Participating in The North Pacific (TNP) WA Development Program (WADP) is a great way to increase the value of your trading card collection. Through our card lottery, every day, two lucky WA nations receive cards of legendary rarity as gift, completely free!
How often does the lottery take place?
We run three lotteries per day: one emphasizing exchanging endorsements (the endotarting lottery), one emphasizing WA voting (the voting lottery), and one emphasizing consistent endorsing activity (the activity lottery). For each lotterry, we first determine the list of eligible WA nations. We then randomly draw a winner from each list. We finally randomly draw a legendary card to gift to each winner. The selected winners and cards are announced on the regional message board, and are also added to the list of winners below.
Here is what you need to do to enter each of the two daily lotteries.
To become a Keeper of the North, you need to join the World Assembly, if you are not already a member, and then endorse Delegate Prydania and all members of the Security Council. All in all, it should not take more than five minutes. Your nation will automatically enter all three daily lotteries each day that you are maintaining your Keeper of the North status.
You can endorse other WA nations to increase your chances of winning the endotarting lottery. For each additional WA nation you have endorsed, your name is added to the endotarting lottery one extra time. For example, if there are 1400 WA nations in TNP and you have endorsed everyone, then each day your name is added to the endotarting lottery a total of 1401 times: One for being a Keeper of the North, and 1400 for having endorsed 1400 other WA nations.
You can vote on WA resolutions to increase your chances of winning the voting lottery. For each vote you have cast in the last 30 days, your name is added to the voting lottery one extra time. For example, if you have voted on a total of five resolutions (both General Assembly and Security Council) in the last 30 days, then each day your name is added to the voting lottery a total of six times: One for being a Keeper of the North, and five for the votes you have cast on WA resolutions.
Each day you endorse even just one other nation, your name is added to the activity lottery. By endorsing others every day, you maximize your chances of winning. You can easily find new nations to endorse by visiting the endorse page.
We have put together three lists showing the chances each eligible nation has to win each of three daily lotteries. These lists update daily. If you are not listed, then that means that you are not eligible, which you can fix by becoming a Keeper of the North.

Gift cards are selected from among the list of all season 1 and season 2 legendary cards: first, a season is drawn randomly (20% chance for season 1, 80% chance for season 2), and then a card is drawn randomly from among the selected season's legendary cards with equal odds. This list comprises a total of 353 cards (184 in season 1, and 169 in season 2), including some of the most valuable cards available.
It is the end of the month, why was there no lottery today?
On the last day of the month, the lottery winners are not selected randomly. Instead, legendary cards are gifted to the winners of three top-10 categories of the WADP monthly awards. Additionally, epic cards are gifted to the winners of all awards other than the New WA Member Shout-out. Therefore, competing for the WADP monthly awards provides you with another way to win multiple free cards: up to three legendaries and five epics per month!
Legendary gift cards are selected in the same way as for the daily lottery. Epic gift cards are selected randomly from among the epic cards available in the decks of nations Card Farmer 1 to Card Farmer 2000.

Are there any other ways I can get cards for free?
Yes! You can join The North Pacific Cards Guild, which will allow you o take part in The North Pacific Great Card Giveaway. This allows you to request any non-legendary card you want, which we will then gift to you as soon as we find it.
Where do the legendary cards used in the lottery come from?
The government of The North Pacific operates nations Card Farmer 1 to Card Farmer 2000, and uses them to expand the card collection of regional nation The Northern Light. This includes the legendary cards used for the lottery.

