Amidst a light, muggy rain, the particularly eagle-eyed of the residents of Mzikos raised an eyebrow in confusion. Elliot Jania, the Minister of Foreign Affairs, and a select few Thekephian Guard made their way through the capital. Under normal circumstances, a motorcade would not be too exciting but as well as the Mzeusian flag flying on the hood of the cars, the flag of Demonos flew next to it. An official visit had not been announced, and most could not fathom why the other flag would be there. The more knowledgeable Mzeusians had a theory.

"Looks like a new 'Friend of Mzeusia' will be announced." a builder said to his colleagues who had all stopped their work to watch.

He was right. Elliot Jania sat against the leather upholstery of one of the cars. He took a deep breath, and if he had a mirror in hand, he would have seen the bags under his eyes, seemingly larger than would be normal for a man of his work-ethic. He had been up for most of the night, meeting with a handful of advisers and representatives of the Mzeusian church. The meeting had been to discuss the response to Demonos's increasingly friendly relations. Those at the meeting had put forward their ideas, and after careful discussion, it was decided that the best and most appropriate course of action was to declare Lady Vera a 'Friend of Mzeusia.'

Now, after the combined signatures of the government had been added to a document granting her new position in Mzeusian hearts, Mr Jania was on his way to the temple of Desonikas to get religious approval.

Stepping out of the vehicle, Elliot Jania was greeted by the Grand High Priest. "Welcome, Telumas," the old man said as the two walked up the white steps of the temple with the Minister of Foreign Relations following behind. "We have prepared the temple for the ritual, and there is a room set aside for you to pray while we ask the Gods for their permission."

Jania nodded. "Of course. Thank you for your swift action." With that, another temple attendant led the Telumas to a quiet room with a view into the temple gardens. Jania knelt before the altar and started to pray. Twenty minutes later, a soft knock on the door brought Jania's awareness back to his surroundings. "Come in," he said.

The same temple attendant opened the door. "The ritual is complete. The Grand High Priest is ready to receive you."

Jania, along with the Minister of Foreign Relations, who had been offered to a separate room to pray, met in a hallway of the temple and nodded at one another. Passing under an archway, they stood in a room not dissimilar to a throne room. Although simple in nature, it still held a throne-like chair at one end, flanked by braziers, floored with coloured marble whose energetic flashes of colour burst like a freshly opened flower bud.

"The sacrifices have been made." The High Priest said, rising from the throne. The Gods have made their decision. You came to them to give their divine blessing to your application for Lady Vera of the House of Fallen Angels to be made a Friend of Mzeusia. The Gods have approved, so, Lady Vera, although you may be far from here, with the combined might and will of the democratically elected government of this Most Serene Republic and the Gods themselves, ever wise, judicious and all-knowing, we grant you the title of Friend of Mzeusia.

*The News from Mzeusia reaches Lady Vera. The Demonos Ministry of Foreign Affairs reports from their offices in Mzikos that Telumas Eliot Jania had bestowed the title "Friend of Mzeusia" upon the Princess.

*The sound of footsteps could be heard approaching outside. A steward was coming toward the door of Lady Vera's library office within the Castle of Saint Santanis. She bore a message from the Demonos Ministry of Foreign Affairs in a wax-sealed dossier to be conveyed to her majesty with important information. The door was open and Lady Vera sat in the middle of the library working away on a black Chippendale desk.*

"Your majesty, a letter from the Ministry of FA."

*Lady Vera motioned the steward to approach her desk. She finished the sentence on a page she had been laboring on and received the parcel. The dossier was pale green and had a yellow wax crest upon the opening flap. She took out a dagger from her knee high riding boot and broke the star and crescent seal. In the dossier was a letter from the deputy minister in Mzeusia and another envelope affixed with the official crest of The Serene Republic of Mzeusia.*

"Is there anything else steward?"

"No ma'am." She replied.

"You are dismissed steward."

*As the steward exited the library Lady Vera began to read the letter from her deputy minister in Mzeusia.*

"Your Majesty," it read, "I am pleased to inform you that Telumas Eliot Jania has bestowed upon you the title of 'Friend of Mzeusia'. In a solemn ritual held at the temple of Desonikas the Grand High Priest of Mzeusism sacrificed an offering and their spiritual leaders have interpreted a divine message to mean approval of the relationship between our nations. They have blessed the relationship and have given their approval of your person. It was Sir Jania that appealed to them for the title in the first place. The title is the highest honor the nation bestows on foreign dignitaries. We advise expedient diplomatic action. Faithfully yours, deputy minister..."

*A blush came to her pale cheeks. She opened a second letter that contained the words of the Telumus. She leaned back in her chair and placed her hand upon her breast. The words it contained gave her emotions she rarely felt; appreciation, camaraderie, but most importantly, love. Deep in her heart was a growing love for the Telumus and all his people. He wrote well of Demonos, the Princess, and the People. After she read the letter of the noble leader a small tear came to her eye. It was at this moment the speaker of the Vapula Prolex and Privy Council strolled in*

"My Lady", but before she announced to Lady Vera her original business she saw the little tear fall from her black eyes. She inquired, "Is everything okay?"

