Dear fellow South Pacificans,

You may know me as the Local Councillor on the Regional Message Board who tries futilely to contain our region’s crazy torture queen and her penguin accomplice. You may know me as the graphic designer and typography obsessive in the Ministry of Regional Affairs. You may know me from serving with me in the SPSF, our regional military, or from my repeated endorsements of your nation as part of the SWAN program. You may know me from #legislators-lounge on discord or from Assembly threads on the forum.

And this is precisely why, today, I am running to be our next World Assembly delegate. Because I believe I am the candidate with the most wide-ranging and thorough involvement in our region. TSP’s subcommunities and subactivities are many and varied—which is a major part of what makes us such an amazing, robust region—and I have made an effort to dedicate myself to each one of them. I am equally happy to talk to you through telegrams as in a discord channel, and equally happy to read what you have to say on the Regional Message Board as on the forums. For the delegate, who is responsible for spiritually uniting these subactivities into one greater South Pacific, I believe this dedication to the entire region is fundamentally one of the most important qualities one can have.

The First Biscuit: Endorsement Enthusiasm

    Short Version:

  • I am consistently the most active and complete endorser in the region, I have the most endorsements in the region outside of the Council on Regional Security, and I endorse new nations super-quickly!

  • I will continue to promote SWAN, our amazing World Assembly Initiative, and I want to hold a monthly Endorsement Day to specially promote it using the WFE, flag, regional telegrams, competitions, etc. ^_^

  • I'd also like to work towards a fuller WA Ministry as Erinor and United States of Vietnam have proposed. :)

Although the delegate, in most regards, should not be our region’s policy-setter (we have an entire executive branch for that!), there is one area in which the delegate must be as dynamic and forward-pushing as possible: the Southern World Assembly Initiative and the related “endorsement culture”.

I believe my endo-tarting credentials speak for themselves: I have consistently topped the list for most active and complete endorser in the region, with 100% of nations in TSP endorsed almost every day in the past month. Recently I’ve become the nation with the most endorsements in TSP outside of the Council on Regional Security and delegate. And I tart quickly:

Erinor (Seraph) has set an amazingly high bar during his delegacy, endorsing nearly every new nation within hours of their joining the WA, and I will not lower this bar one bit.

I’ve been involved with the Southern World Assembly Initiative (SWAN) from near its inception, having the privilege of working with USoVietnam (and constantly being wowed by his great work and technical skills). Although I initially got involved just to make graphics for the initiative’s awards, it’s become one of my favorite things to work on and participate in in the region. As delegate, I will continue to promote SWAN, and will use the office and powers of the delegate to the utmost to advance the program through the welcome telegram, any of my telegram replies and mass communications (even those unrelated to SWAN otherwise!), the WFE and flag, and the RMB. I’d like to work with SWAN planners and the LC to hold a monthly Endorsement Day, where we’d send out a mass telegram about SWAN, change up the regional graphics to promote the initiative, and possibly hold a competition for who can get to the highest number of endorsed nations by the next game update.

Erinor (Seraph) has talked about looking to, as a long-term goal, expand SWAN into a full WA ministry somewhat like TNP’s. I’d like to continue that goal, and if not having it end up as a full ministry at least keep working constantly to expand SWAN. We’ve already come so far since just a few delegacies ago, when a WA initiative was just a figment of our imaginations. 1000 is not an impossible future.

The Second Biscuit: Safe, Secure, and Knowledgeable

    Short Version:

  • I will step back from policy-making and act in a "founderly" manner as delegate.

  • I have extensive experience! My military experience prepares me to take on the region's top security role-- I served as TSP’s Minister of Military Affairs for two terms, as well as Minister of Foreign Affairs, and I was in the leadership of the resistance to the 2017 coup d'etat of Lazarus.


    Longer Version:

Over the course of my NS life I’ve had experience in many regions, and I’ve seen many different systems. Of course, in TSP we’re a Game-Created Region, so we don’t have a founder. But in many ways, the delegate is a bit like a pseudo-founder. The delegate must embody the core of what it means to be a denizen of the region— and practice those values themselves. The delegate must promote a system for the integration of the region and must step back from the policy-making, just like a founder must do or else risk involving no one else in their region but themselves. TSP’s system is purposefully designed this way, to echo the role of a founder, because it is a fundamentally stable arrangement. I’ve been impressed by how often, in other regions, people hold up our system for the delegacy as a model of what works well. And it does! As delegate, I will adopt a “founderly” outlook on my role, invoking those principles that a benevolent founder must use in developing his or her region - acting as a stable core and holding executive officer powers "in trust" for the government - to guide my actions in the delegacy.

In the realm of more boots-on-the-ground matters, I have extensive Raiding/Defending military experience, and served as TSP’s Minister of Military Affairs for two terms. This military background has taught me many of the concepts and techniques that are also relevant for regional security matters (including influence, updates, endorsement details, and so on). I also served a term as Minister of Foreign Affairs, which contributed to my knowledge of the gameplay world. Outside of TSP, I was head of state of Lazarus—another Game-Created Region—and was involved in the resistance to the 2017 coup of its government and its rebuilding in 2018, both of which gave me much greater knowledge of how these kinds of crises occur and how to deal with them.

In the end, though, I trust most of all the members of the Council on Regional Security, and I will look to work with them in my capacity as delegate. They are all far more skilled and knowledgeable than I on security matters, and I could not have more faith in them.

The Third Biscuit: The RMB and Local Council

    Short Version:

  • I believe that the delegate is not only a figurehead, but also the specific leader of TSP's gameside!

  • More experience! I have now been a Local Councillor for two terms, and I will use that knowledge of the LC to work more closely with the incoming Councillors, especially in managing continuity between incoming and outgoing Local Councils during and after transition periods.

  • I enjoy reading and posting on the Regional Message Board, and I'm extremely familiar with the RMB. As delegate I will continue to be an active reader and participant. :)

  • I will continue to push for reasonable moderation of the RMB as delegate.


    Longer Version:

The Delegate is not only the figurehead of the whole region, but also the specific leader of TSP’s gameside, simply by virtue of “holding the keys” to the gameside, so to speak, and being that flag at the top of the region page. Because of that, I firmly believe that it is very important that the delegate work closely with the Local Council and be an active reader of the RMB.

