OVERVIEW

N-Day is an opportunity for nations to come together and exchange nuclear weapons in a fiery Armageddon of mutually assured destruction.

To Participate

  1. Once registration opens, you can create or join a Faction. Nations outside a Faction can't attack or be attacked. You can join a Faction when you're ready and leave when you're not (to stay safe).

  2. When the event begins, nations will be assigned a random Specialty and begin to accumulate Production. You will now be able to spend Production, fire nukes and deploy shields.

  3. Watch your nation automatically generate Production at a rate of 1 every 2 minutes. Use it to build Nukes and Shield.

  4. Launch Nukes at other nations and use Shield to shoot down Nukes that are launched at you.

Tactics

The simplest way to play N-Day is to join whichever Faction seems most fun and start targeting Nukes at its enemies while shooting down anything incoming. Your Faction page's icon bar shows everything you need to know, including who's targeting anyone in your Faction, and who your fellow Faction members are targeting.

Attacking: Step by Step

  1. On your Production screen, spend some of your Production to build Nukes. These go into your Stockpile.

  2. On another nation's Nuke page, click/tap the TARGET button and select the number of Nukes to use.

  3. Once Targeted, it takes 10 minutes for your Nukes to reach a READY state (3 for Intel Specialists). Note that your Targeted page is public: All nations can see who is targeting whom.

  4. When your Targeted Nukes are ready, click/tap LAUNCH.

  5. Your Nukes are now categorized as Launches for you and Incoming for your target. Launched Nukes take 3-5 minutes to reach their target. When they do, they earn Strikes for you and inflict Radiation on the target, which reduces their rate of Production. This also earns Score for your Faction and reduces the enemy Faction's Score.

Defending: Step by Step

  1. On the Production screen, spend Production to build Shield.

  2. Find Launched Nukes to destroy. Your top priority is any Incoming Nukes launched at you. Secondarily, you may wish to target Incoming Nukes on anyone in your Faction (see your Faction's Incoming page), and also keep an eye on Targeted Nukes that may threaten you or your Faction in the near future.

  3. Click/tap DESTROY to deploy 1 Shield per Nuke.

Strategy

Strategically, it may be wise to avoid attacks on nations or Factions until you are confident of obliterating them, since this eliminates the possibility of counter-attack. Smaller-scale attacks, which damage but don't destroy an enemy, can lead to an escalating series of grudge-related nuclear exchanges.

On the other hand, targeting an enemy can be an effective warning. And it takes Nukes 10 minutes to be ready to launch, so you can't leave it too late.

Scoring

Each Nuke that reaches a target causes Radiation damage, which reduces the target's rate of Production generation and counts as a Strike for the attacker.

A Faction's Score is Strikes minus Radiation.

Duration

N-Day lasts for 24 hours, after which point, an Arms Control Agreement means that no Nukes can be launched. (In-flight nukes can still land, however.)

The "winner" is the Faction with the highest score; if, that is, nuclear war can be said to have a winner. Which we say it can. It's the Faction with the highest score.

FACTIONS

Once registration opens, Factions can be founded by a Regional Officer of any region. Any and all Regional Officers of that region can update the Faction's official text to issue instructions to Faction members.

Factions can be made open to all members, or restricted to the region's members only.

You can leave your Faction, which is a good way to stay safe if you're signing off for the night. However, you can only do this if you're not engaged with the enemy! That means:

  • You must not have any nukes targeted or launched at another nation; and

  • No nukes can be targeted or incoming on you.

Note that in practice, this can make it challenging to leave a Faction, since you may be frequently targeted.

While outside a Faction, you cannot be targeted, and do not generate any Production.

Before joining, it's worth making sure a Faction isn't currently under mass bombardment.

SPECIALTIES

Nations are randomly assigned a specialty.

Military Specialists build Nukes faster: They receive 50% more Nukes when converting Production.

Strategic Specialists build Shield faster: They receive 50% more Shield when converting Production.

Economic Specialists can accumulate more Production: Their production cap is four times larger than the other specialties.

Intel Specialists can finalize targets faster: Their targetted nukes reach READY in 3 minutes instead of 10. They have no Production advantages.

PRODUCTION
Non-WA nations automatically generate Production at a rate of 1 Production per 2 minutes, up to a maximum of 50 (200 for Econ Specialists).
WA nations automatically generate Production at a rate of 10 Production per 2 minutes, up to a maximum of 150 (600 for Econ Specialists).

Production can be spent on Nukes or Shield.