"Yes, Contessa", she replied softly bringing the letter close to her chest, "The Principality has consolidated an ally in Lazarus. The genial Mr. Eliot Jania."

"Is it," she brought her voice down as if she intended to gossip, "a love letter?"

"Don't be daft, Leanne!" Lady Vera's blush went from pink to red. "We are The Princess and Mr. Jania is the Telumus. He has bestowed a title upon us and it was very touching. It has nothing to do with human affection."

The Contessa's eyebrows reached the ceiling. "Then why do you look like a Valentine's Day idiot?"

"I... we don't... don't address your sovereign that way", cried Lady Vera.

Behind a smile the Contessa, Dr. Leanne St. John replied, "I apologize, my Lady, for my impertinence."

A small silence followed between the two women while Lady Vera re-read the letter. "I don't think that is why he did it. He sincerely believes in us, it's...", she trailed off.

"Nice?"

"No," continued Lady Vera, "it's unexpected."

"Ma'am, you have worked hard. You deserve a bit of appreciation from time to time. Who better than the wise and noble Mzeusia?"

"We were touched."

"I can see that."

"It is a non-romantic gesture."

"Of course, My Lady."

"This is a step toward the greater harmony of Lazarus!"

"Without a doubt, your majesty."

"How can we return our gratitude, Leanne?"

"My Lady?"

"What can we give to Mzeusia that would be equal to their gift, Contessa?"

*The Contessa, Dr. Leanne St. John, thought for a moment while Lady Vera looked on*

"Your Majesty, we could make an international and interregional dispatch addressing our new relationship."

"That's good, Leanne."

"Or," she paused on a cliff hanger.

"Or what Contessa?"

"Or you could treat Mzeusia as a sincere friend and through undying loyalty prove that you continuously deserve their honor. Ma'am, I'll be frank. Should you return a title now, it wouldn't be seen as 'sincere' but, 'in response to'. Always make good on your word to these people. Always be loyal and protect them like you would us. They have faith in you. Don't ever betray that."

"Yes Contessa, you are right." Lady Vera put Mr. Jania's letter in a drawer of her desk and shredded the letter from the deputy minister. "The Serene Republic of Mzeusia has conscripted our Principality's heart. We will give them our affection and support so long as this friendship lasts."

"Very good, my lady, now," she began with her original reason for seeing Lady Vera, "The recent spike of Ashoy entrepreneurs has been followed by a higher output of..."

Lady Vera began to daydream while taking notes of The Speaker's Privy Council report.

Due to recent events in Lazarus, it has come to my attention that not much is really going on in terms of major events. Especially considering a quite peculiar conflict that occurred between actors in both the Southern and Northern Hemispheres, many nations have secluded to more isolationist activities. Sadly, I have not been able to take part in recent events. However, I would like to come back to the scene and actually contribute to the region in some way. That is why I am proposing The Board of Alliances, Freedoms, and International Accommodations, a fairly decentralized quasi-UN to open the way and encourage more international RP opportunities for the entire region. We will operate largely on the LazMap, although it is not a requirement to have a position on it to have your nation recognized as a member or be engaged with by the Board. I hope this can pave the way for more streamlined RP in which smaller nations will have the ability to challenge larger nations diplomatically.

Violence without regulation or mediation has long plagued our world. The New Light Order was left unchecked save for those who suffered from their attacks, while war percolated in the Cossack Strait, heated by both the aggressors and the supposed peacekeepers. Now, the largest-scale modern conflict in our history has been unleashed upon the planet and where does humanity find it’s peacekeepers? No actor involved in the affair was merely an observer, leaving no substantial neutral force to de-escalate the situation. Where were the negotiators and mediators? The former failed without the latter, and as such any attempt of diplomacy aimed at reducing the body count was all but moot. Without a consistent force bringing the many nations of the world together to function as a unified platform for greater cooperation as well as to communicate and act on issues that afflict humanity as a whole, there seems to be such an emptiness to the words “peacekeeper”, or “diplomat”, as neither can effectively perform the duties trusted with them to bring about necessary change.

It is for these very reasons on this grim hour that the Rosary Isles makes its case, assisted by several like-minded governments, for the initiation of the Board of Alliances, Freedoms, and International Accommodations.

Let this organization be a testament to our will as a people to work together to achieve greater heights. The Board shall be a platform for the world’s issues, where solutions shall be dealt with by an nine-seated Council. However, do not let this dissuade members of the Board who do not hold a seat, as they may still work with Council members in order to see their ideas come to fruition. The Board of Alliances, Freedoms, and International Accommodations

  • Section 1: The Board Administrative Council.