I’ve now been a Local Councillor for two (non-consecutive) terms, and I will use that knowledge of the LC and relationship with the institution to work more closely with the incoming Councillors. Just coming off of a LC term, I feel quite connected to and aware of the LC’s processes, and I would like to continue to help the Council out with advice, continuity management, and any other assistance they request of me. This term, I set up a “LC Records” spreadsheet with code to automate the recording of RMB messages and a place to report which Councillor was “covering” those messages. I found this very useful—at least for myself!—in recording how much of the RMB I was actually reading and adding a bit of “competition” flair to see who could cover the most. With the assent of the LC, I would like to continue to use that spreadsheet or make a copy of it for myself to keep myself organized and on-track and record any moderation actions taken.

I am quite happy to say that the moderation efforts in the past LC term have been pretty successful at redirecting the RMB towards a more diverse selection of content and minimizing inappropriate roleplay (though of course we’re still working out RP snags here and there :P). We’re not perfect, but the situation (‘floofgate’?) has stabilized a great deal. I will continue to push for reasonable moderation of the RMB as delegate.

  • I'll vote in the General Assembly according to the majority vote of the region, and follow the recommendation of the Cabinet on Security Council proposals. ^_^

  • More explanations! I'd like make a dispatch of different expert opinions and write a RMB and discord post explaning the situation and asking for your opinions on each WA proposal that comes up to vote.

I don’t have any radical new plans for voting in the WA, because I think our current system works well. Like Erinor (Seraph), I will vote with the majority of the region on General Assembly proposals and follow the Cabinet’s recommendation on Security Council proposals.

The WA is one of the easiest and first things new citizens see on gameside after they get through Issues. We can build on that ease of access and further raise the likelihood of people getting involved by developing some more WA-focused infrastructure onsite. To that end, when there is a controversial WA vote (especially in the GA), I’d like to pull together a dispatch of different “voices” from both TSP’s WA-knowledgeable leadership and the SC or GA community offering a couple sentences of explanation each for their position on the proposal. As delegate, I will also endeavour to write a RMB and discord post for each WA vote, bringing up the topic and asking for opinions.

The delegate, by nature of its position and regional officer powers, has many unique responsibilities but also many unique opportunities. I will absolutely bring back Coup Tuesdays (or maybe some other day of the week this time around), a fun tradition which I never experienced in its original incarnation but I’d love to start up again. ^_^ The delegate is the first face that many a new nation sees, and therefore has to be able to promptly and enthusiastically direct people to the right place. I am highly approachable and— as I state in almost every outgoing WA telegram— my telegram (or discord) inbox is always open. Integrating the gameside with our off-site venues is a never-ending mission that I will continue to focus on as delegate -- one idea I have is to set up a program with the MoRA to have ministry members (including me!) telegram new nations personally and individually instead of via mass telegram. This might also work into a wider mentorship program for new players.

In general, I am not planning to change much about the delegacy. Change is the job of the Assembly and Cabinet; stability is the job of the delegate.

I’ve come to care deeply about TSP over the past 2+ years I’ve been here. Even when I felt I had to take a break from the Assembly for a few months, there was no question in my mind that I was sticking around (and, indeed, I soon ended up as a LC). You all are some of my favorite people on NationStates and anywhere on the internet. <3 As someone who’s been welcomed wholeheartedly into this community and found a home for myself, I aim to create that same welcoming, caring, nurturing, and encouraging environment for others, and will continue to do so as delegate.

I assume you're talking about the whole NPO/Feux/Adytus fiasco. I would act much as Seraph did. To be honest, most of that situation was not for the delegate to handle -- it was a policy response for the Cabinet and MoFA to handle (as they did). The delegate just needs to be knowledgeable about the situation and keep people calm and informed.

The matter is complicated by the fact that I was Minister of Foreign Affairs at the time, but if I were in the place I am today, I'd probably post a message to the effect of "I'm greatly concerned by the situation and hope to hear the Cabinet's response as soon as possible".

Endotart just as much as I have been already, combined with the tools of mass telegrams and the monthly Endorsement Day that I mentioned in my campaign! I don't think you'll find anyone more dedicated to bringing our endorsements way up :P (Though, of course, I can't promise that our WA numbers will cooperate.) The higher the delegate and CRS's endorsements are, the higher we can raise the cap. And believe me, I know how nice it is to have the cap raised <.< >.>

Well, if we're going for the best ice cream imaginable... triple chocolate, peanut butter (or almond butter is even better), and chocolate pudding ice cream with brownie/fudge swirls and peanut butter cups can't be beat.

I doubt this actually exists, so I usually make do by combining chocolate fudge brownie and peanut butter ice creams.

I will absolutely bring back Coup Tuesdays (or maybe some other day of the week this time around), a fun tradition which I never experienced in its original incarnation but I’d love to start up again. ^_^ The delegate is the first face that many a new nation sees, and therefore has to be able to promptly and enthusiastically direct people to the right place. I am highly approachable and— as I state in almost every outgoing WA telegram— my telegram (or discord) inbox is always open. Integrating the gameside with our off-site venues is a never-ending mission that I will continue to focus on as delegate -- one idea I have is to set up a program with the MoRA to have ministry members (including me!) telegram new nations personally and individually instead of via mass telegram. This might also work into a wider mentorship program for new players.

In general, I am not planning to change much about the delegacy. Change is the job of the Assembly and Cabinet; stability is the job of the delegate.

I’ve come to care deeply about TSP over the past 2+ years I’ve been here. Even when I felt I had to take a break from the Assembly for a few months, there was no question in my mind that I was sticking around (and, indeed, I soon ended up as a LC). You all are some of my favorite people on NationStates and anywhere on the internet. <3 As someone who’s been welcomed wholeheartedly into this community and found a home for myself, I aim to create that same welcoming, caring, nurturing, and encouraging environment for others, and will continue to do so as delegate.

I assume you're talking about the whole NPO/Feux/Adytus fiasco. I would act much as Seraph did. To be honest, most of that situation was not for the delegate to handle -- it was a policy response for the Cabinet and MoFA to handle (as they did). The delegate just needs to be knowledgeable about the situation and keep people calm and informed.

The matter is complicated by the fact that I was Minister of Foreign Affairs at the time, but if I were in the place I am today, I'd probably post a message to the effect of "I'm greatly concerned by the situation and hope to hear the Cabinet's response as soon as possible".

