IG: Q-1 Why have you come back to politics after a long stint of Electoral Commissioner?

R: I have come back to politics as Thaecia is in a crisis. Thaecia needs someone with experience, patience and thoroughness to bring this crisis to an end and bring Thaecia back to the high standards we all expect. I can think of no better person than myself to do this.

IG: Q-2 Do you think you will be able to do better than the ex-PM Andusre?

R: Absolutely. I am active and am committed to repairing Thaecia. I have put countless hours and late nights into Thaecia and I want these hours to really mean something.

IG: Q-3 What do you think of the present political state of Thaecia?

R: The current political scape of Thaecia is the reason why I am running as an independent. The two major parties are so enshrined in their own ways and beliefs that they have seem to lost the ability to see the other side an compromise. The two major parties have failed the Thaecian people in the Legislative and we are now left with an failing legislative because of it. People need to take a step back, slow down and calm down. We need an independent to lead Thaecia without party partisan so we can actually get something done.

IG: Q-4 What do you think of the growing political toxicity, claimed by many, made by TPU and UNI?

R: The toxicity between the TPU & UNI is unacceptable. I don’t like getting involved in the toxicity because I don’t like it and I find it make me feel worse. The two parties don’t seem to accept how the other party feels and are unable to find common ground. I absolutely condemn the toxicity and it quite frankly needs to stop.

IG: Q-5 What do you think of the President position, is Xernon good for it?

R: I fully support the President role and believe it is a very important role. It is a shame about the lack of activity from Xernon, but his work in the WA and the executive staff are commendable and bringing more Thaecians into politics and the international community.

IG: Q-6 What do you think about the recent instability in Senate and House of Commons?

R: The recent instability was completely avoidable. Party partisanship and the inability to compromise have caused it. It is shameful that Congress has done this to themselves. The fact Congress overturned a people’s Amendment to the constitution on votes of no confidence, to install their own system with multiple loopholes, as proven during this instability, is unacceptable. Congress seem to be in the world of their own and the people are looking to them to sort out this mess and Congress is just making it worse. We need a strong Executive to ensure that should Congress step out of line or become unstable, the right leadership is there and ready to lead Congress back to stability and prosperity.

IG: Q-7 What do you think about the present EC United states of edingbridge? Is he as good as you?

R: We are yet to see the Electoral Commissioner in full swing so I believe it is too early to judge his performance. Although I wish him the best in running the General Election and I look forward to seeing what he has to offer.

IG: Q-8 If you become the PM, what will you do first for the region of Thaecia?

R: When I become Prime Minister the first thing I will do is appoint an active, efficient and organised Cabinet. What Thaecia needs is strong leadership, and with a strong Cabinet, we can go onto mass recruitment, establishing a defence force and rehabilitate the RMB. All issues that need urgently addressing.

IG: Q-9 What do you think of the Brexit issue?

R: Brexit is a complete and utter mess. This is something that will continue to haunt the UK for years and years to come, even if we do leave on October 31st. The Conservative Government has sent the EU a deal they cannot accept due to the Good Friday agreement as so that the Government can get away with a no deal Brexit and blame the EU for it. When we leave we will not simply move on, we will have food and medicine shortages and possible even rioting in the streets. Labour has been a shoddy opposition and not properly challenged the Conservative party and just sat on the fence 3 years later. The conservatives have turned into a far right party full of pathological liars who are willing to kick out veteran MPs just because the won’t accept a no deal Brexit. It’s pitiful and stupid we’re in this situation. We need a second referendum with the options of No deal, Remain & whatever deal the government comes up with.

IG: Q-10 What do you think of the Amazon issue?

R: In a time where the climate is so important we are electing people who couldn’t give a damn about the climate. The Brazilian Leader has not accepted aid from foreign nations because he does not care about the earths lungs and all the animals living in the rainforest. Climate change is an emergency and has to be our top priority or else we may only have a few generations left. What is also unacceptable is how it took 3 weeks to find out the Amazon was on fire. World leaders must have found out when it started and the fact they only piped up once the media got hold of the story just goes to show how even the ‘environmentalist’ politicians in power really couldn’t give a flying flamingo.

Sorry for being inactive these past few days. Was in a panic trying to throw a dance together for my school, but now I’ve got time. I condemn Fishergate‘s campaign, first of all. In a party always embroiled in scandal, he never really handled them right and the UNI always looked worse off. We can’t let the same thing happen with the region’s reputation. To Antenion and The Islamic Country of Honour, Discord is just not a possibility. I’m sorry if you don’t like the answer, but it’s not going to change in the foreseeable future. Thanks for your compliments on my ministry, though.

Without further ado, I am happy to announce the official launch of my Nov. 2019 Presidential campaign!

Hello Thaecians,

My name is Xernon, and I am the co-founder and current President of our region, Thaecia. For two terms now, I have been honored to serve as your President and WA Delegate, and I thank you so much for allowing me to serve you in this important capacity. The past two terms have definitely had their ups and downs, but you know what, we have always pulled through as a region. By sticking to our values, standing up for what is right no matter the repercussions, and always putting the region before personal interests, Thaecia was able to overcome some of its biggest challenges.

Where we go next, though, is just as important as what we have been through. The next four months will be an extremely important one. We will have to focus on growing our region and providing our growing population with more and more opportunities for regional involvement. We will have to innovate and stick our feet in waters that we may have been afraid to venture into before. It is therefore imperative for our leaders over the next four months to be bold, visionary and dedicated. As President, I have tried to be that. With your support, I have been able to achieve a number of notable accomplishments over the course of the past two terms. We set up the Thaecian WA Center, we launched the Thaecian Executive Staff, we have collaborated hand in hand with the Cabinet on a number of projects, and we have worked to uphold the values and principles of the region by having the Presidency serve as an independent voice for all Thaecians.