WA NATIONS
World Assembly members will accumulate Production 10x faster than non-WA members, and have their Production limits increased by 3x.
It is allowed to switch WA membership to receive this benefit for different nations, but (as per regular site rules) you are only allowed to have one nation in the WA at a time.
Keep in mind that if your Production is over the non-WA limit when you resign membership on a nation, the Production on that nation will decrease down to the limit (i.e. if you resign with 75 Production on a non-Econ nation, the Production will drop to 50).

We ask that you refrain from switching WA for N-Day purposes more than once every two minutes. You will not be punished for this, but it is against the spirit of this change to the event mechanics.

NUKES

Nukes are purchased with Production, kept in stockpile until ready, then targeted and launched at an enemy nation.

Launched Nukes take 3-5 minutes to reach their target. While in-flight, they can be shot down by any nation using Shield. If they're not, each Nuke generates 1% of Radiation in the target and earns 1 Strike for the attacker.

SHIELD

Shield can be used to knock out Launched Nukes. You can shoot down any in-flight Nukes regardless of who they are aimed at.

Locate in-flight Nukes under Launches or Incoming, and use the DESTROY button to eliminate them at a rate of 1 Shield per Nuke.

It is possible to waste Shield if multiple nations deploy Shield simultaneously to knock out the same Nukes.

TARGETING

Target a nation by viewing their Nuke page and clicking/tapping TARGET. You may then select how many Nukes to target from your Stockpile.

It takes a short time for a Targeted Nuke to reach a READY state, after which it may be launched. This is normally 10 minutes, but Intel Specialists are faster, finalizing targets in only 3 minutes.

If not launched after 1 hour, Targeted Nukes automatically return to your Stockpile.

RADIATION

Radiation is generated in a nation when it is struck by a Nuke.

Radiation proportionately reduces a nation's Production generation rate. For example, 20% Radiation reduces Production generation by 20%.

When a nation is 100% Radiated, it is destroyed and no longer able to launch any Nukes nor use any Shield.

Radiation is irreversible.

You can leave a Faction when irradiated, but this does not affect your Faction's score.

SCORE

A Faction's score measures strikes and radiation that occurred while those nations were a member. It is unaffected by nations joining or leaving the Faction.

Constitution of the Kingdom of Thalassia

Preamble

We, the residents of the Kingdom of Thalassia, establish this Constitution as a covenant between us and as the official regional constitution in order to ensure the peace, safety, and good governance of our region. It is our hope and our commitment that the spirit of unity shall be fundamental to the region’s governance and that it shall lead to a government which fosters an active community built upon the principles of stable, secure governance, the democratic traditions of our region as well as mutual respect, friendship, and cooperation.


I. Rights of Citizens and Residents

1. A Resident of Thalassia shall be defined as an individual with an on-site nation in the region.

2. A Citizen of Thalassia shall be defined as an individual who has filled out an appropriate citizenship application which has been approved by the relevant authorities.

3. All Citizens and Residents have the right to free thought and expression, limited only by reasonable gameside and Out of Character moderation.

4. All Citizens and Residents have the right to peaceful free assembly and association with other Residents.

5. All Citizens and Residents have the right to a fair Judicial Hearing for In Character offenses and grievances.

6. All Residents shall have the right to apply for Citizenship upon the completion of an application hosted on the regional forum. With the acceptance, procedures, and requirements of the application to be decided by the Curia Regis.

7. All Citizens bearing World Assembly Membership at the beginning of the nomination period shall have the right to vote in World Assembly Delegate Elections.

8. All Residents have the right to collect endorsements, subject to a cap that may be set by the World Assembly Delegate, in consultation with the Curia Regis, which shall be no lower than 5.

9. All Citizens have the right to petition the Regional Assembly, Regional Officers or the Curia Regis as applicable, for a redress of grievances.

10. All Citizens have the right to vote in elections to the Regional Assembly.


II. Monarch

1. The Monarch shall be the region’s founder, with gameside executive authority.

2. The Monarch shall be the Head of State for Thalassia.

3. The Monarch shall head a Curia Regis to guide the region, consisting of no less than 3 members, including the Monarch.

4. The Monarch may abdicate to any citizen who shall assume the position and all powers and responsibilities of the Monarch.

5. The Monarch may appoint any member of the Curia Regis, or appoint any individual in the declared line of succession, to act as Regent for an indefinite period, who shall act with all the powers and responsibilities of the Monarch and may be given access to the founder nation if the Monarch deems it prudent.