Endotart just as much as I have been already, combined with the tools of mass telegrams and the monthly Endorsement Day that I mentioned in my campaign! I don't think you'll find anyone more dedicated to bringing our endorsements way up :P (Though, of course, I can't promise that our WA numbers will cooperate.) The higher the delegate and CRS's endorsements are, the higher we can raise the cap. And believe me, I know how nice it is to have the cap raised <.< >.>

Well, if we're going for the best ice cream imaginable... triple chocolate, peanut butter (or almond butter is even better), and chocolate pudding ice cream with brownie/fudge swirls and peanut butter cups can't be beat.

I doubt this actually exists, so I usually make do by combining chocolate fudge brownie and peanut butter ice creams.

The First Biscuit: Endorsement Enthusiasm

    Short Version:

  • I am consistently the most active and complete endorser in the region, I have the most endorsements in the region outside of the Council on Regional Security, and I endorse new nations super-quickly!

  • I will continue to promote SWAN, our amazing World Assembly Initiative, and I want to hold a monthly Endorsement Day to specially promote it using the WFE, flag, regional telegrams, competitions, etc. ^_^

  • I'd also like to work towards a fuller WA Ministry as Erinor and United States of Vietnam have proposed. :)


    Longer Version:

Although the delegate, in most regards, should not be our region’s policy-setter (we have an entire executive branch for that!), there is one area in which the delegate must be as dynamic and forward-pushing as possible: the Southern World Assembly Initiative and the related “endorsement culture”.

I believe my endo-tarting credentials speak for themselves: I have consistently topped the list for most active and complete endorser in the region, with 100% of nations in TSP endorsed almost every day in the past month. Recently I’ve become the nation with the most endorsements in TSP outside of the Council on Regional Security and delegate. And I tart quickly:

Erinor (Seraph) has set an amazingly high bar during his delegacy, endorsing nearly every new nation within hours of their joining the WA, and I will not lower this bar one bit.

I’ve been involved with the Southern World Assembly Initiative (SWAN) from near its inception, having the privilege of working with USoVietnam (and constantly being wowed by his great work and technical skills). Although I initially got involved just to make graphics for the initiative’s awards, it’s become one of my favorite things to work on and participate in in the region. As delegate, I will continue to promote SWAN, and will use the office and powers of the delegate to the utmost to advance the program through the welcome telegram, any of my telegram replies and mass communications (even those unrelated to SWAN otherwise!), the WFE and flag, and the RMB. I’d like to work with SWAN planners and the LC to hold a monthly Endorsement Day, where we’d send out a mass telegram about SWAN, change up the regional graphics to promote the initiative, and possibly hold a competition for who can get to the highest number of endorsed nations by the next game update.

Erinor (Seraph) has talked about looking to, as a long-term goal, expand SWAN into a full WA ministry somewhat like TNP’s. I’d like to continue that goal, and if not having it end up as a full ministry at least keep working constantly to expand SWAN. We’ve already come so far since just a few delegacies ago, when a WA initiative was just a figment of our imaginations. 1000 is not an impossible future.

The Second Biscuit: Safe, Secure, and Knowledgeable

    Short Version:

  • I will step back from policy-making and act in a "founderly" manner as delegate.

  • I have extensive experience! My military experience prepares me to take on the region's top security role-- I served as TSP’s Minister of Military Affairs for two terms, as well as Minister of Foreign Affairs, and I was in the leadership of the resistance to the 2017 coup d'etat of Lazarus.


    Longer Version:

Over the course of my NS life I’ve had experience in many regions, and I’ve seen many different systems. Of course, in TSP we’re a Game-Created Region, so we don’t have a founder. But in many ways, the delegate is a bit like a pseudo-founder. The delegate must embody the core of what it means to be a denizen of the region— and practice those values themselves. The delegate must promote a system for the integration of the region and must step back from the policy-making, just like a founder must do or else risk involving no one else in their region but themselves. TSP’s system is purposefully designed this way, to echo the role of a founder, because it is a fundamentally stable arrangement. I’ve been impressed by how often, in other regions, people hold up our system for the delegacy as a model of what works well. And it does! As delegate, I will adopt a “founderly” outlook on my role, invoking those principles that a benevolent founder must use in developing his or her region - acting as a stable core and holding executive officer powers "in trust" for the government - to guide my actions in the delegacy.

In the realm of more boots-on-the-ground matters, I have extensive Raiding/Defending military experience, and served as TSP’s Minister of Military Affairs for two terms. This military background has taught me many of the concepts and techniques that are also relevant for regional security matters (including influence, updates, endorsement details, and so on). I also served a term as Minister of Foreign Affairs, which contributed to my knowledge of the gameplay world. Outside of TSP, I was head of state of Lazarus—another Game-Created Region—and was involved in the resistance to the 2017 coup of its government and its rebuilding in 2018, both of which gave me much greater knowledge of how these kinds of crises occur and how to deal with them.

In the end, though, I trust most of all the members of the Council on Regional Security, and I will look to work with them in my capacity as delegate. They are all far more skilled and knowledgeable than I on security matters, and I could not have more faith in them.

The Third Biscuit: The RMB and Local Council

    Short Version:

  • I believe that the delegate is not only a figurehead, but also the specific leader of TSP's gameside!

  • More experience! I have now been a Local Councillor for two terms, and I will use that knowledge of the LC to work more closely with the incoming Councillors, especially in managing continuity between incoming and outgoing Local Councils during and after transition periods.

  • I enjoy reading and posting on the Regional Message Board, and I'm extremely familiar with the RMB. As delegate I will continue to be an active reader and participant. :)

  • I will continue to push for reasonable moderation of the RMB as delegate.

The Delegate is not only the figurehead of the whole region, but also the specific leader of TSP’s gameside, simply by virtue of “holding the keys” to the gameside, so to speak, and being that flag at the top of the region page. Because of that, I firmly believe that it is very important that the delegate work closely with the Local Council and be an active reader of the RMB.

I’ve now been a Local Councillor for two (non-consecutive) terms, and I will use that knowledge of the LC and relationship with the institution to work more closely with the incoming Councillors. Just coming off of a LC term, I feel quite connected to and aware of the LC’s processes, and I would like to continue to help the Council out with advice, continuity management, and any other assistance they request of me. This term, I set up a “LC Records” spreadsheet with code to automate the recording of RMB messages and a place to report which Councillor was “covering” those messages. I found this very useful—at least for myself!—in recording how much of the RMB I was actually reading and adding a bit of “competition” flair to see who could cover the most. With the assent of the LC, I would like to continue to use that spreadsheet or make a copy of it for myself to keep myself organized and on-track and record any moderation actions taken.

