Eulumian Expansion?

The Eulumian Federal Republic has recently concluded talks with the Cocos Keeling and Christmas Islands, two small island subnations off the coast of Eulumian Java, regarding the unification of these islands with Eulumia. Both islands in question are of Malay majority, a large ethnicity within Eulumia itself, and the people of these islands speak mainly Malay, a popular language in Eulumia following the national language and Lingua Franca of Bahasa Indonesia. Following official meetings with the Eulumian Grand Chancellor, referendums were held in both the Christmas and Cocos Keeling Islands on whether or not they are interested in being integrated into Eulumia. The referendums passed with a majority 78% voting in favor, although roughly only 70% of the voting age population voted. Thusly, the Christmas and Cocos Keeling Islands will be formally integrated into Eulumia effective immediately, granting access to the robust Eulumian economy and social services previously un-afforded to the peoples of these islands, and full Eulumian citizenship will be granted to all islands residents.

Currently Versienna has entered into similar talks with the nations of Micronesia, Marshall Islands, and Solomon Islands. It's no secret these Pacific Island nations are facing the increasing threat of climate change and the resulting rise of sea levels, these nations are small in population and territory alike already, and encroaching waters are exacerbating these issues, with emigration rates soaring as natives leave their homelands for more stable and economically capable nations. In the past Eulumia has proposed programs to help house and grant limited rights to immigrants from these islands whom leave for rising sea levels and a better life, with many of these immigrants applying for Eumian citizenship and naturalizing over time. Additionally, Eulumia has shown interest in helping to invest in these economies and help with infrastructure projects such as paving roads, adding airports, building seawalls, and land reclamation. However, Versienna can only do so much in the way of international aid, and with these factors in mind, these nations have decided it may be time to ask themselves if they want to fully integrate themselves into Eulumia in order to reap the full benefits of Eulumian citizenship and the Eulumian economy. Referendums will be held within the week in each of these nations to determine whether or not they will be joining the Federal Republic.

A similar story unfolds in neighboring Papua New Guinea. Papua New Guinea and Eulumia alike are massively diverse nations with countless ethnic groups and languages, many of which are shared between them as the straight-line border bisects numerous ethnic groups between two nations, leaving many communities divided, an echo of the colonial past of these two nations. The residents of Eulumia's West Papua have seen a far greater influx of wealth and development on their half of the island, including modern amenities and infrastructure, as well as access to extensive services offered further west in the more urbanized portions of the nation, whereas Papua New Guinean half of the island seems to be lagging behind considerably. The two halves of the island see vast differences in the Human Development Index, average wages, overall health and happiness, and even lifespans. These stark disparities on two halves of the same island have prompted the government officials in Port Moresby to ask themselves what they're doing wrong. Unfortunately however, Papua New Guinea simply doesn't have access to as robust an economy or trading lanes that Eulumia benefits from, prompting many people to ask policymakers about the possibility of integrating themselves into Eulumia, allowing the flow of goods and revenue to reach Papua New Guinea, helping to fuel their development and hopefully raise their overall development and growth. An official referendum will be held within the week and Papua New Guinean citizens will decided whether or not they wish to remain wholly independent, or to unify and integrate with the Federal Republic of Eulumia.
