Expanding west

Changxi Quan is starting to act on it's Chinese Dream and is expanding west to solidify its position as the one true china. Large Caravans of people totaling 500k are being created and are expanding into 1 province, The government has plans for this province to be a large economic center and a Megapolis is supposed to be built somewhere within the province, Currently, The Government is putting aside 8 Million dollars to build infrastructure for the 500k people moving into the province. Things such as Power plants, Water Treatment centers, and housing are the highest priority on the list of things to build. A provincial government is also planned to be set up to allow it to be a semi-autonomous region in the future once the population grows to be over 70 Million. The PLA is being sent in to be used as a Police, Medical, and Firefighting service until formal municipal and provincial ones can be established. The government projects that this will all fully unfold within 3 years.
