While we do have 15 nations and that's awesome, Bill 001 states that we have to have a population of 15 denizens (as in, people registered for denizenship). The reason for this is to ensure we have a sizable and regularly active populace who will actually vote in the polls. However, I am open to suggestions to modify this requirement if you think it should be changed.