I am quite happy to say that the moderation efforts in the past LC term have been pretty successful at redirecting the RMB towards a more diverse selection of content and minimizing inappropriate roleplay (though of course we’re still working out RP snags here and there :P). We’re not perfect, but the situation (‘floofgate’?) has stabilized a great deal. I will continue to push for reasonable moderation of the RMB as delegate.

I don’t have any radical new plans for voting in the WA, because I think our current system works well. Like Erinor (Seraph), I will vote with the majority of the region on General Assembly proposals and follow the Cabinet’s recommendation on Security Council proposals.

The WA is one of the easiest and first things new citizens see on gameside after they get through Issues. We can build on that ease of access and further raise the likelihood of people getting involved by developing some more WA-focused infrastructure onsite. To that end, when there is a controversial WA vote (especially in the GA), I’d like to pull together a dispatch of different “voices” from both TSP’s WA-knowledgeable leadership and the SC or GA community offering a couple sentences of explanation each for their position on the proposal. As delegate, I will also endeavour to write a RMB and discord post for each WA vote, bringing up the topic and asking for opinions.

Hi! It's your local friendly longest-serving former Prime Minister, military guru, and a bunch of other things running for Delegate! I won’t shower you too much with fluff and grandeur, because I have some exciting ideas to bring to the table, so let’s dive right into it:

Coup Tuesdays! A once-a-week change of regional theme for a day

Introduced by Delegate Kringalia several years ago, this consisted of a weekly retheming of the region for a day to make it look like a fake coup. It’s great fun, and I have some nice ideas for themes. Full Disclosure, they might not always be Tuesdays if RL interferes, but once a week for sure!
The Second-Day Initiative! Helping nations that stay become better integrated

The first day of NationStates is, unfortunately, always a bit overwhelming, particularly with the brutal flood of recruitment telegrams and whatnot. I have a tool that can give me a list of nations in the South Pacific that have logged in on their second day in the game. Reaching out to those that survived the initial onslaught to get involved in whatever facet of the community that fits them best is a great way to boost involvement and activity across the board.
World Assembly Matters! I want to talk to all of you about how we vote

Our long-standing tradition has been that, with the exception of foreign policy relevant Security Council resolutions that the Cabinet cares about, the Delegate votes with the region in the World Assembly. I don’t want to change that much, but I do want to talk to all of you about what’s going on in the World Assembly, ideally on our Regional Message Board but possibly also on the forum and on Discord. I want to have a dialogue with all of you about the resolution and then casting my vote based on that dialogue.
Awards! Giving South Pacificans the recognition they deserve

There have been discussions on and off for years about some sort of regional awards system, usually based on legislation, but the bully pulpit of the Delegate (particularly given the Delegate’s ceremonial role as head of state in our region) is the perfect place to get that started. I want to get together an odd-numbered group of people from various facets of our region to find viable and deserving individuals to get some recognition for their hard work in service of the South Pacific.
A Welcoming RMB! Optimizing it for new nations

Our RMB has gotten so much better recently (thanks, in part, to the efforts by my esteemed opponent Aumeltopia), but there are still things we can improve even further. A new nation’s first contact with the community is usually the regional message board, and NationStates (with its various emergent styles of play) is a tough game to get into initially, so it’s important to have that place available. New nations should not feel like they are intruding, or being ignored, or drowned out, when they ask new questions on our RMB. At the same time, we do have a distinct RMB culture that we don’t want to kick to the side either. It’s a delicate balancing act, and I argue that my experience as admin and moderator in multiple regions (and also beyond the confines of NationStates) means I will be able to effectively coordinate with the Local Council to improve our RMB even further.

The Delegate holds the key to the region, and I think it’s fair to say I’ve proven my undying dedication to the Coalition and its values. Besides, I’ve had SPIT IRL (picture proof can be found on Discord, pinned in #lampshade-bar), and I’ve posted videos of me playing a guitar while wearing a lampshade. How South Pacifican is that?!
Endorsement Trading! TL;DR I'm good at it

Even though I had been using my World Assembly membership for military purposes for most of the past three years, I know how to swap endorsements well — just today, I was ranked #1 on TSP’s “Number of Nations Endorsing” census, and a few days ago I won the “Most endorse buttons clicked” award in SWAN Award Volume #11. That’s important to keep and increase our power in World Assembly affairs and to keep the region more secure against foreign subversives trying to overthrow us.

That was quite a bit, but I could drone on about all of these topics for hours. I’ll leave it at these summaries, and am anxiously awaiting all of your questions. I’m always reachable through telegram, RMB mention, Discord (Roavin#5410), forum message (Linkhttps://tspforums.xyz/user-635.html), etc.

Oh, and the boring part. Here's a brief summary of my tenure in TSP and my conflict of interest disclosure, so if that bores you, just skip it entirely.

I’m TSP’s longest serving prime minister at 4 terms, have also served 2 terms as Minister of Military Affairs, one (ill-fated) term as Minister of Regional Affairs, a term as Chair of Assembly, have served as interim Legislator Committee member several times, am now an off-site administrator and senior moderator, and have been involved in debate or drafting of a very significant portion of our laws at this point. Furthermore, particularly in the past two years, I’ve also been ostensibly the one worrying and looking after our security the most of all of us bar members of the CRS, and I’m a frequent contributor of the Security Council chamber of the World Assembly, and have authored and passed a Security Council resolution. I’m also an administrator on the NationStates Gameplay Discord server.

On conflicts of interest: My main region is the South Pacific, and that won’t change. I am also a citizen in Lazarus and don’t intend to enter its political government. Furthermore, I serve as Chief Justice in Mariner Trench, the companion region to the MT Army. For both, I see the potential for conflicts as extremely low and I’d sooner just resign from either of those than have an actual conflict at any point.

TSP’s subcommunities and subactivities are many and varied—which is a major part of what makes us such an amazing, robust region—and I have made an effort to dedicate myself to each one of them. I am equally happy to talk to you through telegrams as in a discord channel, and equally happy to read what you have to say on the Regional Message Board as on the forums. For the delegate, who is responsible for spiritually uniting these subactivities into one greater South Pacific, I believe this dedication to the entire region is fundamentally one of the most important qualities one can have.