Statement by the Gunnoseifu of Kuromatsunai
Hello to the world, Hello to the corporations that run the country known as Greater Ale Permars, Hello to our brothers and sisters in Baratochi and Volstokn. We are aware that some governments across the great planet that has been gifted to us, known as Strangereal are currently very upset with the Gunnoseifu. Despite our seemingly perpetual Isolationism from the culture and nations that’s mission is to destroy the very fabric of our humble civilization, we like to keep tabs on the opinion of our great senere state.
Our nation has lived in almost solitude for over 300 years outside of a few brief periods of openingization and the casual trading with a few outsiders. Volkish Military goods, Baratochin foodstuffs, Oilese clothing and treasuries, Crown Merchants from Sallent looking for tapestries to bring back to their homeland, we’ve seen it all. We’ve kept a strict policy of only a few, that our lands and waters are to be respected by all that come close enough to our small corner of the world on one of the most important waterways on Strangereal. From the Murasakime clan seeking refuge after the atrocities committed in Exlesia to us for lack of a better term, getting our bosoms handed to us by the Lotionese in the Smotlas War in the 1930s, we’ve seen our fair share of misfortunes.
So today, I come to the international public to discuss my thoughts about the current situation that awaits us on the stage of Strangereal. At approximately 7:12 near the Kuro-Hyōzan Naval Outpost on one of the many Islands within the Gunnoseifu, The decorated, Takahara Kenshin, gave the order to fire two Anti-ship missiles at a lone ship who had entered the waters of Kuromatsunai. One of our many pleasant soldiers made contact with the single ship and handed control over to Kenshin. Kenshin asked for the captain's name, their ship name and their destination.
The captain’s name was Horace Avera of the GPS Argenthe. He had a crew of 26 others putting it up to 27 counting him, and a house cat that snuck aboard. Commander Kenshin asked what their reasoning was for defiling our sacred waters with their ship without government permission. There was no response. We prepared to launch two missiles. Commander Kenshin asked once more their reasoning and got the same response of silence. We fired two missiles due to their refusal to give basic information and a clear lack of evidence that they intended on turning away from Kuromatsunaijin. We can only guess that a last ditch effort to save their lives was made before they passed, seeing the missiles headed towards them someone called out their destination but it was too late. I admit, as Shogun of Kuromatsunai. I betrayed the International trust by not giving said man enough time. And I would like to say. I’m sorry to the family of those lives we took. Death is never a happy thing, even if they are enemies of the people, a passing is never something to be happy about. That is all I have to say that is half reassuring.
For the past 300 years we have kept our nation clean of outsiders. And we intend on doing the same. We reject the offer of 1.2 Billion dollars and are willing to negotiate something more reasonable that is understandable to us both. We are both at fault. You for coming within our waters, us for being brash. We’ve heard your call for war against us if we reject your offer.We do not want war.
We are a heavily militarized nation, a nation of peoples who are desperate to be the vanguard against our populace and the foreign huns who travel widely across the world, committing immoral crimes against the unfortunate just as we have suffered in the past. Our mountains are great walls, our icy oceans are the frozen pits of h*ll, our rocky beaches cut into your feet like knives. We have allies from the connections our ancestors made hundreds of years ago.
We want to be left alone.

Fellow WA nations, I have compiled a list of grievances about the current resolution and submitted it in the TNP MoWA thread. I request you read the grievances before committing your vote. They are not about abortion but the callous language of the resolution and imposition of regulations without taking into account member nation's unique situations.
Clause 2 effectively forces governments to pay for a medical procedure. The clause forces a national government to bear a significant financial burden without in-fact highlighting a method to pay for it. This is of special importance in poorer countries. Additionally, if the government does not have a nationalized health service, this clause imposes additional costs in order to establish the infrastructure for the medical procedure itself. This could have worked around by providing a pathway through vouchers.
In section 4,
"WA Choice Plus is established and may construct, per section 5, clinics with funds assessed by the General Accounting Office from members in which there does not exist, in the view of the WACC, adequate access to abortion."
The meaning is ambiguous. Would the clinics be built at the member's request or where WA finds necessary? If it is the latter, I believe it is a gross violation of the sovereignty of a nation.
In section 5,
"The clinics will be built on land donated by members where the member doing so grants to the clinic a ten-year renewable lease in which no (a) direct tax or (b) indirect tax in excess of one per cent may be collected"
This is a blatant over-reach of WA authority in that it directs how member nations may tax their own land. The clinic may use utilities ranging from water and power to biomedical waste management services. These services have indirect fees. Why should not the clinics not pay fees for medical licensing or biomedical waste management? If it would be the case, shouldn't other medical establishments also be exempt from taxation? One might argue cancer and advanced age coronary disease treatment as just as necessary as abortion services and thus they should be exempt too?
Pertaining to the same quotation from section 5 above, in a resolution as comprehensive as this, there is no mention of national governments might lease land if they do not control any. For example, a federation where the government has no direct control of their land. A relatively minor issue but shows that the resolution and its author have little regard for the diversity of governments which are WA members.
