Hello members of the congress, ministers, and Mr. Pierre. I am Irene Murillo, the Minister of Foreign Affairs. I have come here to tell you that me and the Ministry of Foreign Affairs have decided to leave the alliance that you all may know as OSEAN. I still cannot believe I fell for the absolute con that this so called “alliance” is. When I made the decision to join I thought it was just a normal alliance, but no. The higher ups there are liars, dirty, dirty liars. They wanted to strip away our individualities and they wanted to put a limit on our every move. They were oppressing us. They wanted to brainwash us in order to turn us into puppets for their empires. And what about the conflict between us and Nova-gallia? They did nothing to help ease the tensions. And what about the conflict with Baratochi? They did nothing to help demilitarize our border. And guess what? They blamed it all on us. I am lucky to have seen through the lies of OSEAN, and we- as a nation, are lucky to have escaped from this corrupt organization.

Overview

People's Naval Base Lauron (PNBL) (also PNB Lauron) is a North Baban People's Navy (NBPN) base located in Haferal, Orogonia. It is under North Baban military control but can be managed anytime by the Orogonian authorities. The Haferal Military Community is composed of sailors, family members, civilians and retirees with a significant number of army and air personnel also stationed there. The base serves as the headquarters of North Baban Forces Verusa (NBFV), particularly its maritime component. In addition to its NBPN and PAFNB duties, PNB Lauron also serves as the headquarters of PANB Garrison Haferal of the PANB Installation Control Command, an umbrella for all PANB military properties in Haferal. The base is named after Port Lauron, in turn named after the sailor who initially explored the region.

History

Located in Orogonia’s temperate rainforest Northwestern Region, Port Lauron previously served mainly as an Orogonian Navy facility. Many Orogonian ships were stationed there during military tensions in Western Verusa, to defend their nation. The town of Haferal is located on the port, with many fjords along the coast, and their economy relies mainly on fishing and logging.

In 2020, the Republic of Orogonia, wishing to further expand its economy, decided to cut military funding and sell many of its properties which resulted in the closure of several Orogonian Navy ports. When the Orogonian government decided to sell said installations to shipping companies, North Baba offered to lease one of them for use as a naval base. An agreement was signed giving North Baba a former military facility on Port Lauron, near Haferal. North Baba was to occupy, use, and modify all agreed properties to fit the needs of a military base. Orogonia was to retain ultimate sovereignty, but during the occupation, North Baba was to exercise sole jurisdiction over the properties. Therefore, it was understood that the North Baban government would have the right to acquire, by purchase or eminent domain, any land included therein. This site eventually became PNB Lauron.

A second agreement stipulated payment methods, set up a survey of the site, paid for by North Baba, and the marking of boundaries with fences. All private lands within the boundaries were acquired by Orogonia with a North Baban advance payment facilitating said purchases. Mutual extradition was guaranteed as well as the prohibition of any commercial or other enterprise within the leased areas.

On 24 September 2020, North Baban Forces Verusa (NBFV) were moved from their previous garrison in PNB Handal and formally stationed via a North Baba-Orogonia agreement. They regularly participate in URSO deployments around the continent.

The military facilities at PNB Lauron provide berthing and shore side support to surface ships and submarines, as well as maintenance and training. PNB Lauron can accommodate the largest ships in the Erinevo Fleet, which stayed behind in PNB Handal. It includes dry dock services and is now home to over 30 commands. Housing, personnel, and family support are also provided and are an integral part of the shore side activities, which encompasses both permanent and passing personnel.
Lauron serves as host to a large number of visiting submariners as it is the only North Baban maintenance facility for submarines in the Verusan mainland.

Daily life

There are numerous housing facilities, commissaries and a wide range of amenities and services including a library, multi-faith chapel, visitor's quarters, swimming pools, bowling lanes, cinemas and theatres, as well as sports pitches. PNB Lauron is self-contained with its own power station, water purification plant and sewage farm. Water taken from numerous creeks (given the area’s rainforest climate) for the irrigation systems enables green lawns, flower beds and ornamental Botanical Gardens.

Within the camp perimeter, the Civilian Cantonment provides the accommodation for NBFV families. The cantonment population of about 4,800 have their own schools, hospital, churches, temples, mosques, cinema and shopping & dining facilities.

PNB Lauron contributes nearly 500 million hurlings annually into the local community as it is the largest employer within the Northwestern Region, providing 6,521 jobs in the community.

The perimeter fence round the base encloses Haferal Field which, in addition to being the PAFNB’s launch point of strategic air mobility and operational missions in Verusa, operates several flights to and from PNB Handal in North Baba, PAFB Accantolago in Anea, and Pheoria International Airport as well aircraft and helicopters supporting base operations. It is under the jurisdiction of North Baban Air Forces Verusa (NBAFV), which is also headquartered on the base as the PAFNB service component command for the NBFV.

Education

North Baban Family Education (NBFE) provides for the education of the children of NBFV families and Ministry of Defense (MOD) personnel with one primary school and one secondary school, Haferal Primary School and The Verusa School, respectively. The Port Lauron School for Infant Development (PLSID) provides child care for dependents from six weeks to four years old. Serve North Baba operates a Youth Center that provides activities for dependents.