The First Biscuit: Endorsement Enthusiasm

    Short Version:

  • I am consistently the most active and complete endorser in the region, I have the most endorsements in the region outside of the Council on Regional Security, and I endorse new nations super-quickly!

  • I will continue to promote SWAN, our amazing World Assembly Initiative, and I want to hold a monthly Endorsement Day to specially promote it using the WFE, flag, regional telegrams, competitions, etc. ^_^

  • I'd also like to work towards a fuller WA Ministry as Erinor and United States of Vietnam have proposed. :)

Although the delegate, in most regards, should not be our region’s policy-setter (we have an entire executive branch for that!), there is one area in which the delegate must be as dynamic and forward-pushing as possible: the Southern World Assembly Initiative and the related “endorsement culture”.

I believe my endo-tarting credentials speak for themselves: I have consistently topped the list for most active and complete endorser in the region, with 100% of nations in TSP endorsed almost every day in the past month. Recently I’ve become the nation with the most endorsements in TSP outside of the Council on Regional Security and delegate. And I tart quickly:

Erinor (Seraph) has set an amazingly high bar during his delegacy, endorsing nearly every new nation within hours of their joining the WA, and I will not lower this bar one bit.

I’ve been involved with the Southern World Assembly Initiative (SWAN) from near its inception, having the privilege of working with USoVietnam (and constantly being wowed by his great work and technical skills). Although I initially got involved just to make graphics for the initiative’s awards, it’s become one of my favorite things to work on and participate in in the region. As delegate, I will continue to promote SWAN, and will use the office and powers of the delegate to the utmost to advance the program through the welcome telegram, any of my telegram replies and mass communications (even those unrelated to SWAN otherwise!), the WFE and flag, and the RMB. I’d like to work with SWAN planners and the LC to hold a monthly Endorsement Day, where we’d send out a mass telegram about SWAN, change up the regional graphics to promote the initiative, and possibly hold a competition for who can get to the highest number of endorsed nations by the next game update.

Erinor (Seraph) has talked about looking to, as a long-term goal, expand SWAN into a full WA ministry somewhat like TNP’s. I’d like to continue that goal, and if not having it end up as a full ministry at least keep working constantly to expand SWAN. We’ve already come so far since just a few delegacies ago, when a WA initiative was just a figment of our imaginations. 1000 is not an impossible future.

The Second Biscuit: Safe, Secure, and Knowledgeable

    Short Version:

  • I will step back from policy-making and act in a "founderly" manner as delegate.

  • I have extensive experience! My military experience prepares me to take on the region's top security role-- I served as TSP’s Minister of Military Affairs for two terms, as well as Minister of Foreign Affairs, and I was in the leadership of the resistance to the 2017 coup d'etat of Lazarus.


    Longer Version:

Over the course of my NS life I’ve had experience in many regions, and I’ve seen many different systems. Of course, in TSP we’re a Game-Created Region, so we don’t have a founder. But in many ways, the delegate is a bit like a pseudo-founder. The delegate must embody the core of what it means to be a denizen of the region— and practice those values themselves. The delegate must promote a system for the integration of the region and must step back from the policy-making, just like a founder must do or else risk involving no one else in their region but themselves. TSP’s system is purposefully designed this way, to echo the role of a founder, because it is a fundamentally stable arrangement. I’ve been impressed by how often, in other regions, people hold up our system for the delegacy as a model of what works well. And it does! As delegate, I will adopt a “founderly” outlook on my role, invoking those principles that a benevolent founder must use in developing his or her region - acting as a stable core and holding executive officer powers "in trust" for the government - to guide my actions in the delegacy.

In the realm of more boots-on-the-ground matters, I have extensive Raiding/Defending military experience, and served as TSP’s Minister of Military Affairs for two terms. This military background has taught me many of the concepts and techniques that are also relevant for regional security matters (including influence, updates, endorsement details, and so on). I also served a term as Minister of Foreign Affairs, which contributed to my knowledge of the gameplay world. Outside of TSP, I was head of state of Lazarus—another Game-Created Region—and was involved in the resistance to the 2017 coup of its government and its rebuilding in 2018, both of which gave me much greater knowledge of how these kinds of crises occur and how to deal with them.

In the end, though, I trust most of all the members of the Council on Regional Security, and I will look to work with them in my capacity as delegate. They are all far more skilled and knowledgeable than I on security matters, and I could not have more faith in them.

The Third Biscuit: The RMB and Local Council

    Short Version:

  • I believe that the delegate is not only a figurehead, but also the specific leader of TSP's gameside!

  • More experience! I have now been a Local Councillor for two terms, and I will use that knowledge of the LC to work more closely with the incoming Councillors, especially in managing continuity between incoming and outgoing Local Councils during and after transition periods.

  • I enjoy reading and posting on the Regional Message Board, and I'm extremely familiar with the RMB. As delegate I will continue to be an active reader and participant. :)

  • I will continue to push for reasonable moderation of the RMB as delegate.


    Longer Version:

The Delegate is not only the figurehead of the whole region, but also the specific leader of TSP’s gameside, simply by virtue of “holding the keys” to the gameside, so to speak, and being that flag at the top of the region page. Because of that, I firmly believe that it is very important that the delegate work closely with the Local Council and be an active reader of the RMB.

I’ve now been a Local Councillor for two (non-consecutive) terms, and I will use that knowledge of the LC and relationship with the institution to work more closely with the incoming Councillors. Just coming off of a LC term, I feel quite connected to and aware of the LC’s processes, and I would like to continue to help the Council out with advice, continuity management, and any other assistance they request of me. This term, I set up a “LC Records” spreadsheet with code to automate the recording of RMB messages and a place to report which Councillor was “covering” those messages. I found this very useful—at least for myself!—in recording how much of the RMB I was actually reading and adding a bit of “competition” flair to see who could cover the most. With the assent of the LC, I would like to continue to use that spreadsheet or make a copy of it for myself to keep myself organized and on-track and record any moderation actions taken.

I am quite happy to say that the moderation efforts in the past LC term have been pretty successful at redirecting the RMB towards a more diverse selection of content and minimizing inappropriate roleplay (though of course we’re still working out RP snags here and there :P). We’re not perfect, but the situation (‘floofgate’?) has stabilized a great deal. I will continue to push for reasonable moderation of the RMB as delegate.