6. The Monarch may remove appointed members of the Curia Regis at their discretion.

7. The Monarch shall be solely responsible for legal interpretation of this Constitution.

8. The Monarch holds the right to ban nations threatening the security, integrity, and regional stability of Thalassia.

9. The Monarch shall hold all major governmental dispatches that do not require editing by another official.

10. In extreme circumstances where the regional government is for any reason rendered non-functional, the Monarch may determine the course of action necessary to restore functionality to the regional government, provisions of law notwithstanding.

11. The Monarch shall hold all powers available to a Regional Officer, including Executive power. The Monarch shall determine which powers are appropriate to grant to other Regional Officers and may revoke such powers if the Monarch determines they have been abused.

12. The Monarch may declare a non-citizen Persona Non Grata in the region.

13. The Curia Regis shall be named to reflect the gender expression of the reigning Monarch of Thalassia at the Monarch’s discretion.

14. In the event that Thalassia is, in the judgment of the Monarch, subject to an attempted or actual invasion, or a coup d'etat, the Monarch may declare a state of emergency, suspending this Constitution until the Monarch ends the state of emergency. Such a state of emergency may be overturned by a Citizen Referendum with a 3/4 majority.

15. The Monarch may declare any resident of Thalassia to be the Heir to the Monarchy of Thalassia.

16. The Monarch may declare a line of succession for the Monarchy of Thalassia, with the Heir being first in line for the throne.

17. The Heir shall automatically hold a position in the Curia Regis by virtue of their position. This position will not be required to be approved by the Regional Assembly.

18. The Monarch may revoke the declaration of an Heir, as well as revoke the line of succession, at their discretion.

19. Upon an Heir’s ascension to the Monarchy, the new Monarch may declare a new, or establish a new line of succession, at their discretion.

20. Upon the reigning Monarch’s abdication, a transition period shall be observed, lasting not less than one week and not more than one month, to be decided by the sitting Monarch. Upon the conclusion of the transition period, the Heir shall assume the position of Monarch of Thalassia.

21. During the transitional period, the abdicated Monarch shall retain all titles and responsibilities of the Monarchy until the conclusion of the transitional period.

22. In the event of the Ban, Criminal Indictment, the incapacitation or prolonged inactivity of the Heir, the transitional period shall be automatically terminated and the Abdication automatically rescinded.


III. The Curia Regis

1. The Curia Regis shall have executive and judicial oversight over the region.

2. The Curia Regis shall be chaired by the Monarch, who shall be Primus Inter Pares, and shall consist of no less than 3 members appointed at the Monarch’s discretion.

3. The Monarch may appoint members of the Curia Regis at their discretion, apart from the World Assembly Delegate and the Chancellor.

4. The Curia Regis shall act as the final Judicial authority on all In-Character criminal matters.

5. The Curia Regis shall enact Judicial Procedures as required.

6. The Curia Regis shall act as the final Executive authority in the region.

7. The Curia Regis may designate any and all of its executive powers to Regional Officers empowered to lead and organise regional departments.

8. The Curia Regis will be required to approve all pieces of legislation from the Regional Assembly. The Curia Regis will have the power to amend any legislation and return it to the Regional Assembly for further consideration.

9. The Curia Regis may initiate Constitutional Amendments by a 2/3s majority vote.

10. The Curia Regis may proscribe a region or an organization, or rescind such a proscription at their discretion. Such a proscription shall be confirmed by the Regional Assembly by a simple majority vote.

11. The Curia Regis holds the right to ban nations threatening the security, integrity, and regional stability of Thalassia. The Curia Regis may not overturn bans implemented by the Monarch.

12. The Curia Regis may appeal In Character bans to the Monarch. The Curia Regis may not appeal Out Of Character bans.


IV. The World Assembly Delegate

1. The World Assembly (WA) Delegate shall be a WA citizen elected to serve for a term of four months.

2. The WA Delegate of Thalassia shall administer matters related to the WA in Thalassia, including determination of their own vote on behalf of Thalassia in the WA, as well as WA voting, and endorsement programs.

3. The WA Delegate may appoint a Vice Delegate subject to confirmation by the Regional Assembly by a simple majority vote. The Vice Delegate shall endeavour to hold the 2nd most amount of endorsements in the region. The WA Delegate may designate any and all of their powers to the Vice Delegate. Should the WA Delegate resign or be removed from their post for any reason, the Vice Delegate shall complete their term.

4. The WA Delegate may be removed from office by referendum or by a 3/4s majority vote of the Regional Assembly.

5. Should the nation with which the WA Delegate was elected voluntarily relocate for longer than one game update, cease to exist, resign from the WA, or be expelled from the WA, the WA Delegate shall automatically be removed from office and the Vice Delegate shall serve as Acting WA Delegate until new elections can be held.

