The Constitution

We the People of Morpheus, on this day, June the Sixth, in the Year of our Lord Two-Thousand-and-Nineteen, in order to establish a more perfect Democracy in light of the failures of our former homes, do hereby enact this Constitution for the protection of life, liberty, and equality in the Morphean realm.

The Titan Alliance
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯

1. The Titan Alliance serves as the official record keeping duties, control of the founder nation, writes all policy in regards to the Alliance, and the head of state is Eldrid, founder of Morpheus and The Titan Alliance.

The Ministry
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯

1. The Ministry shall consist of:

   1. The Prime Minister

   2. The Minister for Foreign Affairs

   3. The Minister for Internal Affairs

   4. The Minister for Defense, and

   5. The Minister for Roleplay

2. The Prime Minister

   1. The Prime Minister shall serve a single term (four months), being elected by popular vote of the Citizens. A citizen may only serve three consecutive terms, (one year), as Prime Minister.

   2. Their powers and responsibilities are as follows:

      1. Administrative control of the Region and of the Discord server

      2. Appointment of the Ministers for Foreign and Internal Affairs

      3. Appointment of the Director of Intelligence

      4. Speaker of Parliament

      5. Execution of Executive Mandates, not requiring the approval of Parliament

         • Executive Mandates will be subject to Parliamentary Review after one month

      6. Execution of Vetoes on all Parliamentary bills

         • Vetoed bills may still be passed by a Supermajority (2/3) vote of Parliament

      7. Proposal of Bills and Constitutional Amendments

   3. The Prime Minister must be active on a daily basis unless notice is given to the Parliament

      • If inactivity is anticipated, an acting Speaker of Parliament must be appointed

   4. No nation may serve more than two consecutive terms as Prime Minister.

3. The Minister for Foreign Affairs

   1. The MFA shall serve a single term (four months), being appointed by the Prime Minister and approved by the Parliament

   2. Their powers and responsibilities are as follows:

      1. Assignment and organisation of extraregional Ambassadors

      2. Arrangement of Embassies

      3. Proposal of International Treaties

      4. Coordination with the Minister for Defense and the Director of Intelligence in regard to regional security

   3. The MFA must be active on a weekly basis unless notice is given to the Prime Minister

      • If inactivity is anticipated, the Prime Minister will serve in their asbence

4. The Minister for Internal Affairs

   1. The MIA shall serve a single term (four months), being appointed by the Prime Minister and approved by the Parliament

   2. Their powers and responsibilities are as follows:

      1. Recruitment

      2. Processing of incoming Citizens

      3. Organisation and hosting of intraregional Ambassadors

      4. Review of Embassies

      5. Review of International Treaties

      6. Coordination with the Minister for Defense and the Director of Intelligence in regard to regional security

   3. The MIA must be active on a weekly basis unless notice is given to the Prime Minister

      • If inactivity is anticipated, the Prime Minister will serve in their absence

5. Minister for Defense

   1. The MD shall serve a single term (four months), being elected by popular vote of the Citizens

   2. Their powers and responsibilities are as follows:

      1. Declaration of War

      2. Border Security

      3. Coordination with the Director of Intelligence in regard to regional security

      4. Review of Embassies

      5. Review of International Treaties

      6. Proposal of Gameplay Organisations

      7. Observation of the Regional Blacklist

   3. The MD must be active on a daily basis unless notice is given to the Prime Minister

      • If inactivity is anticipated, an acting MD must be appointed

6. Minister for Roleplay

   1. The MRP shall serve a single term (four months), being elected by popular vote of the RP Community

   2. Their powers and responsibilities are as follows:

      1. RP Recruitment

      2. Coordination between the RP Committee and the Ministry

      3. Proposal of RP Expansions

   3. The MRP must be active on a daily basis unless notice is given to the Prime Minister

      • If inactivity is anticipated, the Director of Roleplay will serve in their absence.