I don’t have any radical new plans for voting in the WA, because I think our current system works well. Like Erinor (Seraph), I will vote with the majority of the region on General Assembly proposals and follow the Cabinet’s recommendation on Security Council proposals.

The WA is one of the easiest and first things new citizens see on gameside after they get through Issues. We can build on that ease of access and further raise the likelihood of people getting involved by developing some more WA-focused infrastructure onsite. To that end, when there is a controversial WA vote (especially in the GA), I’d like to pull together a dispatch of different “voices” from both TSP’s WA-knowledgeable leadership and the SC or GA community offering a couple sentences of explanation each for their position on the proposal. As delegate, I will also endeavour to write a RMB and discord post for each WA vote, bringing up the topic and asking for opinions.

    Longer Version:

The delegate, by nature of its position and regional officer powers, has many unique responsibilities but also many unique opportunities. I will absolutely bring back Coup Tuesdays (or maybe some other day of the week this time around), a fun tradition which I never experienced in its original incarnation but I’d love to start up again. ^_^ The delegate is the first face that many a new nation sees, and therefore has to be able to promptly and enthusiastically direct people to the right place. I am highly approachable and— as I state in almost every outgoing WA telegram— my telegram (or discord) inbox is always open. Integrating the gameside with our off-site venues is a never-ending mission that I will continue to focus on as delegate -- one idea I have is to set up a program with the MoRA to have ministry members (including me!) telegram new nations personally and individually instead of via mass telegram. This might also work into a wider mentorship program for new players.

In general, I am not planning to change much about the delegacy. Change is the job of the Assembly and Cabinet; stability is the job of the delegate.

I’ve come to care deeply about TSP over the past 2+ years I’ve been here. Even when I felt I had to take a break from the Assembly for a few months, there was no question in my mind that I was sticking around (and, indeed, I soon ended up as a LC). You all are some of my favorite people on NationStates and anywhere on the internet. <3 As someone who’s been welcomed wholeheartedly into this community and found a home for myself, I aim to create that same welcoming, caring, nurturing, and encouraging environment for others, and will continue to do so as delegate.

I assume you're talking about the whole NPO/Feux/Adytus fiasco. I would act much as Seraph did. To be honest, most of that situation was not for the delegate to handle -- it was a policy response for the Cabinet and MoFA to handle (as they did). The delegate just needs to be knowledgeable about the situation and keep people calm and informed.

The matter is complicated by the fact that I was Minister of Foreign Affairs at the time, but if I were in the place I am today, I'd probably post a message to the effect of "I'm greatly concerned by the situation and hope to hear the Cabinet's response as soon as possible".

Endotart just as much as I have been already, combined with the tools of mass telegrams and the monthly Endorsement Day that I mentioned in my campaign! The higher the delegate and CRS's endorsements are, the higher we can raise the cap. And believe me, I know how nice it is to have the cap raised <.< >.>

Well, if we're going for the best ice cream imaginable... triple chocolate, peanut butter (or almond butter is even better), and chocolate pudding ice cream with brownie/fudge swirls and peanut butter cups can't be beat.

I doubt this actually exists, so I usually make do by combining chocolate fudge brownie and peanut butter ice creams.

Local Council

Hello! Welcome to The South Pacific, and its regional message board, or RMB! It is a vibrant, active place where people from all around the world can hang out and talk. It is the region's primary place of communication, and is open to all types of conversations, debates, and overall fun. However, without some form of rules, the RMB would be a wild, annoying, and downright un-enjoyable place. And so, due to this, rules must be laid down and enforced. These are important to protect everyone's safety, dignity, and sanity. So we all ask that you please take the time to read the following rules, and try your hardest to follow them. Remember, there are consequences for breaking the rules.

Note: The “Fundamental Rule” portion of each guideline is meant as a summary of the rule. The official text of the rule may be found in the “Details” spoiler.

Breaking these rules can result in consequences including warnings, post suppressions, and in the the case of repeated or serious infractions, ejection and banning from the region. The full, detailed Local Council Standard Moderation Policy, which specifies the exact consequences for various levels of rule-breaking, can be found here: [link to come shortly!]

And so, after much introduction, here are your RMB Rules:

I. Thou Shalt Not Spam

Fundamental Rule: Don't spam. Spamming is bad. It is the first rule for a reason.

Details:
Spamming on the RMB is not allowed at all, under any circumstances. Spamming is probably best described as a post that is meaningless and/or unnecessary— for example, a post that repeats the same thing multiple times, multiple posts of the same thing, or a series of posts that have no apparent meaning. It does not matter what your intent is— if your post(s) fits the above definition, it is considered spam and will be dealt with accordingly.

II. Thou Shalt Type No Other Languages Before English

Fundamental Rule: Posts on the Regional Message Board must be in English, or include an English translation.

Details:
We understand that many of you come from backgrounds where English is not your main language, as players come from all around the world. However, to avoid confusion among people who don't speak your language, we sincerely ask that you post in English only, for ease of communication.

Remember, there are tools like LinkGoogle Translate to help you. If you speak in another language, please add a translation to English in the same post. Posts with English translations will not be suppressed. For the avoidance of doubt, English means Modern English and not backwards English.


III. Thou Shalt Not Ask for Endorsements nor Recruit on the RMB

Fundamental Rule: Don’t ask for people to endorse you on the Regional Message Board. Don’t ask for people to move to another region.

Details:
Asking for endorsements on the RMB is not allowed at all, under any circumstances. Ever. Permissions are only made if the requester is a member of the Council on Regional Security or the Delegate seeking to increase endorsement counts for the purposes of promoting regional security. If you want to receive and give more endorsements, get involved in the Southern World Assembly Initiative, TSP’s endorsement program.

Similarly, recruiting, or telling people to move to another region, is also not allowed. You may not ask people to join your region on the RMB, whether you are also a South Pacifican citizen yourself or not.

IV. Thou May Roleplay Here

Fundamental Rule: Roleplay on the Regional Message Board, but do not break any other rules. If you're feeling nice or your roleplay is a bit niche or particularly nation driven, please consider taking your roleplaying to Knowhere or Psomewhere.

Details:
It's all legal! As long as it complies with the rules. Specifically; remember to keep your roleplays appropriate (as stated in rule IX). The LC has reached a general conclusion on what is appropriate, and if your roleplay does not fit within those boundaries, it will be stopped. So, excessive display of affection, sexually-suggesting roleplay, and the like, are not allowed at all.

