Personally, I don't care for players that arrive in a region that has no WA members and ask to be either endorsed or be made delegate without mentioning the endorsement process involved. As if the founder has some magical ability to create a delegate, and quite often the player is not even a WA member when they ask. I put the request down to as being nothing more than spam.
