It is, indeed, that liberty, equality, and social justice is the right of all men and people, and therefore, capitalism, feudalism, imperialism, and colonialism must be abolished, because it is incompatible with humanity, social equality, and justice.

And so, the war for the independence of the people of Bulgaria has arrived at a time of peace and happiness, greeted by victory, sending all the people of Bulgaria into the gates of liberty, that is equal, sovereign, unified, just, and prosperous.

Thanks to the great and eternal guidance of communism and driven by noble desire, in order to live in a free, socialist nation in which there is equality and justice, the people of Bulgaria declared with this the independence of the people from the capitalists.

Other than that, in order to form a government of Bulgaria tasked to protect the entire Bulgarian nation and people, the sovereignty of Bulgaria, and to promote welfare, to educate the people of Bulgaria in order to have a civilized life, and to participate on implementing a world order based on equality, independence, eternal peace, and social justice, the national establishment of Bulgaria was then formulated in the Constitution of the Democratic Republic of Bulgaria, which is constituted in a structure based on the people and the ideology of communism, Marxism, Leninism, and socialism.

(1) Bulgaria is a unitary Marxist-Leninist state with the form of a socialist republic.

(2) Bulgaria is a state based on law.

(3) Sovereignty is in the hands of the people and is carried out according to law.

(1) The Bulgarian People's Assembly is the legislative organ of Bulgaria with the form of a bicameral legislature.

(2) Members of the Bulgarian People's Assembly consists of the members of the Bulgarian Upper Council and the Bulgarian Lower Council that is chosen through public elections and is furthermore regulated by law.

(3) The Bulgarian People's Assembly carries out a congress at least once every five years.

(1) The Bulgarian People's Assembly is authorized to create an amendment of the constitution under the approval of the President.

(2) The Bulgarian People's Assembly elects the President and/or the Vice-President.

(3) The Bulgarian People's Assembly may only dismiss the President and/or the Vice-President in their term according to the constitution.

(1) The President of Bulgaria holds the power of the government according to the constitution.

(2) In performing his/her duties, the President is assisted by one Vice-President.

(1) The President shall have the right to submit a bill to the Bulgarian People's Assembly.

(2) The President has the authority to establish a government regulation to enforce the law as it should be.

(1) The President or Vice-President candidate must be a Bulgarian citizen since his/her birth, being a member of the Bulgarian Communist Party and never received another citizenship in his own will, never betrayed the state and the party, as well as capable to perform duties and obligations as President or Vice-President.

(2) The conditions for becoming President and Vice-President shall be further stipulated by the constitution.

(1) The President and Vice-President shall be elected as one couple directly by the people.

(2) A couple of candidates for President and Vice-President shall be nominated by the Bulgarian Communist Party.

(3) A couple of candidates for President and Vice-President who get more votes than
fifty percent of the number of votes in an election is declared as President and Vice-President.

(5) Procedures for the implementation of the election of President and Vice-President shall be furthermore arranged by law.

The President and Vice-President will serve in the office with a term of five years, and thereafter may be re-elected in the same position, for a one-time term only.

The President and/or Vice-President may be dismissed in his/her term of office by the Bulgarian People's Assembly on the recommendation of the Bulgarian Communist Party, the Bulgarian Upper Council, and the Bulgarian Lower Council, whether proven to have violated the law in the form of treason against the state, betrayal, corruption, bribery, other serious crimes, or disgraceful acts or if proven to no longer qualify as President and/or Vice-President.

(1) The President is assisted by ministers of the state.

(2) The ministers are appointed and dismissed by the President.

(3) Every minister is in charge of certain affairs in the government.

(4) The establishment, alteration, and dissolution of state ministries is regulated by the constitution.
