Testlandia is the admins' personal test nation for testing changes to the game. Testregionia was founded when polls were first added to the game, since polls are a regional feature rather than a national one, and so Testlandia needed to be in control of a region to test them. The first poll in the game is still on record as having been ours (well, "ours" - this was before everyone else moved in, of course).
Since then, various other players have moved in. Several other game staff members (mainly moderators) have puppets in this region, though not their main nation, and a bunch of normal players moved in because it amused us to share a region with the game's creator, and also because we simply wanted to test stuff, and so what region to better do it in than the most prominent one that's named after that purpose? (And now, because everyone is hoping to get Testlandia's card.)
Another fun fact: I also have a nation in the region that made second poll in the game's history, and that was completely by accident - our founder happened to be looking at the regional administration page, saw the form for making a poll, and didn't realize it was a new feature, thinking that it has always been there and he simply hadn't noticed before.

The news post says: "During the April Fool's event, each new pack had a high chance of containing a card of a nation in your region. This remains true, but the chance is much lower."
Now I guess this could technically be interpreted as meaning "the chance is now the same as the chance of getting a card from any other region", but that seems unlikely to be the intent. I think there still is an advantage (at least, assuming you're aiming to get a card of Testlandia or one of the other indubitably charming and handsome nations that have made this region a home), but not as much as before.
Of course, the more card puppets move in, the more chance other card puppets have of just getting the cards of those card puppets instead of the nations they were after.

page=deck/card=1?finds_history=1 really says it all. Since cards were restarted, not a single Testlandia card has been found by a member of Testregionia. The story is the same for A Badly Conceived Designation - not a single pull from a nation within Testregionia which supposedly has card farmers in it looking for cards. Similarly I have noticed absolutely 0% benefit to being 'in-region' with a card since restart and mostly have pulled absolutely no cards from the region my nation was in (ignoring outliers such as if your nation is in a feeder region, you are going to pull feeder region cards but that has nothing to do with the regional effect)
To me it seems very much like the increased chance of getting a card in your region is.. well 0%.
