What is loaning?
Loaning, in this sense, is when someone gives you a certain amount of money for you to use (presumably to earn more) and pay back with interest.
Can we loan people Leaguecredits?
Yes, with some caveats.
How do I make sure people pay back my loans and the interest?
If you are the Consulate (in this case, functioning as bank owners) or CFAC, it's easy. The Consulate documents its loans and owns the bank so they can enforce payment by freezing or confiscating assets.
CFAC has a similar situation. As it is registered as a private company and authorized to loan by the Consulate, as long as they document that the person taking the loan knew they were taking it from CFAC the company, the loan is binding and enforceable by the Consulate.
If two people are making a loan agreement, it must be explicitly stated in every agreement that the Consulate is to notarize it. If they don't, it is simply a matter of their word and not of the bank's authority.

Light rain poured over northern Nevidimir in the Arsessyisk District, known for its malls and small businesses. The weather didn’t affect the citizens all that much as they continue their shopping. Traffic was dense as always, along the seemingly endless lines of vehicles was a small white van. The van would make its way near the center of the district, where thousands of Xussmans and tourists roamed the streets. The van stopped as a handful of unknown men exit, armed to the teeth with guns and ammunition. Most of the citizens were oblivious at first but many began to see the terrors that would happen as they scream and run for their lives. The group of men open fire on the civilian population as well as the people in the cars surrounding them. One of the men strapped himself into a bomber vest and detonated himself inside a near by building.
Police and ISS agents were deployed to the scene nearly moments later to see the monstrosities that have all ready occurred, as dozens of bodies lied in the street. The police opened fire on the group of men, they were later arrested after being clipped by Xussman snipers. They would be taken into custody and tortured before their immediate public execution which would take place the next day.
