JULY 2020 DELEGATE ELECTIONS

1 July 2020

Fellow South Pacificans,

It is once again time to elect a delegate for the South Pacific. Article 3 of the LinkElections Act stipulates:

An act establishing elections for office

[...] 3. Office of the Delegate

(1) The Delegate will be elected in a two-step process, with the Assembly voting on a slate of nominees on the forums, and the top two candidates in that process being voted on by regional poll on-site.

(2) On the first of every January and July, the Assembly will convene for the first round of Delegate elections.
a. Any eligible legislator wishing to run for Delegate may declare their candidacy, and the Assembly will debate the merits of their platform. Any player who has been banned from World Assembly membership will be considered ineligible and any candidate who is later discovered to be banned from World Assembly membership will be immediately disqualified. Legislators wishing to run for Delegate must hold a number of endorsements equal to at least 80% of the existing applicable endorsement cap at the commencement of the election period.
b. The campaign and debate period will last one week, after which the Assembly will vote for 3 days.
c. This round of voting for delegate will be conducted using Approval Voting.
d. The two candidates with the highest number of approvals will move to a second round of voting conducted via a poll of Native World Assembly members.
e. Should the voting result in a tie, more than two nations may move onto the second round of voting.
f. If an advancing candidate receive less than 50% approval, the option to Re-Open Nominations will be "approved", and the process for that slot shall begin again at the campaign and debate period.

(3) After receiving the top candidates in the forum election, an Election Commissioner will create a week-long regional poll accessible to Native World Assembly members, instructing them to vote for their preferred candidate.
a. A Dispatch containing the campaigns of all candidates will be created to aid voters in their choice.
b. Members of the South Pacific Special Forces who are on deployment for the whole duration of the regional poll are eligible to cast a vote. The Minister of Military Affairs shall provide a list of deployed personnel to the Election Commissioner. Members on the list who send the Commissioner their vote through a telegram and a public post on the Regional Message Board which tags the Election Commissioner and notes who their vote goes towards shall have it added to the final tally.  
c. The candidate who wins a majority of the votes will be declared the Delegate-elect.
d. If no candidate wins a majority of votes, the top two candidates will be placed in a runoff election, mimicking the previous round of voting.

(4) The Delegate-elect will be considered formally inaugurated upon achieving the most endorsements. Prior to inauguration, the sole responsibility of the Delegate-elect is to gather endorsements, in coordination with the incumbent Delegate and in cooperation with the Council on Regional Security. The incumbent will continue to hold the office of the Delegate and will remain responsible for all responsibilities of that office, serving out the remainder of their term, until the inauguration of the Delegate-elect.        [/quote]

 Offsite voting shall begin at 2p (UTC) 8 July and conclude at 2p (UTC) 11 July.
 RMB voting shall begin roughly 2p (UTC) 11 July and conclude at 2p (UTC) 18 July.

If you wish to nominate someone or declare your candidacy, please reply in this thread. To be listed on the ballot, candidates must have a campaign thread and a Conflict of Interest disclosure.

Please note, due to new election regulations, see Section 2.3 of the Election Act above, legislators must have at least 432 endorsements to run in the election cycle.

I first graced the South Pacific with my divine presence in the year of our Admiral General, 2017, and have since grown fond of its well-intentioned if not slightly absentminded minion population. Over the course of the last three years, this amusement has born fruit in the form of service as Chair of the Assembly and Prime Minister, among several other delightfully productive bureaucratic positions — all while maintaining an iron grip on all those who would oppose my righteous rule as Supreme Leader.

The Delegacy is our most revered of offices; the mechanical power it wields is unrivalled and it requires an individual who commands the utmost trust of our region. I believe as evidenced through my record of service that I have both the temperament and experience to serve the South Pacific as Supreme Leader and I very much hope you believe this too and will pledge your undying loyalty accordingly.

It is my intention to deliver a 'State of the Region' address every two months. Drawing on the significance of the Delegacy as the Head of State of the South Pacific, this message will be a comprehensive summation of everything the Cabinet has accomplished over the previous months and a preview of what the government hopes to achieve.

Much like the State Opening of Parliament in the United Kingdom or the State of the Union in the United States, this event will be full of pomp and circumstance. I pledge to dress up in the finest material known to man as I type it up. There will be festivities to accompany the speech and we shall pardon a regional troublemaker as a sign of our benevolence. Or perhaps we shall banish one to the Rejected Realms, or worse, to Balder (*clutch my pearls at the thought*). We can decide on which later on.

Fostering a well-informed community is a critically important function of any government official and this can be achieved with regular updates on regional activity.