Over the coming four months, I promise you that I will 1.) continue to uphold the same standard of integrity and excellence and 2.) work harder than ever before for our region. This is the time for solid visions, concrete ideas, and hard work – not idealistic statements and self-motivated interests. You will find my goals for the next four months listed below. If you have any questions, please don’t hesitate to reach out to me. I am always one TG away.

My Presidential Campaign Platform

  1. Setting up the Thaecian Presidential Office
    Over the coming months, I will be working with our Cabinet, Prime Minister, and World Assembly members to set up a Presidential Office that will be composed of 1-2 appointed Vice Presidents, 3-5 WA Guardians, and a number of staffers. The primary goal of the Office will be to aid the President in the management of the different programs that the Presidency oversees while simultaneously opening up ways for involvement and gaining experience in the Presidency. To expand on the specific roles that will be created – the position of Vice President will serve as the highest authority in the Presidential Office after the President and they will gain experience working in all aspects of the Presidency, the position of Guardian will be an individual with a high endorsement count who will serve as a buffer to ensure that the WA Delegacy is protected in the case of an emergency, and staffers will be individuals who will be trusted to handle specific responsibilities within the Presidential Office.

  2. Establishing monthly awards for endorsing the President, VPs, and Guardians
    As many of you know, the more endorsements a region’s World Assembly Delegate (President) has, the more of an impact they can have in World Assembly resolution votes, which in turn plays a role in the region’s optics. Regions that have a high WA Delegate endorsement count tend to attract more players, which in turn starts a constant cycle of growth. To incentivize this, I will be handing out monthly awards in the forms of badges to all the nations that endorse me, the VPs, and the Guardians within a 30 day window.

  3. Expanding the TWAC and TES
    The Thaecian World Assembly Center and the Thaecian Executive Staff are both central initiatives in this region and while setting them up and getting them up and running is an achievement, it is equally important to ensure that they are well-staffed and well run. Therefore, I will work with my Presidential Office to make a concerted effort to ensure that the TWAC and TES are always active and fully functional.

  4. Supporting the Prime Minister and Cabinet
    The President is a central component of the Thaecian Cabinet, and it is important for them to participate in the Cabinet to a full extent as it is part of their responsibilities. To that end, I will work closely with the incoming Prime Minister and Cabinet to fully carry out the government’s agenda. My focus will specifically be on the two ministries that I have already been assisting: Home Affairs and Culture.

Reading the Constitution I saw an issue I fought hard to fix in the Constitution of the New Western Atlantic which now became the New Western Empire where I finally managed to solve the issue through contributing to ratifying the new Constitution. The issue is confusing Simple Majority with an Absolute Majority.

In the NWA/NWE Senate Abstain was also a vote option so requiring an Absolute Majority rather than a Simple Majority was a very clear issue as Abstain does not function as it is supposed to under that system. An Absolute Majority requires 50%+1 vote in support in order to pass whilst a Simple Majority only needs for the Ayes to have the most votes regardless of it's votershare. If the vote options are only Aye & Nay.

Seeing this in your constitution hurt my brain.

Umm... Perhaps you can read the dispatch :P Do upvote it while you're at it!

The idea is for one VP to be trained on the WA side of things while the other receives training on the Cabinet side of things. At one point, the trainings would be swapped, and later on, once all training is complete, the VPs can decide together what responsibilities they want to assume. The WA Guardians are already individuals with a high endorsement count, and the role really requires no responsibility on their end besides maintaining that high count. Their purpose is to serve as a security council of sorts to ensure that the Delegacy is protected in the case of an emergency. Staffers are individuals like archivers and graphic designers who are utilized on an as-needed basis.

The purpose of all of this is to create ways for participation and experience gaining in the Presidency.

Section II - Any bill drafted and proposed by one of the Chambers of Congress must achieve a majority of the chamber's support, before it can go to the other chamber of Congress where it needs to reach the same majority

If I have read this correctly then this is not a vote between Aye & Nay voters but requiring an Absolute Majority of the entire chamber which includes Abstentions. Not including Abstentions (As you should) and passing legislation whithout more than 50% of the chamber in support which if I'm not mistake in a required 4 in support for the House & 3 for the Senate then that would be Unconstitutional.

If there is 2 abstains, 2 nayes and 3 ayes in the case of the House then Constitutionally it cannot pass.

Am I mistaken?

The issue is addressed in other pieces of legislation. Especially the Parliamentary Procedures Act. This is from Article III, sub-section iii: “viii) MPs can cast either an “Aye”, “Nay”, or “Abstain”vote. “Abstain” votes are discounted from the overall total of votes cast.”

The whole bill may answer some of the other questions you have too.

(Tbh I tend to let the Congress work out the abstention issue by themselves, since it's more an issue of Parliamentary procedure than constitutional interpretation)

I think that may be brilliant actually. Since Abstaining doesn't mean you support either and don't want to decide leaving it to the Ayes and the nays so as long as Aye gets more than Nay it should pass since Abstain voters don't specifically want it to fail and should be counted as Aye voters if they have more votes and Nay voters if they do.

But if in the house there is 3 Ayes, 3 Nays and 1 Abstain does it pass or fail? The abstainer wants spefically neither. Quite the dilemma.

But the definition of Simple Majority in the Constitution is completely wrong as it actually describes an Absolute Majority.
