If a captain is forced to make sure everyone gets off safe and is obligated to go down with the ship instead of fleeing as soon as it crashes then it ensures lives are saved. People would be much more inclined to use ship travel if they know they'll be safe even if a disaster occurs. Also passengers are people and if less of them are perishing then you have more potential contributions to your country's workforce.