I have previously done something similar with two publications, the Coco Weekly and the Weekly Herald, and it is something I believe can be replicated on a bigger scale with a Delegate's Digest — a compendium of what government has been doing over the past week.

The Office of WA Legislation (OWL) is a fantastic program currently spearheaded by Aumeltopia and United States of Vietnam. Although in its infancy, this initiative will allow our WA population with a democratic say in how the Delegate votes in the World Assembly. It is a scheme and a process which I fully endorse and I hope to have the pleasure of working with OWL in the future to ensure our presence—the second-largest Delegate vote in NationStates—is well-utilised.

The brainchild of our current Delegate and Racoon-Overlord, Aumeltopia, Endorsement Days have become a staple of our WA culture. As a member of the Council on Regional Security, I can attest to its effectiveness and as a region, we see sizable increases in our cross-endorsement rates. This culture of endorsement is one which I would very much like to continue to nurture.

The divide between the gameside and forumside communities is one which has been a constant topic of discussion for more than half a decade. I am of the belief that while there is much to be said and indeed to be celebrated about our Coalition, we should appreciate that there are notable differences between these communities which have grown organically in their respective domains (the RMB and the forum/Discord). It would be unwise to champion forcing one to migrate to another for the sake of a uniform membership. South Pacificans have chosen to frequent where they frequent because it is where they are most comfortable and this is a fact of the game which we should acknowledge.

However, that is not to say that more cannot be done to bridge the divide. I hope to work with the Local Council (Auphelia and Proctethia) as well as with our Ministry of Regional Affairs to formulate a set of policies which can aide in integrating our newer members into our community. I cannot promise that this will be tremendously successful — historically, much has been said and little has been accomplished in this regard — but I can assure you that this will be a priority of my autocracy.

(Un)fortunately, I have experience of battling through the Lazarus Crisis of 2017 so I understand the importance of the Delegacy and the need to have a strong defence to guard against a rogue-Delegate. The Council on Regional Security have made some commendable moves towards the latter in recent months; transitioning to a Dynamic Endorsement Cap and implementing the South Pacific Coral Guard. It is our aim to have all eligible members of the Coalition sign up to serve as members of the Coral Guard and attain significant numbers of endorsements and influence.

On this note, the need to shorten the distance between the Delegate and the Council has been raised by some of the more security-conscious members of our region and this is an issue I hope we can address in the coming term. To that effect, I intend on regularly reminding our World Assembly members to endorse the Council and the Coral Guard (these reminders will likely coincide with the region-wide telegrams for Endorsement Days). Proactively engaging with our membership on this issue will go a fair distance in making our region even more secure than it currently is. I do so very much dislike cringeworthy phrases but it is something to celebrate and take pride in the fact that we have the oldest extant democracy in NationStates and we should do all that we can to safeguard it.

PENGUIN FOR DELEGATE…. I guess?

Okie so we all know that I have no skills when it comes to graphics, we leave that to Amerion because he is awesome at it. BUT I do sometimes have skills with words and I guess that counts?

Most of you are probably wondering what a Penguin can bring to the Delegate seat. I know I am. However, I have given this a lot of thought and I think that I can bring Me to the Delegacy.

I have been in this region a long time and in that time TSP has become a home away from home so to speak. When things aren’t working IRL, I can come here and know that I can count on the friends that I have made to be a constant source of something. I know that many of you see me as a mother hen figure and while I try not to be, I care about a great many of you. (Whether that is to my detriment is to be determined.) I feel like this can be useful for the Face of the Region as that is what I see the Delegate, while not having all of the Powwah to control everything, I would like to think I could be like the Queen and be a Regal Figurehead that brings hope and a steadfastness to the region. One must be welcoming but firm. One cannot be standoffish but must be of the people. I try to take the time to get to know as many of the people as I can and while I can’t say that I know everyone because that is A LOT of people, I know enough to know that we have a great group here. I also know that I could stand to be a bit more present on the RMB, and I really am trying to work on that.

I know that it has been quite a while since I was last elected to anything. And while I did hold the RA title at the end of last term, that was more of an appointment so while I will count it as a post, it doesn’t count. I may not be the most hip and up to date when it comes to WA or even FA adventures but I am trying. I read a lot and what I don’t understand I file away for later to ask questions about or research on my own.

I don’t have a plan. I don’t have grand graphics or a way to make everyone like us even though they should. I will trust those who know more than I do to inform me if I question things. I believe that the best leader doesn't know everything and has room to always learn. I will do my best to be the best for TSP and for myself. I hold TSP to be my home and if elected, I will do my best to continue to keep it as Wonderful as it is and maybe help make it better.
