Vlad Leopold, the despised Tasmanian war criminal and international fugitive, was recently captured by the Equestrian Home Guard* while in hiding just outside of New Mareskov. With members of the international community wanting to see justice, the question of jurisdiction has arisen.
(* The issue actually states your demonym adjective before 'police'. So it would be Russian police in my case.)
