If you yourself are starving I doubt so. We also have to take into account the organization of the groups. A lot of them use rations, which makes sense, and also means everyone should be close to equally fed. If there's less organization fear usually stops it, because the level of human hostility is probably more alarming than the zombies.

However, I highly doubt that this rationing system would work. Everyone is starving, and everyone will try to exploit it.

Polls have shown that half of all Beata will support the project in some way. However, West believes that not even his long-lived, still unborn great-grandchildren will live to see his project come to fruition. He estimates that it will take a millennium to achieve transcendence. West also accepts international funding.

note that we follow physics over religion in regional rules for universal simplicity, so stuff with souls wouldn't work. The closest you can do it transfer their consciousness to a different brain, although it still needs a host to exist
