Just two of these rules your military have to follow and you're done. You are given a chance to watch the Hunger Games though, on its 19th Annual Year. : )

I'm finally dropping my old Factbook from 2 years ago for this brand-spanking new design I based off of official Government Websites in real-life. (Particularly Canada). It's only partially finished. The main page's design is finished and all I need to do is to add some links to the home page itself. I'm also working on giving the little search bar and return arrow buttons some functions.
I also have completed two logos for the Gorbastani Government which includes the Serif logo and the regular Sans Serif logo. These logos were pretty much ported from the Canadian Government's logo if it wasn't obvious enough. With that, I uploaded 2 custom banners that have these said logos.
Everything is Amazing
After a couple of hours the guard outside opened the door, there 3 men walked in the office, they salute and greet Dermont in unison, "Heil Feldmarschall!", Dermont told them to sit down. He cleared his throat, "So, gentlemen, I've gathered the three of you here today to discuss an important matter. We need to bolster the military" the generals listened, "I have something in mind, why don't we construct a military base in a foreign nation? I want your opinions", the generals were silent, "No? Alright" he continued "I was planning on asking a nation in Orientalis, what do you three think?" the generals nodded, Dermont continued, "Ah, alright".
He looks at a map of Orientalis, the Nation of Encantadia caught his eye, he pointed at the nation, "How about... Encan-Encantadia?", one of the officers, Admiral Silvester Anatol replied with a "Yes, Field Marshal" the other two followed suit and replied with "Yes, Field Marshal". "Alright then, I'll send a message to the leader of this nation that we're gonna send a diplomat", he continued, "You three may stand up and leave the office", the three nodded, stood up, and left the room.
A day later, a message is sent to the leader of Encantadia:
"From the President of the Federation of Aldenbourg to the Leader of Encantadia,
Dearest Sir or Madame, the people and leaders of Aldenbourg wish to send a diplomat to the State of Encantadia. We are interested in bolstering relations with the State of Encantadia and the Federation of Aldenbourg, by doing this we may become allies.
We are also interested in purchasing a small bit of land in your nation, from which we will build a military base, if you and your people agree we will defend Encantadia if need be, we will also pay taxes as compensation. The 2nd Army will be stationed in the base and worry not, they will not interfere with the local population, government, and wildlife.
Sincerely, the Aldenbourgian people and President Friedrich Dermont".

What constitutes special circumstances and "propper reason"?

President Khairro was in the Justice Building, talking to Velvereen Heavensbee, the gamemaker of the 17th up to this date of hunger games, discussing what might be the next twist for the 2nd Percentile Quell until one of the guards came in the room, interrupting the fancy talk that the two had.
"Mr.President, we have just received a telegram message from the nation of Aldenbourg, whom hereby requests sending a diplomat to improve diplomatic relations and such. Here is the letter Sir." The guard informed as he gave the letter to the President, with his quick fingers opening to read the letter once. Velvereen excused herself from the conversation but ordered her to stay for a bit. As Khairro read the letter, his face was contorting along with the furrowing of his eyebrows as he leaned in from his seat, before folding the paper back to its normal fold and putting down on the table."Ms.Velvereen,a nation from Nonscio bearing the name of Aldenbourg has requested a sending of a diplomat and a purchase of small bit of our lands. What do you think about this?" President Khairro asked the gamemaker as her face became serious. "I don't know- I mean I am unsure about this, we have isolated ourselves for a long time without foreign intervention about our impeccable Games which had become a part of the Encantadian Culture, Crime Rates have dropped by 43% since the Lirean Rebellion has finished, Encantados are loyal now, what will happen if they intervened? will another rebellion will happen?" Velvereen seriously explained, Khairro nodding."I feel like I have a feeling that they will not do that." Khairro said. "Tell to our Minister of Foreign Affairs to tackle about this and accept this invitation as a sign of peace." Khairro said to the guard before giving the letter back and conveying the message.
Hours later a reply was sent from Encantadia
Dear President of Aldenbourg,
We sincerely hereby accept your request as your presence is known, we would like to further discuss this at our home land and such, and we also welcome your diplomat here in Encantadia as we show you our cultures and such. Though a fair warning that it might be fore or uncivil for you. Anyways, we will be expecting your diplomat landing here in Lireo, the capital of Encantadia. Again we would like to thank you for the request and we are here to bolster our diplomatic relations to each other.

After reading he called his adjutant and told him to send the Brigadegeneral, Hermann Schüß to Encantadia. After the news was sent to Schüß, Dermont ordered his adjutant to prepare a jet for the general.
A day later, Schüß woke up early at 4:30 in the morning, he told his second-in-command that he will temporarily be leader of the 57th Infantry Brigade. He walked out of the command center of Fort Oranien, wearing his olive-green officer uniform with similarly-coloured cap. He was approached by a soldier, "General, the President has prepared a jet for you, from what I've heard it's in the airfield. Come with me General", he replied, "Very well, Captain", the two walked to the airfield, not too far from the command center.
After they arrived a white private jet was waiting for the general, the two approached closer, the captain of the plane passes by the entrance and spots the general, "Ah, General! We've been waiting for you, come in!", Shüß looked at the captain who escorted him and gave him a handshake, "See you 'round", the captain replied, "Yes sir. Have a safe flight". Shüß entered the jet, they would begin flying a couple of minutes later.
