large black bear. A few feet away were a collection of drawing that Lysina had done. Three stick figures held hands. One of them had a crown and Sirakles smiled as he remembered Lysina telling him that that one was him. Behind the stick figures were scribbled crayon trees meant to represent the garden that they had walked in.

Sirakles looked back at Lysina. She was still sleeping, and not wishing to disturb her, he made his way out, making sure to softly close the door behind him.

A few clarifications on the GA Proposal currently at vote:

Despite the good intentions of this resolution, it falls victim to several discrepancies that undermine its own effectiveness. Firstly, Clause 2.1 allows guardians of minors to legally consent to sterilisation on behalf of a minor, undermining the integrity and the spirit of the bill.

This is completely false. Clause 2a was added to avoid contradiction with GA#29 "Patients Rights Act". Morover, the clause mentions that the guardian or parent must be legally able to consent on behalf of the child, something nations can use to ban sterilisation of children. I would also refer to GA#222 "Prevention of Child Abuse", which does not allow parents to forcefully sterilise their children with malicious intent as it would cause severe harm to the child.
In addition, several clauses are plagued by ambiguity that again undermines effectiveness. Clause 3.2 requires a state to "reasonably punish people who carry out illegal sterilisation" which does not specify what might count as reasonable punishment.

I intentionally did not specify what counts as reasonable to avoid a situation whereas "one-size-fits-none". Its up to nations to decide how they should punish people who carry out forced sterilisation, furthermore, in order to be in compliance with GA#2, a nation must interpret resolutions in good faith; therefore, fining offenders $1 for example, would certainly be done in bad faith and is unreasonable.
Clause 4 "urges member states to provide reparations for victims of forced sterilisation." Again, this is too vague to be of any effective benefit and ultimately, no reparation is adequate to any sort of degree as there are no proven ways to give back to an individual the biological means to reproduce once sterilized. While this proposal is well-intentioned, it should in essence, be considered a draft for a much larger and more comprehensive bill on the topic of limiting forced sterilization.

Clause 4 is an urge clause, meaning its up to nations to decide wether to follow it or not, it is also up to nations to decide how they want to help victims of forced sterilisation. I don't understand how you could get a larger and more comprehensive bill on this without contradicting PRA (GA#29).

It has included St. Patrick's saltire since 1801, following the union of Great Britain and Ireland. Though St. Patrick's saltire has never been officially adopted by any part of Ireland (political reasons), it is intended to represent them.

Wales was conquered by the English piecemeal and eventually totally in the centuries following the battle of Hastings. As such, it never got the benefit of being included in the flag after the pleasantries of any acts of union.

There is currently a perfect 50/50 split in the region's votes for the current WA Resolution, 38 votes for to 38 votes against, with less than a day to go. It's been a while since I have seen such a perfectly divisive vote.

Yeah... I feel like it's a really strong topic for a resolution to be on, just imperfect implementation. x)
