Shortly after the last terrorist attack in one of the suburbs of Inkville, nobody thought an attack of such magnitude would happen again in Inkopolitia, much less from the same nation. However, the untinkable happened. At 5:40 P.M., peak hours in Woomy City, approximately 4 terrorists of Germano-American origin stood in the middle of the Victory Square, Woomy City's busiest park, and started shooting any Inkling or Octoling they saw. Reports indicate that approximately 241 people were in or around Victory Square at the time the terrorist walked up to the middle of it.

Only 5 minutes after the terrorists initially arrived, all of the 4 men pulled out the Gustloff Volkssturmgewehr semi-automatic rifle models. Soon after, they started shooting any Inkling or Octoling in the area, but spared the lives of any humans that found themselves there. Human witnesses in the area indicated that the terrorists, at random intervals, started shouting the following phrases: "Tod den Untergebenen!", "Ehre sei der Menschheit!", which mean "Death to the inferiors" and "Glory to mankind", respectively.

The Inkopolitian Special Ops Division (ISOD) made their presence quickly known in the area, just 45 seconds after the terrorists started shooting. The ISOD shot dead the terrorists, in conjuction with the entirety of Woomy City's ambulances arriving to the scene to perform emergency techniques and to carry the injured people to the Ito Hospital.

However, sadly, thanks to the crowded nature of the Victory Square, the death toll was very high: 71 dead, 103 injured, 32 of these in intensive care.

The response of the Inklings was quick, and angry. After the attack, the approval rates of the German-American part of the North American Union State plummeted to 0%. The lowest approval rate ever seen in Inkling history.

Just after the attack, Queen Surume of Inkopolitia had a speech. "This attack. It represents the most villainous face some people have to offer. The Victory Square of Woomy City, which was built to conmemorate Inkling liberation from the Peruvian forces, is now drenched in blood, by scum on the leagues of the Peruvians. I offer my condolences, and I, along with my government, will begin acting accordingly to prevent threats like these."

After the attack, the first instance of Queen Surume approving a government bill by herself was enacted: The National Protection act. The National Protection Act. This act prevents any person from any German-American dominated areas to enter Inkopolitia for a time period of 5 years after the passing of the National Protection Act build.

This has greatly divided Inkopolitia, and one of the most resounding questions the entire Inkopolitian population has is: "Should we forgive the Humans, even up to now? Or should we prioritize Cephalopod lives over Human lives?"

This issue will divide Inkopolitia in the 2041 National Assembly elections, for sure.

Elonis listened very carefully to everything the Minister had to say about these people and their way of life. It was fascinating to him to hear of the ways they had survived on this rock, this icy rock that many believed would have been far too desolate and cold to support life for this long. And yet here they were, a group of people that had survived against all the odds living on nothing but apparently some grass and what they could pull from the sea. Mixed into a drink that didn't sound pleasant but was not likely to be too revolting to a person who ate nothing but cave fungus and protein supplement their entire life.

Perhaps the Overlordian people and these Arctic dwellers had that in common, they had both survived in harsh conditions against all odds. Life found a way.

"So nothing but fish guts, scavenged foods, grass, and water? Fascinating that they managed to make it this long on such thin mealtimes. They must have had some very rough years here indeed."

He followed to the next part of the chart after. It seemed that this tower kept track of not only their food supply but water supply and shipments to the towns. This area he had landed in seemed central for the operation. Perhaps even the capital.

"Uranium? They've been digging up Uranium in their mines?"

Elonis was a bit taken back by that fact, that these people had found one of the elements capable of making some of the most destructive weapons known to man.

"Where exactly did they find this uranium deposit? We can send a team to extract it from them so they will not have to worry. In exchange for some better food and perhaps some heaters for the people."

He wasn't a monster, though he did know that given the price of Uranium and the danger it posed some food and heat was far an undersell.

Then he nodded his head. Even in the armor it seemed that the loss of the Japanese was not something he had enjoyed.

"Indeed, your country seems to have taken a step away from the world stage. We are sorry for your loss."

He patted the Minister on the shoulder, then looked to the Woman Miranda.

"Very well. But talk to your people Minister. With our arrival here others will not be far behind. And when they see how...well old fashioned your country is they will try to take it from you. Perhaps our country can assist you in defending your shores from them. Though nothing is free Minister."

Even through his faceless helmet he gazed at the Minister then looked to Miranda. He kneeled down beside her to bring them to a more head height for talking.

"We are told that you are the one to talk to to learn of this places history. We are Commander Elonis of the 23rd scouting Unit."

He tilted his helmet to her as he introduced himself, then waited for a response.
