Region: The Communist Bloc

Another factor might be your early switch to socialism. Nationstates works similar to the real world in a way, where you have to go through capitalism and have a base of capital in order to build socialism. For example, if you start a new country with socialism, the economy will be in shambles, and you could have some issues with the black market while developing it. If you start with capitalism, and then switch to capitalism once you have built up a strong economy, you won't have these issues.

Overall though, your economy is pretty strong and you've done a good job developing it with socialism at this earlyish stage. I would focus on legalizing as much as you can, that's going to get rid of the black market the quickest, and also maybe focus on economic output in general. If the state isn't producing enough maybe that's driving people into black markets? It will take some time to get enough issues to lower it substantially but you got this, comrade.

Yeah, my nation started out with socialism and a terrible economy and I built it up from there. It was a very rewarding experience. My capitalist nations started out with good economies, but I had to work to build Rothnia's. I really felt like I built it instead of having it handed to me.

The Black Market has only recently become a problem. I've been picking more libertarian options lately, but the black market seems to still be going up.