    Establishes the Board Administrative Council,comprised of nine seats; these nine seats are held by nations the Board believes are best suited to guide the direction that the Board takes. Current members of the Council may be viewed at the addendum of this document which must be updated by member nations when a change occurs.

    Acts passed by the Board Administrative Council do not require the consent of all Council members, merely requiring a simple majority to pass. Unlawful nullification of any acts passed by the Council will be dealt with jointly by the Security Enforcers of the Board as described in Section 2 and the Global Economic Bureau as described in Section 4 which gives the Council the power to sanction delinquent members of the Board.

  • Section 2: Pledge of Military support.

    Establishes the Security Enforcers of the Board.

    Allows for joint operations of militaries to work in unison to protect key assets of each other's nation. The SEB will prioritize neutrality and defensive action rather than aggression.

    Commerce to countries outside of the Board are not required to be protected by another member nation’s armed forces, however commerce between member states is required to be protected.

    Provide military equipment and technology to the SEB in order to keep combined force up to date with the latest tools and advancements to help combat against aggressors in the most efficient and advantageous way possible. In military action, efficiency in subduing targets is of the utmost importance.

    Provide joint military training to ensure that each fighting force is well trained and experienced in the previously mentioned technology and modern tactics.

    Provide joint military bases in each other's nations to ensure that aggression between member states does not occur.

    Although the militaries of each nation will work closely together on many missions, the independence of each nation's military is still recognized, however militaries are expected to put forth the greatest effort in maintaining a well rounded, well funded, well equipped, and well manned joint military.

  • Section 3: Pledge of R&D support.

    Allows for free travel of scientists between member nations to perform scientific experiments.

    Scientists working independently will hold rights to patents and all profit made. Governments will not be allowed to interfere with development of independent projects unless:

    A. It violates national security, or
    B. It violates the security of the Board.

    Investigations into suspicious persons and/or corporations are covered in Section 5. Independent researchers are expected to raise their own funds however they see fit, yet member states may be allowed to fund projects they deem necessary or important and withdraw funds from projects they no longer agree with. All scientific fields are protected.

    Establishes the Committee of Scientific Advancement and Development (CSAD).

    A group of representative scientists working for a member state’s government are required to be a part of the CSAD. The CSAD is a joint scientific research and development agency meant for the creation of government and military technology. The CSAD will be led by a board of directors consisting of one scientific mind from each member state. The priorities of the CSAD will be development of a Space Program, Information Technology, and Weapons Manufacturing for the use of member states governments and militaries.

  • Section 4. Pledge of Economic support.

    Establishes the Global Economic Bureau (GEB) which consists of agencies created to regulate and improve each nations economies and commerce. The goal of the GEB is to maximize profits for the Board and protect the businesses of member states.

    Establishes the Board Monetary Fund (BMF) to handle membership fees, financial loans and transactions, as well as a variety of other processes deemed necessary by the Board Administrative Council. The BMF also oversees the membership tax and ensures that this tax is collected in order to fund all agencies listed in this document in order to ensure the economic stability of the Board.

    Business practices of each nation will be protected, however corporations must abide only by laws set in place by the nation they are dealing within. This is to protect the economic principles of member states and gives member states the jurisdiction to ban practices they see unfit to their own society without pushing unwanted policies onto fellow states.

    Corporations found violating laws of member nations will be subjected to a fair trial consisting of the offended state and the state to which the corporation belongs to.

    SEB has the jurisdiction and responsibility of inspecting all cargo to ensure that no smuggled goods are transferred between countries before the cargo is shipped. Corporations found trying to smuggle items will receive a fine and the attempted smuggled goods will be confiscated by the GEB. Further action will be taken if smuggled goods pose threat to a nation's security.

  • Section 5: Internal Affairs and Foreign Policy

    Establishes the Special Operations and Investigation Bureau (SOIB), the Surveillance and Intelligence Agency (SIA), the Border and Homeland Security Agency (BHSA), and the Department of Foreign Affairs (DFA). These are meant to protect member states from internal and external threats with the use of counterintelligence, special forces, secret police, and anti-terrorist forces, as well as provide means of negotiations and intelligence on foreign nations.

    Establishes the Department of Human Services (DHS) which provides healthcare for the population of member states and comes to the aid of member nations undergoing disasters.

All nations who are a part of this treaty maintain their right to an independent and sovereign nation.

The Board of Alliances, Freedoms, and International Accommodations

  • Section 1: The Board Administrative Council.

Added - Establishes the International Court of Propriety and Impartialness. This internal court will oversee disputes between member states, corporations, and scientific/economic agencies. The ruling will be judged based on the acts and laws enacted by the Board. The court will be led by fifteen elected judges who will serve terms which can be repeated. Any member nation may put forth candidates to serve in the court, in order for a candidate to be accepted, they must be approved by a majority of the main body of the Board. If a ruling made by the court violates regulations or if a Council member believes there was an issue in the ruling, the case will be presented to the entirety of the Council to determine its validity. If a majority of the Council decides that the ruling is unjust, it will be nullified.
