So is The Order of the Grey Wardens a puppet of The Black Hawks, or is it the other way around?

Or is The Order of the Grey Wardens that incompetent that they only go after small raiders and yet ignore the largest raiding organization on Nationstates?

Or are they eliminating competition for The Black Hawks?
