There are several reasons: it is mostly the President who deals with foreign policy and represents France abroad while the PM deals mostly with internal affairs and spends time in the Parliament (the President does not even enter Pariament buildings). Also, since a constitutional reform came into force in 2002, elections to the National Assembly take place just after the presidential elections, which considerably reduces the role of legislative elections since the French often vote for the party of which the President they have just elected is a member. And so the Prime Minister will most likely be from the same party as the President, which reduces the stakes of the legislative election and the Prime Minister.
The current PM is Jean Castex. He is the second PM during Macron's term. He succeeds Edouard Philippe (2017-2020).
