For the second part, it's mostly because I need something or I'm likely to cause massive defections to the rebels within my own nation as well as protests/riots. As is realistic in a nation that has relatively recently exited a civil war.

I will confirm two things! The government officials involved with the war crimes will be brought to IMPERIAL JUSTICE, and if need be by request of Brethren, will be sent to Breth for justice, and to finalize the peace talks! And when it comes to money, The Regime and MI will not pay you a single septim or Legius.