6. In the event of the WA Delegate and Vice Delegate being indisposed then the Monarch may appoint a WA Resident of the region to serve as Acting WA Delegate until new elections can be held.

7. In the event of the WA Delegacy vacating the office, an election shall be held no longer than 7 days after the office was vacated.

8. The WA Delegate shall serve as a member of the Curia Regis.


V. The Regional Assembly

1. The Regional Assembly shall serve as the legislative authority in the region.

2. The Regional Assembly shall initially comprise of 7 Members of the Regional Assembly, however, the assembly may alter this number, by a 2/3s majority vote, to no less than 3 and no more 11 members.

3. The Regional Assembly will have the right to question the Curia Regis over matters pertaining to the region as required, including questioning Curia Regis members as required.

4. Members of the Regional Assembly will be elected by the citizenry every 3 months.

5. Individual Members of the Regional Assembly may be recalled by a citizen petition with 25 signatures within 7 days.

Powers of the Assembly

6. The Regional Assembly shall have the responsibility of ratifying all inter-regional alliances, as well as ratifying any withdrawal from an inter-regional alliance, with a 2/3 majority and with Curia Regis approval of a 2/3 majority.

7. The Regional Assembly shall have the power to draft, amend, and pass legislation to the Curia Regis for final approval.

8. The Regional Assembly shall have the responsibility of confirming prospective Regional Officers by a simple majority vote.

9. The Regional Assembly shall have the responsibility of confirming prospective Curia Regis members with a simply majority vote.

10. The Regional Assembly will have the power to remove appointed members of the Curia Regis with a 2/3s majority vote.

11. The Regional Assembly may initiate amendments to this Constitution with a 2/3s majority vote.

12. The Regional Assembly may call an early election of the Assembly by a 2/3s majority vote. The newly elected Regional Assembly will serve the rest of the mandate from the dissolved Regional Assembly.

13. The Regional Assembly may override any changes to a bill, that does not amend this Constitution, suggested by the Curia Regis and pass the bill into law in its original form with a 2/3s majority vote.

The Chancellor

14. In the event of a member resigning from the Assembly or being recalled by the citizenry, a by-election shall be held to fill the seat for the remainder of the Assembly's mandate. Such by-elections shall be subject to the same election rules as RA elections as set out in the Constitution, Article VI.

15. At the beginning of each session, the Regional Assembly shall elect a Chancellor from their own members, holding all the rights and duties of a normal member in addition to their powers as speaker, to preside over debates, formally introduce legislation and uphold the good order and procedures of the Regional Assembly.

16. The Chancellor shall be required to serve as a member of the Curia Regis.

17. The Chancellor may be removed from the Chancellory by a 2/3s majority vote from the Regional Assembly. The Chancellor may not vote on their own removal from office.

18. The Chancellor may appoint a Vice Chancellor subject to confirmation by the Regional Assembly by a simple majority vote. The Chancellor may designate any and all of their powers to the Vice Chancellor. Should the Chancellor resign or be removed from the position for any reason, the Vice Chancellor shall preside over the election of a replacement chancellor, in accordence with procedure established by law.

Procedures

19. The Regional Assembly may establish and amend its own procedures with a simple majority vote.


VI. Elections

The WA Delegate

1. Elections for the WA Delegate shall be held using onsite polling.

2. Only WA Residents or Citizens shall be allowed to vote in WA Delegate elections.

3. Only Citizens with a WA nation resident in Thalassia may stand for the post of WA Delegate.

4. The WA Delegate shall be elected with a simple majority vote, requiring more than 50% of the vote to be elected.

5. In the event that no candidate receives 50% of the votes in the first ballot, a runoff ballot will be held with the two candidates with the most votes.

6. In the event of a tie between more than two leading candidates, all aforementioned candidates shall advance to the runoff vote.

7. In the event of a runoff with multiple candidates, if no candidate receives more than 50% of the vote, the candidate with the least votes will be eliminated and a new runoff held with the remaining candidates until one candidate receives more than 50% of the vote.

8. In the event of an even tie in a runoff ballot with two candidates, the Regional Assembly shall vote to select, from the two candidates, the next WA Delegate. If the Regional Assembly is tied in their vote, the Head of State shall select the next WA Delegate from the two candidates.

9. If only one candidate stands for WA Delegate then the election will be declared a walkover and that candidate shall be elected to the WA Delegacy.

10. If no candidates stand for the WA Delegacy after the nomination period then the nomination period will be extended until a minimum of one candidate stands for WA Delegacy, at which point the election will proceed as normal unless section 8 is in effect.

