If it was confirmed and cleared by all necessary measures, I would. But it sounds like that hasn't happened with this yet.

(1) Maybe I should change for something most futuristic someday but since it is low priority I will stick it for the RP purposes.
(2) Since it is highly impractical verging in goddmodding having a vast, "disembodied" all powerful AI, I will try to change it to a human-like equivalent consistent with stats and issues. Although it may be difficult creating a character leader to stand or having the lore of the others.
(3) It would be practical to suppose that most of the population is on an "Aigania Prime" and the territory on Planet Lazarus is simply a state of the Federation that is on a diplomatic nexus planet. (For balance and for keeping with the stats).
(4) That would be interesting to RP with so many "capitalistic" economies vs my "socialist" one.

On the leader thing, you could have the AI become a secret cabal and "let" humans run the show
