Alien? Hard to say, but possibly one if the various incarnations of The Doctor, from Doctor Who.

ANDROID SNEYLAND'S ADVENTURES IN THE INFERNAL REALM:

Yes, the eldritch abomination was an inberable test. It dragged him into its terrible house and forced our dear robot to consume flame cookies which produced an irritating buzzing sound when hit against the storage compartment and nearly melted his microproccesors, but Android Sneyland was a moose farming robot, he could survive this!.. Indeed he did. He played dead, and the eldritch abomination sadly crawled off to bed. Sneyland then crawled out the window, and (after spending the day in a colony of magma penguins), found his way back to the portal in Loftegen 2. Now, as to not get caught by Lady Zaharra, he activated stealth mode and roamed the country, subtly stealing fuel from gas pumps.
His original plan was to go back to the moose farm and seek revenge on Adelsin, but then he realised how much pain it would bring to the original Sneyland if he were to do this, so he instead carried out something more sinister.
At night, when Adelsin was sleeping, he plucked a hair from their head, and when they startled awake, he was already long gone on a train to the Silicon States. There, he slipped into his all-too-familiar birthing lab, and...

You need a certain number of citizens (250 million IIRC?) to get an issue which will then let you establish a capital. As mentioned above, the name can be changed in your settings.

I consider myself to have a pretty comprehensive knowledge about all things Star Wars, yet had to admit I did not immediately remember who Guri was. I never read anything from Shadows of the Empire, guess that's why.

My population is above 2 Billion but I haven't received the issue which lets me choose a capital, In my settings it says that wait for new legislation or a certain issue. So far that issue hasn't arrived at my end.

While she would like to claim credit, Lady Zaharra must admit that it was not her. She definitely agrees, though. After all, skulls are biodegradable, and a good source of calcium for rodents in the wild.