Similarly, do not clog the RMB with your roleplay. If you feel it has been going on for a while, either take it to a roleplay region, or cease it all together. Otherwise, it may be interfered with. When the board is dominated by roleplay, it becomes hard for everyone else to communicate with each-other, thanks to the overabundance of posts completely unrelated to what they are doing.

But other than those things, feel free to roleplay to your heart's content!

Roleplaying on the South Pacific’s main RMB is permitted for 5 posts on the topic before it must be taken elsewhere. If you wish to roleplay freely, there are two regions run by the South Pacific whose Regional Message Boards you can post on to roleplay freely: Knowhere and Psomewhere.

Organizing, recruiting, and making announcements about roleplays taking place in The South Pacific, Knowhere, or Psomewhere is permitted for 5 posts on the topic before it must be taken off the main TSP RMB.

A chain of posts connected by quotes of the previous poster is considered a single topic for the purposes of this rule, unless it is clear that the portion of the previous post being responded to is the beginning of a new subject (e.g. if a quoted post is both the second response to one subject and the first response to another, and it is quoted in its entirety but it is clear the quoter intends to respond to only the latter subject, the quoting post will not be suppressed for violating the RP limit). Note that you may not avoid violating the RP limit by simply not quoting the person you are responding to, even if you are still discussing the same subject matter— see Rule XI, “when you are responding to someone's post, please quote their post”. A post clearly dealing with the same subject as a current topic will be considered part of that topic.

Note also that a topic does not “reset” if it has not been discussed in a while or if new posters join the conversation. A switch of roleplay topic after 5 posts does count as a “reset”, but to be considered a switch of topic, the change must be considerable— going from roleplaying eating a snack to roleplaying taking a post-snack nap does not count (as it clearly still takes place in the same “world”), while going from roleplaying eating a snack to roleplaying as a news announcer does count.

Knowhere is the place for roleplays involving interactions between nations, and other more serious styles. Psomewhere is for “silly plotless roleplaying”, often involving players acting as characters. Any nation in The South Pacific can post in these regions without having to move to them or leave The South Pacific.

V. Thou Shalt Not Multi-Post

Fundamental Rule: Don’t post on the Regional Message Board twice or more in a row.

Details: Double posting, or posting two posts in a row, is considered illegal, as are any other number of posts more than one in a row.

VI. Thou Shalt Not Violate Others’ Privacy

Fundamental Rule: Don’t reveal other players’ personal information.

Details:
It is not permitted to post or otherwise share another player's personally-identifying information (i.e. social media accounts, IP addresses, postal addresses, E-mail addresses, telephone numbers, etc.), and neither is it permitted to post or share information that may not be identifying but is nonetheless of a personal nature (i.e. medical history, relationship status, etc.). The only exception is if the player in question has shared that information themselves and does not mind its dissemination (this sharing or statement of permission must be publically viewable).

Making a claim of serious out-of-character misconduct (e.g. bullying, harassment, sexual harassment, etc.) against someone else, without providing evidence to moderation/administration, is considered malicious harassment, and will be dealt with accordingly. This rule applies to the TSP forum and discord as well.


VII. Thou Shalt Not Troll, Bait, or Flame

Fundamental Rule: Trolling, baiting or flaming of others is not allowed under any circumstances.

Details:
Trolling is defined as starting quarrels or upsetting people by posting inflammatory and digressive, extraneous, or off-topic messages with the intent of provoking other nations into displaying emotional responses. Baiting is similar to trolling, and is defined as posting with the aim of angering someone indirectly, directed at a specific person. Flaming is defined as posting insults or other verbal and often personal attacks on other nations. Erudite slams while maintaining a veneer of politeness can also be considered flaming. All three of these are banned under all circumstances.

This is an extension of a simple policy of respect. What may seem like good natured fun to you could be trolling to someone else, and if they tell you to stop, do so.
We can and will warn, suppress, and even ban you, as well as record the incident. In severe cases the NationStates Moderators will be contacted, and puppets will not hide your IP address from them.


VIII. Thou Shalt Obey the Rules of NationStates

Fundamental Rule: No matter where you are in NationStates, the rules for the game still apply.

Details:
TSP is a part of NationStates, and as such, you must follow the rules of the game as a whole at all times. Breaking the game rules will land you in trouble with both the regional officers and NationStates site moderation. See the link below for the list of rules and a quick FAQ page for more details on the game rules.

IX. Thou Shalt Not Post Inappropriate Things

Fundamental Rule: Don’t post anything that would not be allowed in a PG-13 movie.

Details:
Excessive swearing, explicit, suggestive, or excessively violent messages, sexual references, and other such things will be suppressed on sight, and the NationStates site moderators can and will be called to get involved in serious cases. Excessive displays of personal affection (e.g. suggestive roleplayed snuggling, nuzzling, kissing, licking and so on) is also considered inappropriate and will be suppressed accordingly.

Mild swearing may be tolerated, mild sexuality may be at the very most hinted, but explicit or excessive versions of either or both will result in moderation intervention, both from the Local Council and potentially from NationStates site moderators. Derogatory terms are disallowed, and all swearing must abide by all other rules, particularly those about respecting others.


X. Thou Shalt Quote as the Quotee Intended

Fundamental Rule: Do not edit someone's post in a malicious way or repost offensive content.

Details:
It is illegal to edit what someone else has written when quoting it in order to make it seem like they expressed a view which they didn’t. Quote-editing should be avoided even for comic effect.

When you are responding to someone's post, please quote their post (by pressing the "quote" button), as it makes it less confusing and will alert them to your post.

When quoting an offensive post, delete the content of the post and replace it with "-snip-". Doing so makes the administrators’ jobs much easier.

When quoting long posts, please cut the post down to the particular parts you are responding to, or replace the extraneous material with "-snip-".


XI. Thou Shalt Use Spoilers

Fundamental Rule: Use spoilers when making or quoting a very long post.

Details:
The [spoiler] tag is your friend. When making or quoting a very long post, or one which not everyone might want to read, please add spoilers, so as to avoid taking up a large amount of the page.

If you are giving a spoiler of a recently released book or film, put it in a spoiler tag, to give people who haven't read/watched it a chance. As a general rule of thumb, give a month for films post-release (as release dates may be different in different areas) and two months for book releases.


