What we need is some rules of engagement. Starting an attack is one thing but for the attack to succeed the defender should at least have a chance to react. Otherwise nations will start to use that to win war at unconventional times where no one else is awake.
There should however be some kind of time limit involved as well so a nation just can't avoid the RMB to stop a war. Maybe 24 hours.
It is also rather unfair to attack a nation that is away on vacation or work, like Krimera at the moment for instance (since I am allied to him that would still be a very bad decision even without the rules). That we easily can solve by a rule saying no attack any nation in vacation mode, if everyone knows that they can set themselves in vacation mode if they are away for a while.

OOC: He was very vague. He boards a "vessel" and takes sensitive information and military equipment. Whatever "vessels" I have that contain military equipment and "sensitive information" is probably in a fleet of naval ships. It just seems weird. Not only that, but I assume he captured one of these ships near Krimera or the Reich since not a lot of my shipping goes near Odinburgh, let alone naval ships.
Also if a war breaks out, N.N.E. and Cybran will help me out. Odds are more than stacked against him.

To me it sounds like a surveillance ship (called "spyship"by less diplomatic people then myself) masked as freighter. I could see you having such ships in the vicinity of Jesia and Rothaland.