Referendums

11. Citizen Referendums shall be held on the Regional Forums with secret ballots until the voting period is concluded.

12. Only Citizens shall be allowed to vote in referendums.

13. With the exception of referendums relating to Article II Section 14, all referendums will be non-binding.

14. Citizens may petition for a referendum to ensure the relevant area of government shall address issues as required.

15. Petitions for referendums must have 25 citizen signatures within 7 days from the public announcement of the petition to be accepted.

16. A petition for a referendum regarding a specific issue may only be brought forward once per RA term. The current RA term must expire before a referendum petition on said issue may be raised again.

17. Once a petition for a referendum is accepted a discussion period of 2 days shall pass followed by a 3 day period for voting.

18. Referendums shall be passed by a simple majority with the exception of matters relating to Article II, Section 15, and matters related to the Constitution, which shall require a 2/3 majority to pass.

19. The government may call a non-binding opinion poll, to be held on the regional forum using a secret ballot, on any issue.

Regional Assembly

20. Only citizens may stand for election to the Regional Assembly.

21. Voting for the Regional Assembly shall be held on the regional forums with secret ballots until the voting period is concluded.

22. Only Citizens shall be allowed to vote in Regional Assembly elections.

23. Each voter shall be allowed to cast one ballot per election. Each voter may cast a number of votes equal to the number of seats available and may only cast one vote per candidate.

24. The number of candidates, equal to the number of seats available, who receive the highest number of votes shall be elected to serve in the Regional Assembly.

25. If the number of candidates is equal to the number of seats available the election will be declared a walkover and all candidates will automatically be elected to serve in the Regional Assembly.

26. In the event that the number of declared candidates is less than the number of seats available but more than 3 then the election will be declared a walkover and all candidates will automatically be elected to serve in the Regional Assembly.

27. If the number of candidates, after the nomination period, is less than 3 then the nomination period will be extended until the number of candidates is 3 or more, at which point the election will proceed as normal.

28. In the event of a tie between 2 or more candidates, only some of whom will be elected, a run-off election will be held between said candidates to fill the remaining seat/s

Miscellaneous

29. For each election, there shall be a 2 day period for nominations followed by a 3 day period for campaigning and a 3 day period for voting.

30. Citizens may only vote or stand in elections if they have held Citizenship for more than 2 weeks before the nomination or discussion period of the referendum, poll or election.

31. All elections, referendums, and polls shall be administered by the Monarch or by a designated member of Curia Regis.


VII. Out of Character Administration

1. There shall exist an Out of Character Administration body (OOC Administration) to administer all off-site property and to facilitate the community’s technical needs.

2. OOC Administration shall initially be headed by the Monarch, as Chief Administrator, who may appoint anyone as a successor to the position as Chief Administrator. Upon the Monarch’s potential abdication from the position of Chief Administrator they shall hold no powers over the OOC Administration solely by their status as Monarch.

3. No provision of this constitution nor any law or policy will be construed to limit or interfere with the responsibility and authority of OOC Administration to safeguard the out-of-character security or safety of off-site property or its users. Any bans enacted by Off-site property administration, unless stated otherwise, shall be assumed to bind the government to remove the banned individual from the region.

4. The final decision on all off-site property permissions and the decision on whether to grant or revoke permissions based on the risk to community security and safety shall rest with OOC administration.

5. OOC Administration may create or deprecate off-site property platforms as needed to facilitate the community’s changing technical needs.

6. The Regional Forums shall be hosted at Linkthalassians.boards.net unless stated otherwise by the OOC Administration, then this section shall be updated to reflect this change.


VIII. Legal Supremacy and Continuity

1. This Constitution shall be the supreme governing document of Thalassia, no law or policy may contradict this Constitution.

2. The constitution retains legal continuity with the Constitution of the Kingdom of Thalassia, for the purpose of recognising and honouring all treaties in force pursuant to the Constitution of the Kingdom of Thalassia, at the time of said constitution's dissolution.

3. This Constitution may not be unilaterally dissolved unless otherwise specified.

4. Any individual admitted as a Citizen, as defined in Article I, under the Interim Constitution of Thalassia shall retain citizenship under this Constitution.


IX. Amendments

1. Amendments to this constitution shall require a 2/3s majority vote of both the Curia Regis and the Regional Assembly to pass.

2. Either the Curia Regis or the Regional Assembly may introduce Constitutional Amendments.


This Constitution entered into law on 24 September 2020, following the dissolution of the Interim Constitution of the Kingdom of Thalassia and was ratified and signed by the Interim Council of the Kingdom of Thalassia and confirmed by the people of Thalassia.

after 3 long months of construction the tower has finally been complete and with it come a few statements from the head council