XII. Thou Shalt Respect Everyone

Fundamental Rule: The golden rule: treat others how you want to be treated.

Details:
Remember, there are other, real people behind the nations on the RMB. Everyone here is a human being with emotions and the right to be respected.

While dissent with regional officers (Local Council, Delegate, CRS, and Ministers) is perfectly acceptable, remember that they are people too, and worthy of basic human decency. The regional officers should be respected at all times just as any other member of the region should.

When debating, always remember to attack the argument rather than the person making it. If you find yourself getting heated, try to take a step back. Personal insults, insults to intelligence, etc. will not be tolerated. The only form of debate banned on the RMB is that over a particular suppression. For more information, see the Help Section at the end of this document.


XIII. Thou Shalt Not Post Images

Fundamental Rule: If you post is simply an emoticon or the equivalent, it's going to be suppressed.

Details:
A picture is not worth a thousand words. While posting images is generally acceptable in the RMB, they cannot be the sole contents of a post. This includes both computer generated images like the yellow faces and text-based images, like the following:

Attempts to circumvent this rule on a technicality, such as the utilisation of a single word in addition to the image, will still result in the suppression of the post at the discretion of the Local Council.


XIV. Thou Shalt Post Substantive Content

Fundamental Rule: Single word or similarly short posts are not appreciated on the RMB.

Details:
Single word posts are too short, full stop. If you find yourself wondering if a post is too short, it likely is. This rule does not mean you have to post several paragraphs of content every time you want to post. Single sentence posts are still allowed under this rule.

Fundamental Rule: Put effort and thought into your roleplaying posts.

Details:
Actions do not speak louder than words. Roleplaying on the RMB is a privilege, and posts that simply read as actions being performed are not allowed in the RMB, particularly if said actions consist on only a few words.

If you intend to roleplay in the RMB, you must add thought and substance to your posts. You have been given permission to roleplay in the RMB: you have not been given permission to roleplay poorly. Roleplaying posts deemed to not fit the standard of the RMB will be suppressed at the discretion of the Local Council. Roleplayers who consistently roleplay without the quality expected of the main RMB will be asked to relocate their posting to either Knowhere or Psomewhere.

The Second-Day Initiative! Helping nations that stay become better integrated

The first day of NationStates is, unfortunately, always a bit overwhelming, particularly with the brutal flood of recruitment telegrams and whatnot. I have a tool that can give me a list of nations in the South Pacific that have logged in on their second day in the game. Reaching out to those that survived the initial onslaught to get involved in whatever facet of the community that fits them best is a great way to boost involvement and activity across the board.
World Assembly Matters! I want to talk to all of you about how we vote

Our long-standing tradition has been that, with the exception of foreign policy relevant Security Council resolutions that the Cabinet cares about, the Delegate votes with the region in the World Assembly. I don’t want to change that much, but I do want to talk to all of you about what’s going on in the World Assembly, ideally on our Regional Message Board but possibly also on the forum and on Discord. I want to have a dialogue with all of you about the resolution and then casting my vote based on that dialogue.
Awards! Giving South Pacificans the recognition they deserve

There have been discussions on and off for years about some sort of regional awards system, usually based on legislation, but the bully pulpit of the Delegate (particularly given the Delegate’s ceremonial role as head of state in our region) is the perfect place to get that started. I want to get together an odd-numbered group of people from various facets of our region to find viable and deserving individuals to get some recognition for their hard work in service of the South Pacific.
A Welcoming RMB! Optimizing it for new nations

Our RMB has gotten so much better recently (thanks, in part, to the efforts by my esteemed opponent Aumeltopia), but there are still things we can improve even further. A new nation’s first contact with the community is usually the regional message board, and NationStates (with its various emergent styles of play) is a tough game to get into initially, so it’s important to have that place available. New nations should not feel like they are intruding, or being ignored, or drowned out, when they ask new questions on our RMB. At the same time, we do have a distinct RMB culture that we don’t want to kick to the side either. It’s a delicate balancing act, and I argue that my experience as admin and moderator in multiple regions (and also beyond the confines of NationStates) means I will be able to effectively coordinate with the Local Council to improve our RMB even further.

The Delegate holds the key to the region, and I think it’s fair to say I’ve proven my undying dedication to the Coalition and its values. Besides, I’ve had SPIT IRL (picture proof can be found on Discord, pinned in #lampshade-bar), and I’ve posted videos of me playing a guitar while wearing a lampshade. How South Pacifican is that?!
Endorsement Trading! TL;DR I'm good at it

Even though I had been using my World Assembly membership for military purposes for most of the past three years, I know how to swap endorsements well — just today, I was ranked #1 on TSP’s “Number of Nations Endorsing” census, and a few days ago I won the “Most endorse buttons clicked” award in SWAN Award Volume #11. That’s important to keep and increase our power in World Assembly affairs and to keep the region more secure against foreign subversives trying to overthrow us.

That was quite a bit, but I could drone on about all of these topics for hours. I’ll leave it at these summaries, and am anxiously awaiting all of your questions. I’m always reachable through telegram, RMB mention, Discord (Roavin#5410), forum message (Linkhttps://tspforums.xyz/user-635.html), etc.

Oh, and the boring part. Here's a brief summary of my tenure in TSP and my conflict of interest disclosure, so if that bores you, just skip it entirely.

I’m TSP’s longest serving prime minister at 4 terms, have also served 2 terms as Minister of Military Affairs, one (ill-fated) term as Minister of Regional Affairs, a term as Chair of Assembly, have served as interim Legislator Committee member several times, am now an off-site administrator and senior moderator, and have been involved in debate or drafting of a very significant portion of our laws at this point. Furthermore, particularly in the past two years, I’ve also been ostensibly the one worrying and looking after our security the most of all of us bar members of the CRS, and I’m a frequent contributor of the Security Council chamber of the World Assembly, and have authored and passed a Security Council resolution. I’m also an administrator on the NationStates Gameplay Discord server.

On conflicts of interest: My main region is the South Pacific, and that won’t change. I am also a citizen in Lazarus and don’t intend to enter its political government. Furthermore, I serve as Chief Justice in Mariner Trench, the companion region to the MT Army. For both, I see the potential for conflicts as extremely low and I’d sooner just resign from either of those than have an actual conflict at any point.
