Residency is a stat the game tracks. Its icon looks like a clock.

I'd like to echo Free States of Earth's question, or rather tweak it since I know this is a change, but I'm curious about when it was changed. Is this a new policy change? I am of course delighted since my nation lies comfortably inside the top 100 in the region for Residency (currently 51st as of the time of this post), but I haven't heard a peep about this policy change. The dispatch says it was edited 93 days ago, would that be when the policy was updated?