The Parliament
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯

1. The Parliament will serve as the legislative body of Morpheus

2. The Prime Minister shall serve as Speaker of the Parliament

3. Their powers and responsibilities are as follows:

   1. Proposal of Laws and Treaties

   2. Legislation of Laws and Treaties

   3. Review of all PM appointments

   4. Impeachment of inactive/unfitting Government Officials

   5. Expansion of regional factbooks

   6. Expansion of regional activities

4. There shall be one Member of Parliament for every ten Citizens

   • No fewer than five MPs shall serve at any given time

5. Members of Parliament shall serve for a single term (two months) being elected by popular vote of the Citizens

   • Votes will be cast by Party, the number of seats being determined by the percentage of the vote achieved

   • Independents will be listed by nation, only requiring enough votes to acquire a single seat (i.e. 8 seats would require 12.5% of the vote)

6. Members of Parliament shall be active on a daily basis unless notice is given to Parliament

7. MPs may be impeached for the following reasons:

   1. Unreported inactivity in excess of one week

   2. Conduct unbecoming of a regional official

      • Flaming

      • Abuse and Harassment

      • Obscenities

      • Disturbing the Peace

      • Any regional established crimes

The Judicature
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯

1. The Judicature shall serve as the Judicial body of Morpheus

2. It shall consist of the Chief Justice and their Justices

3. The Chief Justice

   1. The CJ shall serve a single term (six months), being elected by popular vote of the Citizens. A citizen may only serve two consecutive terms, (one year), as Chief Justice.

   2. Their responsibilities and powers are as follows:

      1. Review of all Legislative proposals

      2. Review of Constitutional Amendments

      3. Administration of all Criminal Proceedings

      4. Appointment of all Justices

   3. The CJ must be active on a daily basis unless notice is given to Parliament

      • If inactivity is anticipated, the Justices will serve in their place

4. The Justices

   1. The Justices shall serve one term (six months), being appointed by the Chief Justice

   2. Their responsibilities and powers are as follows:

      1. Administration of all Jury trials

      2. Interim replacement of CJ

      3. Enforcement of regional Laws

   3. The Justices must be active on a weekly basis unless notice is given to the Chief Justice

The Secretariat
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯

1. The Secretariat shall consist of:

   1. The Director of Intelligence, and

   2. The Director of Roleplay

2. The Director of Intelligence

   1. The DoI shall serve one term (two months), being appointed by the Minister for Defense

   2. Their responsibilities and powers are as follows:

      1. Observation of the regional Blacklist

      2. Assessment of potential threats

      3. Coordination with the Minister for Defense in regard to regional security

   3. The DoI must be active on a daily basis unless notice is given to the Minister for Defense

      • If inactivity is anticipated, the Minister for Defense shall serve in their absence

3. The Director of Roleplay

   1. The DoRP shall serve indefinitely, being appointed only by the previous DoRP

   2. They shall be the main Administrator of all RP proceedings

   3. They shall appoint all RP Moderators

Rights of Citizens
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯

1. Naturalised Citizens shall have the right to Free Speech

   1. This shall be exercised within reason

   2. Actions not protected by Free Speech include

      • Slander

      • Abuse and Harassment

      • Use of Racial Epithets

      • Insubordination

2. Naturalised Citizens shall have the right to conduct their nation however they see fit

   1. This shall be exercised within reason

   2. Government and RP types not protected by this include

      • Nazism (this is forbidden by Gameplay moderators), though exceptions may be made if the attempt is not a lazy reproduction of Nazi Germany

3. Naturalised Citizens shall have the right to a fair trial

   1. No nation may be banned or ejected without first receiving a trial

      • Exceptions may be made in a State of Emergency

   2. All nations are entitled to a legal representative with extensive knowledge of the region's laws

   3. No nation may be tried for the same crime twice, except when requesting a retrial

   4. All nations are entitled to a retrial should they choose to pursue it

4. Naturalised Citizens shall have the inalienable right to vote in all regional elections

5. Naturalised Citizens shall have the right to be treated with dignity and respect.
